Dangiwa Harps On Capacity Building, Institutional Collaboration To Strengthening Surveying Practice.

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has stated that a sustained capacity building and strong institutional collaboration is a strategic pathway to strengthening surveying practice, land administration, and sustainable urban development in Nigeria.

The Minister made this declaration when he received the chairman and members of the Board of Fellows of the Nigerian Institution of Surveyors who paid him a courtesy visit in his office, Thursday, February 26th, 2026

Arc. Dangiwa said that the Ministry is fully prepared to partner with the Nigerian Institution of Surveyors to develop and implement structured training and professional development programmes aimed at equipping surveyors—particularly young professionals.

According to the Minister, capacity building remains the most sustainable mechanism for institutional strengthening and professional excellence.

“Capacity building is the only way to properly develop the young professionals coming on board and raise our standards and best practices. It is critical to promoting professionalism in surveying and mapping and ensuring sustainable development across the country,” he stated.

Dangiwa disclosed that the Ministry is currently experiencing a significant human resource gap due to large-scale retirements, revealing that over one thousand staff members have retired within the last two years.

This development, he explained, makes collaboration with professional institutions even more imperative, particularly in the areas of training, mentorship, and knowledge transfer to ensure continuity, institutional memory, and improved service delivery.

He emphasized that the Ministry houses a substantial number of surveyors in the country and provides government oversight to relevant professional bodies. As such, strengthening synergy with the Nigerian Institution of Surveyors is both strategic and necessary.

Arc. Dangiwa further noted that the core mandates of the Ministry - housing development, land administration, and urban development—are inherently linked to surveying and geospatial services.

He stressed that effective land administration cannot be achieved without close collaboration with surveyors and other land professionals within the Ministry. He also highlighted that a branch of the Office of the Surveyor-General is domiciled within the Ministry under the Cadastral Department, further reinforcing the institutional linkage between both bodies.

Accordingly, he described the existing relationship between the Ministry and the Nigerian Institution of Surveyors as strong and evolving, adding that the collaboration must be deepened to support ongoing reforms and infrastructure expansion initiatives in the housing sector.

Earlier in his remarks, the Chairman of the Board of Fellows of the Nigerian Institution of Surveyors, Surv. Alabo Charlesye David Charles, stated that the visit was aimed at strengthening institutional cooperation and exploring strategic areas of mutual interest.

He listed the areas of collaboration to include;

* capacity building: development of tailored training and professional development programmes aligned with the Ministry’s operational needs.

* Institutional collaboration by strengthening structured engagement between the NIS and the Ministry to enhance policy implementation and professional standards.

* geoinformatics and technical support: Leveraging surveying and geospatial technologies to advance land administration, housing development, and urban planning initiatives.

* enhancing national geospatial data frameworks to support housing and urban development projects across the country, and

* promoting and enforcing high standards in surveying and mapping to ensure accuracy, transparency, and sustainable development outcomes.

Surv. Charles reaffirmed the Institution’s readiness to work closely with the Ministry in advancing professional excellence and supporting national development goals.

A major highlight of the visit was the conferment of the title of Honorary Fellow of the Nigerian Institution of Surveyors on the Honourable Minister in recognition of his contributions to housing and urban development and his support for professional advancement in the surveying sector.

The investiture ceremony is scheduled to hold on April 30, 2026. Arc. Dangiwa graciously accepted the honour and expressed appreciation to the Institution for the recognition.

The meeting underscored the shared commitment of both institutions to advancing professionalism, strengthening geospatial governance frameworks, and supporting Nigeria’s housing and urban development agenda through strategic collaboration, innovation, and human capital development.

