Housing Minister Inaugurates Expanded Ministerial Task Team on Building Collapse

 

* says issues of building collapse deeply interconnected, not responsibility of any one profession

 

Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has inaugurated an expanded Ministerial Task Team on building collapse in Nigeria, Wednesday, 18th June, 2025.

 

The expanded Task Team comprises representatives of key Professional bodies and Regulatory agencies in the built environment, as well as professional staff of technical departments of the ministry

 

The Professional bodies and Regulatory agencies that were included in the task team are; 

i) Architects Registration Council of Nigeria (ARCON)
ii. Council for the Regulation of Engineering in Nigeria (COREN)
iii. Quantity Surveyors Registration Board of Nigeria (QSRBN)
iv. Town Planners Registration Council of Nigeria (TOPREC)
v. Surveyors Council of Nigeria (SURCON)
vi. Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON)
vii. Council of Registered Builders of Nigeria (CORBON), and 
viii. Building Collapse Prevention Guild (BCPG).

 

Dangiwa, in his remarks, frowned at the alarming frequency of building collapse incidents in Nigeria, describing it as unacceptable and a national embarrassment.

 

“These avoidable tragedies have led to the painful loss of innocent lives, permanent disability for survivors, destruction of property, and irreparable psychological trauma for families”, he lamented.

 

Expressing the eagerness of the government to end the menace, the Minister stated that, he had earlier last year approved for the constitution of a Committee on Building Collapse in Nigeria to examine the root causes of the problem and propose practical and sustainable solutions


 
He informed that the committee, under the leadership of Arch. Maji Liberty Alkali submitted its report, proposing eighteen (18) key recommendations. 

 

Dangiwa further informed that he subsquently directed that the committee be expanded to include key regulatory and professional bodies in the built environment, to allow for a  broad-based implementation, pointing out that the issue of building collapse was not the responsibility of any one profession but a deeply interconnected challenge that cuts across architecture, engineering, quantity surveying, town planning, land surveying, among others.

 

Underscoring the relevance of the expanded committee, the Minister stressed on the need for a holistic approach and collaborations across all professions in the building process.

 

He remarked that Architects must ensure that designs meet safety standards, Engineers must guarantee that structural calculations are sound, Quantity surveyors must confirm that costs and material specifications align, Builders must execute construction with integrity, and more.

 

The Terms of Reference for the reconstituted committee includes; examining the eighteen approved recommendations and advising the Ministry on phased and effective strategies for their implementation, developing a comprehensive roadmap for addressing systemic, technical, legal, and institutional challenges associated with building collapse.

 

Others according to the Minister are; proposing a national legislation to strengthen effective oversight of the federal government on building construction, as well as designing a compliance checklist and framework for regulatory and professional bodies to enhance oversight, promote accountability, and ensure adherence to standards and ethics in building construction and approvals.

 

Arc. Dangiwa reaffirmed the Ministry’s commitment to support the committee’s work; “I have directed the Permanent Secretary to ensure that the necessary resources and coordination mechanisms are put in place to enable you deliver on your mandate”, he said.


 
“Once your roadmap and action plan are submitted, I will work closely with relevant arms of government, both at the federal and subnational levels, to ensure the seamless implementation of your recommendations. We will also explore the possibility of integrating key aspects of your work into national housing and urban development policies and regulations”, he further added.

 

Earlier in his welcome address, the Permanent Secretary Ministry of Housing and Urban Development, Dr. Shuaib Belgore, expressed gratitude to the committee members for honouring the call to service; acknowledging their diverse expertise and institutional experience which is crucial to achieving the Committee’s Terms of Reference.

 

“As you are inaugurated today, we look forward to the emergence of a clear roadmap for strengthening structural integrity, enforcement, professional ethics, and accountability across the building and construction value chain. Let this Committee be remembered not just for diagnosing problems, but for driving change that saves lives and secures infrastructure”, he charged.

 

Giving the vote of thanks on behalf of the committee members, the Chairman,  Arc. Umaru Usman Karaye, FNIA, representing Architects Registration Council of Nigeria (ARCON), expressed profound gratitude for the honour of being appointed as members of the building collapse committee.

 

He thanked the Minister for his efforts to address the long-standing, disturbing issue which the committee has been constituted to tackle, as well as the Minister of State and the Permanent Secretary for their supporting roles.

 

Arc Usman Karaye equally appreciated the various professional regulatory bodies for nominating their members to serve, ephasising the importance and urgency of the assignment and expressing commitment to working with all stakeholders.

