Dangiwa Harps On Capacity Building, Institutional Collaboration To Strengthening Surveying Practice.

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has stated that a sustained capacity building and strong institutional collaboration is a strategic pathway to strengthening surveying practice, land administration, and sustainable urban development in Nigeria.

 

The Minister made this declaration when he received the chairman and members of the Board of Fellows of the Nigerian Institution of Surveyors who paid him a courtesy visit in his office,  Thursday,  February 26th, 2026

 

Arc. Dangiwa said that the Ministry is fully prepared to partner with the Nigerian Institution of Surveyors to develop and implement structured training and professional development programmes aimed at equipping surveyors—particularly young professionals.

 

According to the Minister, capacity building remains the most sustainable mechanism for institutional strengthening and professional excellence.

 

“Capacity building is the only way to properly develop the young professionals coming on board and raise our standards and best practices. It is critical to promoting professionalism in surveying and mapping and ensuring sustainable development across the country,” he stated.

 

Dangiwa disclosed that the Ministry is currently experiencing a significant human resource gap due to large-scale retirements, revealing that over one thousand staff members have retired within the last two years.

 

This development, he explained, makes collaboration with professional institutions even more imperative, particularly in the areas of training, mentorship, and knowledge transfer to ensure continuity, institutional memory, and improved service delivery.

 

He emphasized that the Ministry houses a substantial number of surveyors in the country and provides government oversight to relevant professional bodies. As such, strengthening synergy with the Nigerian Institution of Surveyors is both strategic and necessary.

 

Arc. Dangiwa further noted that the core mandates of the Ministry - housing development, land administration, and urban development—are inherently linked to surveying and geospatial services.

 

He stressed that effective land administration cannot be achieved without close collaboration with surveyors and other land professionals within the Ministry. He also highlighted that a branch of the Office of the Surveyor-General is domiciled within the Ministry under the Cadastral Department, further reinforcing the institutional linkage between both bodies.

 

Accordingly, he described the existing relationship between the Ministry and the Nigerian Institution of Surveyors as strong and evolving, adding that the collaboration must be deepened to support ongoing reforms and infrastructure expansion initiatives in the housing sector.

 

Earlier in his remarks, the Chairman of the Board of Fellows of the Nigerian Institution of Surveyors, Surv. Alabo Charlesye David Charles, stated that the visit was aimed at strengthening institutional cooperation and exploring strategic areas of mutual interest.

 

He listed the areas of collaboration to include;

 

*  capacity building: development of tailored training and professional development programmes aligned with the Ministry’s operational needs.

 

*  Institutional collaboration by strengthening structured engagement between the NIS and the Ministry to enhance policy implementation and professional standards.

 

* geoinformatics and technical support: Leveraging surveying and geospatial technologies to advance land administration, housing development, and urban planning initiatives.

 

* enhancing national geospatial data frameworks to support housing and urban development projects across the country, and 

 

* promoting and enforcing high standards in surveying and mapping to ensure accuracy, transparency, and sustainable development outcomes.

 

Surv. Charles reaffirmed the Institution’s readiness to work closely with the Ministry in advancing professional excellence and supporting national development goals.

 

A major highlight of the visit was the conferment of the title of Honorary Fellow of the Nigerian Institution of Surveyors on the Honourable Minister in recognition of his contributions to housing and urban development and his support for professional advancement in the surveying sector.

 

The investiture ceremony is scheduled to hold on April 30, 2026. Arc. Dangiwa graciously accepted the honour and expressed appreciation to the Institution for the recognition.

 

The meeting underscored the shared commitment of both institutions to advancing professionalism, strengthening geospatial governance frameworks, and supporting Nigeria’s housing and urban development agenda through strategic collaboration, innovation, and human capital development.

 

The Federal Ministry of Housing and Urban Development remains committed to fostering partnerships that enhance technical capacity, promote best practices, and drive sustainable growth in the housing and land administration sectors.