Housing Ministry Endorses KTNN’s Nationwide Renewed Hope Homeownership Campaign. •⁠ ⁠campaign to compliment Ministry’s ongoing housing sector Reforms - Dangiwa The Federal Ministry of Housing and Urban Development has expressed support to a nationwide campaign on Renewed Hope Homeownership and Housing Development presented by the KnowThis Nigeria Network (KTNN) The decision was the outcome of a meeting between the ministry and the KTNN's team led by its Project Director, Engr. Robert Ahen Chenge to discuss the partnership for the campaign. Know This Nigeria Network (KTNN) is a civic organization dedicated to bridging knowledge gaps and promoting citizen engagement in national development. The campaign, an initiative of the KTNN, is designed to bridge the gap between citizens, state governments and housing institutions in Nigeria’s housing reform initiatives. It comprises six regional housing advisory Executive Sessions for Governors, Commissioners of Housing, Land and Urban Development, CEOs of States' Housing Corporations, Legislators, and Private sector. to serve as direct engagement platforms for the leadership of the Ministry, its agencies, and development partners. The initiative further aims at interfacing with States and aligning housing plans, implementing land reforms, unlocking dead capital, and enabling access to federal and international funding to expand affordable housing delivery. On the other hand, the Campaign will take the message directly to citizens through State-by-State Homeownership Seminars. These seminars will be hybrid — physical and virtual — to reach every demographic group. Civil servants, artisans, entrepreneurs, professionals, and youth groups will all learn directly from FMHUD, FMBN, FHA, FHFL, NMRC, MREIF, and InfraCredit. In his remarks, Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa praised the effort of the KTNN to translate housing reforms into a nationwide movement that connects policy with people, emphasizing on the importance of making housing reforms accessible to citizens, especially those at the grassroots. “Many States are still not fully aware of the federal and international housing windows available to them and many citizens still don’t know where to start or how to access affordable housing opportunities”, he said. “Having gone through the earlier submissions and presentation from KTNN, I am persuaded to endorse the principles and objectives of the Renewed Hope National Homeownership and Housing Development Campaign. The goals of deepening citizen awareness, strengthening State–Federal collaboration, and institutionalising continuity in housing reforms are fully consistent with our Ministry’s priorities under the Renewed Hope Agenda” Dangiwa noted. He appreciated the timely and strategic nature of the campaign, saying that it complemented ongoing efforts of the Ministry through the Renewed Hope Housing Programme, the Renewed Hope Social Housing Programme, the Land 4growth reforms, among others, designed to make housing delivery more coordinated, transparent, and inclusive. Minister Dangiwa acknowledged the KTNN’s proposals to institutionalise housing knowledge through the establishment of States' Housing Reform Offices (SHROs) and a National Housing Reform Office (NHRO) as part of the Campaign, noting however that the Ministry will review the specifics to see how they fit into the Renewed Hope Housing Delivery Strategy in line with the need to that they would complement the Ministry’s existing Department of Reform Coordination and Service Improvement to ensure continuity and knowledge retention across political transitions. “What I see here is not duplication, but an opportunity for complementarity, where private sector-driven support structures like the NHRO and SHROs can work alongside our existing frameworks to deepen reform implementation and accelerate results”, he explained. Accordingly, Dangiwa lauded KTNN’s push to seek partnerships of Development Finance Institutions (DFIs) such as the World Bank, Shelter Afrique Development Bank, IFC EDGE, and UN-Habitat, noting that the proposal for a co-funding with the DFI’s was consistent with the Ministy’s approach of building sustainable, blended-finance solutions. He also appreciated KTNN’s plan to produce practical tools like the State Homeownership and Housing Development Advisory Booklet, the Renewed Hope Homeownership Guide, the video infomercials, and the website and digital engagement platform, to help simplify communication, expand public understanding, and build trust between government and citizens. The Minister directed the Permanent Secretary to constitute a technical review team comprising relevant departments and agencies like the Federal Mortgage Bank of Nigeria (FMBN), Federal Housing Authority (FHA), Family Homes Funds Limited (FHFL), Nigeria Mortgage Refinance Company (NMRC), and the Reform Coordination Department of the Ministry, to collaborate with KTNN in finalizing partnership modalities. He further assured the KTNN team of the Ministry’s openness to ideas, partnerships, and innovations that help achieve shared goals. “The Renewed Hope vision is not just a government slogan, it is a national call to action. It belongs to every Nigerian who believes that change is possible when citizens and institutions work together”, Dangiwa said. In his presentation, the Project Director KTNN, Engr. Robert Ahen Chenge, noted that the Renewed Hope National Homeownership and Housing Development Campaign, was a movement that seeks to bring together all federal and international housing institutions to move forward the agenda of President Ahmed Bola Tinubu's administration in the housing sector. He explained that the campaign which is designed to bridge gaps between policy and people, federal programs as well as state level efforts, and institutional knowledge with citizen access, would be a hybrid campaign, both physically and online, to ensure broad participation and engagement. Chenge further outlined three key gaps the campaign is designed to close to include: lack of understanding of federal reforms, underutilization of federal support institutions, and low awareness of federal housing initiatives. He said the Campaign also aims to train, certify, and deploy Homeownership Specialists in every State to guide citizens through mortgage applications, housing registration, and homeownership processes, with counterpart funding structure involving government, Development Finance Institutions (DFIs), and the private sector to ensure sustainability. ...