 

Accordingly, he conveyed the excitement of the committee to collaborate and find a comprehensive solution to the embarrassing incidences of building collapse in the country, and looking foward to a close working collaboration with the management of the ministry to immediately address the challenge.

Housing Ministry Partners Association of Housing Corporatiions on Renewed Hope Housing Programme  The Ministry of Housing and Urban Development and Association of Housing Corporatiions of Nigeria (AHCN), have agreed on a joint mission in the delivery of affordable housing under the Renewed Hope Housing Programme of the present administration.    AHCN mission is to eradicate homelessness and provide descent and affordable housing for all Nigerians in safe environment    This understanding was arrived at when the President and Chairman of Council, Association of Housing Corporations of Nigeria (AHCN), Esv.Eno Obongha, led a delegation of members of the AHCN on a courtesy visit to the Ministry.     The Association of Housing Corporations of Nigeria (AHCN) is an umbrella organization for all federal and state housing agencies, housing research institutes, mortgage establishments and private property developers.    AHCN members include; the Federal Mortgage Bank of Nigeria (FMBN), Federal Housing Authority (FHA) and Nigerian Building & Road Research Institute (NBRRI), etc. with all the 36 states Housing Agencies as members.   Minister Dangiwa told the association that the Renewed Hope Housing Programme was initiated to boost the stock  of affordable housing in Nigeria and the Ministry will ensure completion of all and there will be no abandoned houses under the programme.    In addition, the minister assured on the use of quality local building materials products to deliver the houses that will be acceptable to Nigerians and to boost the local economy.   Accordingly, he stated that, despite the fact that the goal of the Renewed Hope Housing Programme was to provide affordable and accessible houses for all Nigerians, the Ministry would not allow the use of sub-standard building materials, emphasising that high quality building materials would be used to deliver the houses.   Arc Dangiwa expressed satisfaction with the Agric -Villages Scheme initiative of the Association, designed to acquire farm lands in rural areas in all states, using agriculture to drive housing provisions thereby creating job opportunities for jobless youths.   He assured them that the Agric -villages scheme will be incorporated into the National Social Housing Fund initiative which the ministry is also working to implement in order to provide access to affordable housing to low and none income Nigerians.   Speaking earlier, the President and Chairman of Council, Association of Housing Corporations of Nigeria,  ESV. Eno Obongha told the Minister that AHCN desires to participate in the Renewed Hope Housing Agenda by providing about 15 hectares of land in each of the senatorial district for the development of  housing in furtherance of the Renewed Hope Agenda of President Bola Ahmed Tinubu.   The association also solicited for the State Housing Corporations to obtain Housing Development Funds through the mortgages, and also seeks inclusion in executing  housing projects under the Renewed Hope Housing Programme.   Surveyor Eno also suggesred to the minister to ensure at least twenty percent of the building materials used in the Renewed Hope Agenda Projects are locally sourced. ...