Housing Ministry, National Assembly Advocate Robust Funding for Housing Sector    The National Assembly has called for increased and sustained funding for the housing sector, recognising its critical role in economic growth, job creation, and national development.   This position was expressed during the 2026 budget defence of the Federal Ministry of Housing and Urban Development before the Senate and House of Representatives Committees.    The Senate Committee on Lands, Housing and Urban Development is chaired by Senator Aminu Waziri Tambuwal, while the House of Representatives Committee on Housing and Habitat, is chaired by Hon. Abdulmumin Jibrin.   During the session with the Senate Committee, Chairman Senator Aminu Waziri Tambuwal reaffirmed the Senate’s commitment to supporting policies and funding mechanisms that will strengthen housing delivery nationwide.   “Housing delivery remains central to national development, and the Senate will continue to support initiatives that expand access to affordable homes and strengthen urban infrastructure,” he stated.   He urged the Ministry to sustain close engagement with the Committee to ensure effective implementation of programmes and optimal utilisation of appropriated funds.   At the session with the House of Representatives Committee on Housing and Habitat, Chairman Hon. Abdulmumin Jibrin emphasised the strategic importance of housing to Nigeria’s economy and national development. “Housing must be prioritised on the government’s agenda because of its multi-dimensional impact on the economy. The sector creates jobs for various skilled workers and stimulates activity across multiple value chains,” he stated.   Hon. Jibrin further disclosed that his consultations with relevant government funding institutions indicate a shared understanding that the housing sector remains underfunded and requires increased investment to strengthen delivery capacity and maximise its economic impact.   He assured the Committee’s readiness to support initiatives that will expand affordable housing supply and improve living conditions for Nigerians.   Earlier, the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, led the Ministry’s management team — alongside the Honourable Minister of State for Housing and Urban Development, Rt. Hon.  Tinubu Set To Kick off  A Historic 500,000 Housing Unit MEGA RENEWED HOPE CITY In FCT/Nassarawa Urban Corridor    * Mega Renewed Hope City to Transform FCT/Nassarawa Growth Corridor - Dangiwa   The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has announced that the Federal Government is set to commence a historic 500,000-housing-unit MEGA RENEWED HOPE CITY within the FCT/Nasarawa urban corridor — one of the largest master-planned housing developments in Nigeria’s history.   The Minister made this disclosure during an inspection visit to Aso-B in Mararaba, Nasarawa State, the proposed site for the MEGA RENEWED HOPE CITY.   Spanning approximately 5,000 hectares and strategically located between Abuja and Nasarawa State, the MEGA RENEWED HOPE CITY is conceived as a modern, integrated urban district designed to significantly increase housing supply, strengthen critical infrastructure, stimulate economic activity, and support the long-term spatial development strategy of the Federal Capital Territory.   The project lies within a key urban expansion corridor, sharing boundaries with NAF Valley, Nyanya, Guruku, and the NHA Housing Scheme at Mpape. Its location is pivotal to the Federal Government’s strategy to decongest central Abuja while creating structured, sustainable residential and commercial alternatives through coordinated urban planning.   The master plan outlines six major districts — Kabuso, Guruku, Yelwa, Gbagalape, A.A. Sule, and Kudu. Each district will feature:   * Affordable and mixed-income residential communities * Commercial and business hubs * Schools and healthcare facilities * Recreational and green spaces * Integrated public utilities and modern infrastructure   The MEGA RENEWED HOPE CITY is being delivered under a structured Public–Private Partnership (PPP) framework, bringing together relevant government institutions and private sector partners with clearly defined roles to ensure efficiency, accountability, and long-term sustainability.   Under the framework:   * The Federal Ministry of Housing and Urban Development will provide overall coordination and development oversight. * The Federal Ministry of Finance will support financing arrangements. * The Federal Ministry of Works will be responsible for major road infrastructure.   According to Minister Dangiwa, the MEGA RENEWED HOPE CITY aligns squarely with President Bola Ahmed Tinubu’s Renewed Hope Agenda, particularly in its commitment to:   * Expanding access to affordable housing at scale * Decongesting Abuja and improving urban liveability * Delivering climate-responsive and resilient infrastructure * Creating jobs and stimulating economic growth * Promoting sustainable urban planning and environmental stewardship   “This MEGA RENEWED HOPE CITY represents a transformative step in structured urban expansion. Dangiwa Directs Speedy Completion of 1550 Housing Unit Project For Military in Abuja  Housing and Urban Development Minister,  Ahmed Musa Dangiwa has stated the commitment of President Bola Ahmed Tinubu to delivering modern, fully serviced barracks accommodation for personnel of the Nigerian Army, saying that the project will enhance operational effectiveness of their service to the nation.    Dangiwa spoke during his Inspection of the 1,550-Unit Nigerian Army Housing Project in Abuja.   The Nigerian Army Housing Project forms part of the broader Renewed Hope Agenda of the President Tinubu’s administration, which prioritizes infrastructure development, security sector support, and improved welfare for public servants.   The housing project, a special presidential intervention,comprising one-, two-, and three-bedroom bungalows, is being constructed by Brains and Hammers estate developing company and delivered under the Renewed Hope Housing Programme as directed by President Bola Ahmed Tinubu, to improve the welfare and living conditions of military personnel.   According to Dangiwa,  " the initiative is aimed at reviving the traditional barracks system where members of the Armed Forces are properly housed within secure and well-planned residential communities to enable them discharge their duties effectively"    He disclosed that President Tinubu has directed that the project be completed within the next two to three months, with a target for commissioning by the end of March or the first week of April.   Dangiwa noted that the estate is designed as a fully integrated residential community, complete with critical infrastructure and ancillary facilities such as  fully tarred internal roads, Religious centres, Shopping mall, Sports facilities, Officers’ mess, Clinic, Schools, Fire service station, among others, to ensure comfortable and sustainable living conditions for personnel and their families.   In addition, he pointed out that a 6.5-kilometre dualised access road linking the estate directly to the Kubwa Highway is under construction by the same contractor, significantly improving connectivity and opening up the surrounding corridor for development.   “The access road has opened up the entire location. With the construction of this road, developers are already springing up with their own construction in their various locations, and the project has progressed tremendously both internally and externally, including landscaping, roads, water and electricity installations,” the Minister observed.   Dangiwa further revealed that the project is being jointly implemented by the Ministry of Housing and Urban Development and the Federal Housing Authority (FHA), alongside other supervising agencies.   Also speaking during the inspection, a representative of the Brains and Hammers developers handling the project, expressed confidence in meeting the delivery timeline and commended the Minister for his support.   “By the grace of God, we should be delivering this project by the end of March or the first week of April,” He stated.    He expressed happiness in the Minister’s visit, adding that the support has strengthened their capacity and commitment to ensure good delivery.   The Minister was accompanied on the inspection by the Minister of State for Housing and Urban Development, the Permanent Secretary of the Ministry, and Directors of the Ministry ...