" The Ministry is moving things along. Much more need to be done. We need to see results and evidence of seriousness. The Director of Finance is here with me on this inspection to make your payment easier. No sluggish work" he told the contractors Dr Belgore spoke in Lokoja, Kogi State during his inspection tour of the mew federal Secretariat project site, Lokoja national housing estate and the Ministry’s field office in Lokoja, Wednesday, October 28th, 2025 He charged the contractors to show significant progress on site and exceed their advance payment collection before asking for valuation, saying the ministry is committed to make huge impact in the realisation of President Bola Ahmed Tinubu’s Renewed Hope Housing Agenda The Permanent Secretary urged the contractors do work faster, saying that the initial challenge of structural adjustment of some areas in the drawing should not be a hinderance to the entire work on the site. He also advised them to create channels to drain the water that flooded some areas on the site. Earlier, Mr Bode Omoyeni, the Chairman, Steadylane Nigeria Ltd, the Company handling the Lokoja Federal Secretariat Project, had informed about their challenges which included; fluctuation, topography, ground water and bar soil texture which led to redesigning of the substructure. " I want to assure the ministry, we want to deliver a quality job despite the initial challenges, and our discussion with the consultant and the ministry has already addressed the concerns we raised " Omoyeni stated The Director Public Building and Housing Development, Qs Pemi Temitope had earlier told the Permanent Secretary that the contract for the construction of the new Federal Secretariat in Lokoja, Kogi State was awarded in 2023, and the actual advance payment to the contractor was made in September 2024 to enable them moved to site. Meanwhile, the Permanent Secretary commended the staff of the Ministry's field office in Lokoja for their hardwork, and keeping a cleaned office environment, assuring to effect the maintenance of their offices, including addressing their water challenges. Earlier, the Federal Housing Controller, Kogi State, Arc Joy Okemute had conducted the Permanent Secretary round the offices and the sortounding environment of the field office, and informed him of their challenges ...

Dangiwa Decries 30-Year Non-Implementation of Urban and Regional Planning Law — Advocates States’ Adoption and Domestication The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, FNIA, FCIB, has decried the failure of most States to adopt and implement the Urban and Regional Planning Law (Decree 88 of 1992, Cap. 138 LFN 2004) more than 30 years after its passage, calling it a major setback to Nigeria’s quest for orderly and sustainable urban growth. Speaking at the National Colloquium on the Implementation of the Urban and Regional Planning Law, organised by the Nigerian Institute of Town Planners (NITP) in Abuja, the Minister expressed concern that only two States, including Katsina, have domesticated the landmark legislation since its enactment in 1992. “It is regrettable that more than three decades after the promulgation of this progressive law, only two States, including my home State of Katsina, have adopted and operationalised it. This has contributed to the uncoordinated growth of our cities, the proliferation of informal settlements, and widening gaps between planning ideals and urban realities,” Dangiwa stated. He commended the Nigerian Institute of Town Planners for convening the colloquium, describing it as timely and essential for national reflection on how to revitalise planning practice as a tool for sustainable development. The Minister explained that the 1992 Urban and Regional Planning Law was a bold reform that replaced the obsolete 1946 Town and Country Planning Law — providing, for the first time, a comprehensive framework for land use and physical development across all tiers of government. However, he lamented that weak institutional capacity, inadequate manpower, poor intergovernmental coordination, and low public awareness have hindered its implementation. Dangiwa noted that the realities of rapid urbanisation, climate change, and technological advancement have further outpaced the provisions of the law, making its review and update both urgent and necessary. Under the Renewed Hope Agenda of President Bola Ahmed Tinubu, the Minister reaffirmed the commitment of the Federal Ministry of Housing and Urban Development to driving the nationwide adoption, domestication, and effective implementation of the law. He added that the Ministry is also working to review and modernise the legislation to align with current realities and emerging global standards in spatial and physical planning. “We are determined to ensure that every State of the Federation adopts and operationalises this law. Urban and regional planning is not a theoretical exercise — it is the backbone of sustainable growth, efficient infrastructure, and social well-being,” he said. Dangiwa disclosed that as part of its reform agenda, the Ministry has completed the review of the National Urban Development Policy, approved by the Federal Executive Council (FEC), and is finalising the National Physical Planning Standards and the National Policy on Rural Settlements Planning and Development to promote balanced regional development and reduce migration pressures on urban centres. He further cited the Renewed Hope Housing Programme as a practical demonstration of integrated land use and planning principles envisioned under the law, with each housing project reflecting proper spatial planning and environmental sustainability. “Through the Renewed Hope Housing Programme, we are showing that effective planning leads to better, more liveable, and inclusive communities,” he noted. The Minister urged State Governments, professional bodies, and development partners to work collectively to reposition urban and regional planning as a strategic instrument for economic transformation, social equity, and environmental resilience. Minister Of State Works And Housing Sympathizes With Traders Over Potiskum Market Fire