We are Commited to Driving Historic Housing Reforms  - Dangiwa    Minister of Housing and Urban Development Arc Ahnmed Musa Dangiwa has stated that the ministry under his watch is committed to driving historic housing reforms by increasing access to affordable housing for all Nigerians across all the group and income brackets.   Dangiwa stated this when the President and Chairman of Committee on Construction Projects and Infrastructure of the Nigerian Bar Association, Section on Business Law, (NBA-SBL), Andrew Osemedua Edum, SAN paid him a courtesy visit, Wednesday,  August 14th, 2024    The minister, who revealed that 80 percent of Nigerians are low income earners, explained that the four housing sector reform task teams initiated by the ministry upon his assumption of office were meant to position the ministry in a better stead to deliver it's Presidential mandate of increasing the stock of affordable housing for Nigerians  The reform task teams listed by the minister were; Housing Institutions reform task team, Land reform task team, Building materials manufacturing hub, saying that their reports would soon be on stream for implementation to drive the housing sector.   The NBA- SBL Commitee is seeking collaboration with the ministry in Real Estate projects, Construction of Bridges and Rail lines as part of their inputs towards actualization of the Renewed Hope Agenda of President Bola Ahmed Tinubu.   Arc. Dangiwa said the only way to make a sustainable difference is for all the key players in the housing value chain to be reformed, work optimally and deliver their mandates.   He further said it's not enough to build houses but to have a system that will work efficiently and to deliver results practically and maximally. "The ministry is ready to partner with you and all other relevant bodies"  He said.   The Minister told them about the Renewed Hope Cities and Estate programme which was launched with the groundbreaking performed by President Bola Ahmed Tinubu in February, 2024, with 3,112 housing units in Karsana, Abuja.    Accordingly, he added that both the Renewed Hope Cities and Estates have commerced in all the six geopolitical zones of the Country, and is creating job opportunities to the Nigerian youths.    Arc Dangiwa also informed the Committe that, plans are underway for National Social Housing Funds to mobilize, also to administer and allocate affordable, decent and accessible houses for those who doesn't have an income, the low income earners, homeless, vulnerables and underprivileged in the society, saying, the funds will be sourced from the fuel subsidy removal  and profits after tax.   The Minister expressed satisfaction for the initiatives of the NBA-SBL Committee and assured them of his readiness to partner with them, as the ministry is also partnering with National Skills Acquisition programme and National Population Commission.    He assured a better housing programme in Nigeria if all the housing agencies work together to deliver their mandates.   On the challenge of building collapse,  Dangiwa disclosed that "there is going to be a checklist to monitor and prosecute any building collapse in Nigeria'"    Earlier speaking,  the President and Chairman of the NBA-SBL Committee, Andrew Osemedua Edum, SAN, said, they came to seek Institutional Collaboration with the ministry.   He used the occasion to invite the Honourable Minister to attend the Second National Conference on Construction Projects and Infrastructure as a guest to deliver a key note address at the conference.   The conference is scheduled to take place from November 27th to 30th, November, 2024. at Abuja Continental Hotel, with the theme " Making Construction Projects and Infrastructure Better in Nigeria"    My Edum further said the conference will tackle some of the issues confronting the building industry especially the menace in building collapse in Nigeria, Real Estate and Financing. He said all relevants stakeholders have been invited from both Federal and State level, local and international.   ...

NHP Houses: Ministry Begins 1st Batch Issuance of Offer Of Provisional  Allocation    The Federal Ministry of Housing and Urban Development commenced the issuance of 1st batch Offer of Provisional Allocation to the Outright Subscribers of Houses under the National Housing Programme (NHP).   Permanent Secretary of the Ministry of Housing and Urban Development, Dr. Marcus Ogunbiyi, disclosed this in his office in Abuja.    The issuance of the 1st batch offer of provisional allocation which began in April, 2024 was sequel to the review of the conditions and procedures for the sales of houses under the NHP conveyed on the 29th, December, 2023 via a circular Ref no. DPBH/645/1/43.   Dr. Ogunbiyi disclosed that, a number of Outright Payment Subscribers have completed their payments, while some have started making deposit payments, but yet to complete their payments.   Accordingly, he also reminded the subscribers under the 1st batch Offer of provisional allocation of the NHP Housing Units that the validity period for the completion of all payment was 90 days.   " By this information, the Ministry is informing all the 1st batch Outright Subscribers who are yet to complete their payments for the houses offered them, that a grace of eight (8) weeks is now given to them within which they are advised to complete all their payments " he said.   The Permanent further stated that, any subcriber who fails to complete payment within the eight (8) weeks grace period will have his Offer revoked.   ...

WELCOME ADDRESS BY THE PERMANENT SECRETARY, FEDERAL MINISTRY OF WORKS AND HOUSING, BASHIR NURA ALKALI, FCA, FCTI AT THE FORMAL HANDOVER OF KEYS TO BENEFICIARIES OF THE SALES OF NATIONAL HOUSING PROGRAMME HOUSES PHASE 1 IN OSUN STATE ON WEDNESDAY, 29TH JUNE, 2022.

PROTOCOLS
1.    It is my great pleasure to welcome you all to this noteworthy event in the affairs of our National life. I particularly welcome the beneficiaries of the sales of the Houses built under the first phase of the National Housing Programme Initiative. On behalf of the Honourable Minister Babatunde Raji Fashola SAN, Directors and Heads of Units, Federal Ministry of Works & Housing, I welcome you all to this event.

2.    As part of President Muhammadu Buhari’s developmental agenda of addressing Housing needs in Nigeria, the Federal Government inaugurated a pragmatic National Housing Programme (NHP) for the construction of acceptable and affordable houses nationwide. The Programme is being implemented by the Ministry of Works and Housing, under the leadership of the Honourable Minister, Mr. Babatunde Raji Fashola, SAN. It is a Programme borne out of the present Government's desire to provide affordable housing for its citizenry.