WELCOME ADDRESS BY THE DIRECTOR, PLANNING, RESEARCH AND STATISTICS AT THE FOURTEENTH (14TH) MEETING OF THE NATIONAL COUNCIL ON LANDS, HOUSING AND URBAN DEVELOPMENT, HELD IN ILORIN INNOVATION HUB, AHMADU BELLO, G.R.A, ILORIN, KWARA STATE ON 19TH JANUARY, 2026

It is my singular honour and pleasure to warmly welcome you all to the Fourteenth (14th) Meeting of the National Council on Lands, Housing and Urban Development, holding here at the Kwara Innovation Hub, Ilorin, Kwara State. I convey the goodwill and best wishes of the Honourable Minister of Housing and Urban Development, as well as the Management and staff of the Federal Ministry of Housing and Urban Development.

 

2.    This Council Meeting represents the highest policy advisory platform in Nigeria’s housing and urban development sector. Its convening underscores the Federal Government’s commitment to inclusive dialogue, cooperative federalism, and evidence-based policymaking aimed at addressing the nation’s housing and urban development challenges. I therefore extend a special welcome to Honourable Commissioners, Permanent Secretaries, Directors, State Surveyors-General, representatives of professional and regulatory bodies, academia, the military and paramilitary organisations, and all other key stakeholders in the built environment.

 

3.    Distinguished participants, the theme of this year’s Council Meeting—“Achieving Housing Delivery and Sustainable Cities through Effective Land Management, Urban Renewal, Promotion of Local Building Materials, and Public–Private Partnerships in Nigeria” is both timely and strategic. It reflects the urgent need to respond holistically to the pressures of rapid urbanisation, population growth, climate concerns, and the widening housing deficit across the country.

 

4.    Over the next few days, this Council will engage in a carefully structured programme designed to ensure robust technical engagement, policy coherence, and actionable outcomes. The Meeting formally commenced with the arrival and registration of delegates, followed by the Technical Sessions of Directors, which are taking place over two days. These sessions provide the critical foundation for the Council, as Directors deliberate extensively on sectoral issues, review memoranda, assess implementation progress of previous Council decisions, and refine policy proposals for higher-level consideration.

 

5.    This will be followed by the Meeting of Permanent Secretaries, where the outcomes of the Directors’ deliberations will be further examined, harmonised, and strengthened from an administrative and inter-governmental coordination perspective. The climax of the programme will be the Council Meeting proper, to be attended by the Honourable Minister and Honourable Commissioners from across the Federation, where key policy decisions, resolutions, and strategic directions for the housing and urban development sector will be collectively adopted.

 

6.    The thematic focus of this Council has been carefully articulated around eight critical areas, namely: policy formulation and implementation; institutional strengthening; effective land management and administration as a foundation for sustainable housing delivery; national land policy and governance frameworks for inclusive urban growth; promotion of local building materials and technologies; urban renewal and regeneration; public–private partnerships as catalysts for housing and infrastructure delivery; and innovative financing and investment strategies for sustainable housing development. These thematic areas are expected to guide discussions, shape memoranda, and inform the resolutions of the Council.