The Minister of State for Works and Housing, Engineer Abubakar D. Aliyu, has sympathized with traders who lost their goods at the Saturday fire that razed most parts of the Potiskum Central Market in Yobe State.

The minister, in a statement on Sunday, extended his heartfelt sympathy to all the traders affected by the fire incident, praying to Almighty Allah (SWT) to replace their monumental loss.

The Potiskum market fire occurred on March 6, 2021, and razed down shops majorly around Layin Masko, thereby destroying goods worth millions of naira, according to eye witnesses.

Engineer Aliyu said: “It is with heavy heart that I extend my sympathy to the traders of Potiskum Central Market who lost their property in the tragic fire incident that occurred Saturday night, March 6, 2021.

“I prayed to Almighty Allah (SWT) to console the traders who lost multi-million naira goods in the tragedy. I also prayed to Almighty Allah to replenish their wealth once again.”

The minister said the tragedy has not affected only the traders who lost their property, but the entire good people of Potiskum and Yobe state in general.

Yobe to Remain APC State - Minister

Minister of State for Works and Housing, Engineer Abubakar Aliyu, has said that the ongoing All Progressive Congress (APC) Party revalidation exercise would boost the party's chance of winning election both at National, State as well as Local Government levels.

The Minister stated this in Potiskum over the weekend after he revalidated his APC membership. He said that the exercise was a great opportunity for new members to join the great party which he described as a moving ship.

He called on all party stakeholders in the state to come out enmass not only to revalidate their membership, but also to campaign for the great party in the forth coming elections.

"Our Party is a moving ship, the Captain of the ship is President Muhammadu Buhari, GCFR and the Executive Governor of our great State is the National Party Chairman, so I see no reason why the state will not remain APC State," he said.

Speaking further, Abubabar said that it was pay back time for the state as the President had delivered on his campaign promises to Yobe State with the massive road projects that were ongoing and these projects had reached appreciable level of completion. "So do not only register, register and campaign for others to join the party".

Engr Aliyu also charged existing members of the party to be good ambassador of the Party by being of good character and show love to others as this would encourage other people to join the great party APC.

Present at the validation exercise were critical stakeholders of APC in the State. The State Chairman of the Party, Alhaji Adami Abdul Chilariye and Chairman of APC (Potiskum), Bala Miss.

Also in attendance were, the Ward Chairman, Alhaji Iselu Tela, the Deputy Speaker of Yobe State House of Assembly, Honourable Anwalu Isa Bello and other stakeholders.

