WELCOME ADDRESS BY THE PERMANENT SECRETARY, FEDERAL MINISTRY OF HOUSING AND URBAN DEVELOPMENT AT THE RENEWED HOPE HOUSING PPP SUMMIT 2.0, WHICH HELD AT THE SHEHU MUSA YAR’ADUA CENTRE, ABUJA ON 12TH MAY, 2026
PROTOCOL
His Excellency, the Vice President,
The Hon. Minister of Housing and Urban Devt.,
The Hon. Minister of the FCT,
Distinguished Members of the National Assembly,
The Co-Convener, Dr. Olayemi Rotimi-Shodimu
Esteemed Development Partners,
Distinguished Guests,
Ladies and Gentlemen,
Good morning and welcome to the Renewed Hope Housing PPP Summit 2.0.
2. It is my distinct honour and privilege to welcome you all to this important national engagement, which is designed to deepen collaboration, unlock financing, and accelerate the delivery of housing at scale through sustainable Public-Private Partnership frameworks. This Summit comes at a critical time when the Federal Government is intensifying efforts to translate policy commitments into tangible housing outcomes for Nigerians.
3. Over the past year, the Federal Ministry of Housing and Urban Development has made significant strides under the Renewed Hope Housing Agenda. Through a combination of PPP-driven initiatives and direct government interventions, we have commenced large-scale housing developments across multiple states, including the flagship PPP projects in Abuja, Lagos, and Kano. These projects are not only contributing to bridging Nigeria’s housing deficit but are also creating jobs, stimulating local economies, and expanding access to affordable homeownership for Nigerians. Importantly, the Ministry has strengthened institutional frameworks, improved stakeholder coordination, and advanced innovative financing models aimed at delivering housing at scale in a sustainable and inclusive manner.
4. Permit me at this juncture to specially acknowledge and express our profound appreciation to the Honourable Minister of Housing and Urban Development, whose presence here today marks a significant milestone. This Summit is one of the first major public engagements under his leadership, and we are particularly grateful for his strong support and commitment to the continuity of this initiative. Despite the transition in leadership, the Honourable Minister demonstrated clear vision and resolve by keying into the Summit and encouraging that it be sustained as a platform for advancing the Ministry’s agenda. His leadership provides renewed confidence that the housing sector will continue to receive the priority and direction required to deliver meaningful impact.
5. Distinguished ladies and gentlemen, the theme of this Summit, “From Policy to Projects”, aptly captures the task before us. The real challenge is not in policy formulation, but in execution - structuring bankable projects, mobilizing finance, ensuring land accessibility, and fostering partnerships that deliver real housing units at scale. This Summit therefore provides a unique opportunity for all stakeholders - government, private sector, financiers, and development partners, to align strategies, share practical experiences, and forge actionable pathways for delivery.
6. As we proceed with today’s deliberations, I encourage all participants to engage actively, share insights candidly, and commit to actionable outcomes that will move us closer to achieving the objectives of the Renewed Hope Programme.
7. On this note, I warmly welcome you all once again and wish us a productive and impactful Summit.
8. Thank you, and God bless the Federal Republic of Nigeria.