3.    The Ministry has successfully constructed housing schemes under this Programme in 35 States, except for Lagos State where land has not been donated by the state government for the programme. The housing types currently available for sale to all Nigerians through the Ministry web portal at https://nhp.worksandhousing.gov.ng/ comprise of 1 Bedroom, 2 Bedroom and 3 Bedroom semi-detached bungalows and condominiums. The Philosophy behind the National Housing Programme is the provision of pilot scheme that is affordable, accessible and acceptable as contained in the National Housing Policy. The approach to the design and use of materials takes cognizance of the cultural and climatic peculiarities of the regions while responding also to the tenets of the Building Energy and Efficiency Code (BEEC) being championed by the Ministry. 

4.    The NHP initiative has engaged over 1,500 building contractors under phases I, II and III of the programme since the inception in 2016 and over 15,000 and 55,000 direct and indirect jobs have been created respectively. During this period, the Ministry is undertaking the construction of over 6,000 housing units in 45 sites, out of which 2,665 units have been completed in 35 States and FCT.

5.    At this juncture, I welcome you all once again to the handing over of keys to Nigerians who have complied with the requirements of the sales and have fully paid for the houses in Osun State.

SPEECH BY THE HON. MINISTER OF WORKS AND HOUSING AT THE FORMAL HANDOVER OF KEYS TO BENEFICIARIES OF THE SALES OF NATIONAL HOUSING PROGRAMME HOUSES PHASE 1 IN OSUN STATE ON WEDNESDAY, 29TH JUNE, 2022.

PROTOCOL

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring glad tidings and best wishes to the people and Government of Osun State.
We gather together to harvest the fruit of our investment and to commemorate the formal handover of keys to first set of beneficiaries on the sales of completed Phase 1 of the National Housing Programme which was commissioned on Monday, 14th March, 2022 by Mr. President.

As we head towards the end of President Muhammadu Buhari’s tenure of office, I am happy to also say that we have entered a season of completion and Handover of keys to beneficiaries in 35-States and the FCT to Nigerians who have successfully subscribed through the open Ministry’s website at https://nhp.worksandhousing.gov.ng/ for the sales of these completed houses. We have therefore offered all these housing units to members of the general public in a non-discriminatory way by opening the Portal to ensure that those interested are not inhibited by any artificial obstacles and allocations will be made on the basis of those who apply and pay on a first come, first served basis. While we welcome those who can afford to pay outright, it is not a condition for eligibility and we have offered flexible payment options like Mortgages and Rent-to-Own which we encourage applicants to pursue.

It may interest to know that the web-portal was launched on 12th November, 2021 and has received 12,387 applications from Nigerians who have created personal account profile on the website, out of which 694 Subscribers’ applications have been approved by the Ministry.

In Osun today, we have four (4) Nigerians who have fully paid for the houses of their choice within the estate comprising 68-Units of One (1) Bedroom, Two (2) Bedroom and Three (3) Bedroom. Nigerians and Osun State indigenes are therefore encouraged to leverage on the very many units yet to be sold.

May I reiterate and further call on all Nigerians to avail themselves with the opportunity of owning a house in the 35-States and FCT that have been completed except for Lagos State through an open access on the Ministry website. Some of the requirements for qualification to access these houses and to be uploaded on the web-portal includes:

Current Passport Photograph in JPEG or PNG format;

Most recent copy of your current tax clearance / pay slip in PDF format;

Means of Identification (National ID, Driver license, International Passport) in digital JPEG format;

Letter of recommendation from any Primary Mortgage (for Mortgage Subscribers);

Evidence of 10% initial payment deposit (for Mortgage Subscribers only).

The advantages of owning a house in our NHP Estates includes the well-spaced sizes such as one-bedroom units is about 60-70 sq. metres, Two-bedroom units 76 – 103 sq. metres and Three Bedroom Units 110 – 137 sq. metres.  These are extremely generous spaces compared to what is commonly available in the market.

The beneficiary today is therefore among the first set of Nigerians other than the 1994 Super Eagles who have been handed the keys to their houses promised by the Federal Government over 28years ago. 

I will now conclude by handing over key to the beneficiary of the sales to Nigerians in Osun State who have fully paid for his house on behalf of Mr. President, this day, Wednesday, 29th June, 2022 to the Glory of God and the benefit of Mankind.