 

7.    Distinguished colleagues, it is important to reiterate that the National Council is not merely a forum for discussion but a critical instrument for policy direction and implementation. The success of government policies ultimately lies in effective execution, and this responsibility rests significantly on Directors and senior officials at both federal and state levels. As custodians of policy implementation, your technical input, professional judgment, and institutional leadership are essential in translating Council decisions into programmes and actions that deliver tangible benefits and lasting succour to our citizens.

 

8.    The requirement for States and stakeholders to submit memoranda aligned with the theme of the Council, as well as status reports on the implementation of decisions reached at the 13th Council Meeting in Gombe, is therefore central to ensuring continuity, accountability, and measurable progress within the sector. These inputs enrich deliberations and enable the Council to take informed decisions grounded in practical realities.

 

9.    As we engage over the coming days, I encourage all participants to contribute constructively, share experiences and best practices, and propose pragmatic, implementable solutions that align with our institutional mandates and regulatory frameworks. Let our deliberations be guided by a shared commitment to reducing Nigeria’s housing deficit, strengthening land governance, revitalising our cities, and improving the quality of life for all Nigerians.

 

10.    Once again, I warmly welcome you all to Ilorin and to this important Council Meeting. I wish us fruitful deliberations, meaningful engagements, and successful outcomes.

WELCOME ADDRESS BY THE DIRECTOR, PLANNING, RESEARCH AND STATISTICS, FEDERAL MINISTRY OF HOUSING AND URBAN DEVELOPMENT, AT THE MINISTERIAL RETREAT ON PERFORMANCE MANAGEMENT SYSTEM HELD AT SANDRALIA HOTEL, JABI, ABUJA – 3RD JULY, 2025

Distinguished Colleagues,

Ladies and Gentlemen,

It is with great honour and a deep sense of responsibility that I welcome you all to this Ministerial Retreat on the Performance Management System (PMS), convened in accordance with the directive of the Head of the Civil Service of the Federation, as outlined in the circular of 11th March, 2025.

This retreat is a critical platform for consolidating our collective resolve to institutionalize a performance-driven culture across the Ministry. The PMS is not merely a procedural obligation, it is a transformational framework for aligning individual, departmental, and institutional output with Ministerial priorities and national development goals.

In the past year, the Ministry has recorded remarkable progress in embedding the PMS. Among the key milestones achieved are:

  1. The successful cascading and signing of the 2024 Performance Contracts from the institutional to the individual level;
  2. The development and tracking of Key Performance Indicators (KPIs) directly tied to Ministerial Deliverables;
  3. The conduct of quarterly performance reviews with timely reports submitted to the Central Delivery Coordination Unit (CDCU); and
  4. The consistent observance of PMS Day, as mandated by the Office of the Head of Civil Service of the Federation, fostering accountability and continuous tracking of outcomes.

These efforts have created a strong foundation for the 2025 cycle. Accordingly, this retreat seeks to:

  1. Review our 2024 performance to identify critical success factors and constraints;
  2. Agree on performance expectations and KPIs for 2025;
  3. Facilitate the signing of the 2025 Performance Contracts across all levels;
  4. Develop actionable Individual Development Plans to address capacity gaps; and
  5. Reaffirm our readiness for seamless monitoring and timely quarterly reporting, as required.

It is important to reiterate that non-compliance with PMS guidelines, as emphasized by the Head of Service will attract sanctions. We are firmly in the era of accountability and result-based management. The business-as-usual approach is no longer acceptable.

Permit me at this juncture to specially acknowledge and commend the Honourable Minister for his visionary leadership and unwavering drive in repositioning the Ministry as a key enabler of affordable and accessible housing across the nation. His bold reforms and strategic initiatives have continued to inspire impactful programmes in line with the Renewed Hope Agenda of Mr. President.

Equally, I wish to appreciate the Honourable Minister of State for his strong policy support and active engagement in the implementation of the Ministry’s mandates. His commitment to inclusive development and results-based governance has significantly bolstered the Ministry’s reform trajectory.

I must also sincerely commend the Permanent Secretary for his exemplary administrative leadership, dedication to performance management reforms, and consistent support in ensuring the timely delivery of Ministerial priorities.

Furthermore, I acknowledge the strategic guidance of the Head of the Civil Service of the Federation and the Permanent Secretary, Career Management Office, for championing the implementation and oversight of the Performance Management System across the Federal Public Service.

Distinguished colleagues, the responsibility of sustaining and building on this momentum lies with each one of us. I urge you to approach this retreat with open minds, constructive engagement, and a shared commitment to innovation and service excellence.

Let us work together to ensure the 2025 PMS cycle is implemented not only efficiently but in a manner that sets new standards for performance in the public service.