Introductory Remarks by the Director, Planning Research and Statistics, Mohammed Bala Saulawa at the 13^th Meeting of the National Council on Lands, Housing and Urban Development hold in Gombe - Gombe state from Monday, 11^th to Friday, 15^th November, 2024

1. Ladies and gentlemen, esteemed professional and honoured guests, I am delighted and indeed privileged to welcome you to this historic meeting of the National Council on Lands, Housing and Urban Development. Today, we convene under the timely theme “Housing the future: Affordable Housing for Economic Growth, Climate Resilient and Urban Development”. This year’s Council meeting promises to be pivotal, as we delve into eight (8) critical sub-themes, each accompanied by comprehensive memoranda for vigorous deliberation. Over the next few days, we will engage in insightful discussions, share expert expertise and forge innovative solutions to propel our Nation’s housing sector forward.

2. As you are aware, the National Council is the highest body that deals with the initiating of policy formulation, adoption and ensuring the implementation of the key decision of the Council Meeting. Also, we recognize the significance of this document in shaping the future of our housing sector and today, we have an opportunity to review and provide input on this critical document.

3. It is imperative to note that the 13^th Meeting of the Council is structured into these dimensional Sessions:

Technical Meeting of the Directors whilst to review the Memoranda and fine-tune the recommendations for onward presentation to Permanent Secretaries Sessions.
The Permanent Secretaries Session is an avenue to discuss further on the recommendations made by the Technical Meeting of the Directors, and Ministerial Session.
The Council which is to be presided over by the Honourable Minister with the attendance of Commissioners of 36 States in Housing Sector.

4. These Sessions are expected to bring about housing policies that will alleviate the difficulties of providing the affordable houses in Nigeria, provide equilibrium in demand and supply of housing market and tackle rapid increase of building collapse in Nigeria. The housing sector policy in Nigeria is crucial for addressing the country's significant housing needs. Housing is considered the second most important human need, after food, and is essential for human survival. Despite this, Nigeria's housing sector contributes a mere 0.38% to the country's GDP.

Effective housing policies can have far-reaching benefits, including:

Economic Growth: A well-developed housing sector can create jobs, stimulate economic growth, and increase GDP.
Social Stability: Access to affordable housing can improve living standards, reduce poverty, and promote social stability.
Infrastructure Development: Housing development can drive infrastructure growth, including roads, utilities, and community facilities.

5. To achieve these benefits, Nigeria's housing policy should focus on the following key aspects:

Affordable housing by providing options for low-income earners.
Accessibility and inclusivity by ensuring housing is accessible to all, including the less privileged, the old, and those with disabilities.
Sustainable development by Promoting sustainable housing development practices and environmentally friendly materials.
Regulatory frameworks
Public-private partnerships

As professionals in the housing sector, your insights and expertise are vital. I encourage open and constructive dialogue to ensure this policy aligns with our shared vision.

Your contributions will shape the future of our housing policy by engaging in productive discussions to produce meaningful outcomes.

7. In view of the utmost importance of this National Housing Council, I enjoin all of you to display high level of professionalism, expertise and your technical reservoir knowledge on housing sector.

Keynote address delivered by the Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Marcus O. Ogunbiyi, at the launch of Performance Management day at the Ministry’s Headquarter, Mabushi, Abuja on 10th October 2024.

It is with immense pride and a deep sense of responsibility that I am with you today to officially launch the weekly Performance Management System (PMS) Day in our esteemed Ministry.

2. This is the beginning of a transformative journey for us as we heed the directive from the Office of the Head of the Civil Service of the Federation, which mandates every Thursday to be set aside for activities related to Performance Management System in the Federal Ministries, Departments and Agencies and be christened “PMS Day”.

3. This directive is not just a routine exercise; it is a call to action for all of us to fully embrace the vision of an efficient, effective, responsive and performance-based Federal Civil Service.

4. Performance Management System is a tool for goal and target setting, appraisal and monitoring of employee performance and the delivery of institutional mandates. It provides a systematic process of planning work, setting targets, providing support to employees and measuring results.

5. It also provides the framework for continuous tracking of employees’ performance in a manner that is consistent and measurable, for developing and improving their capacities to perform on their jobs and for motivating them for increased productivity.

6. The institutionalization of a functional performance management system being one of the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025, (FCSSIP25) will improve efficiency and productivity in the public service and is key to achievement of the objectives of the ongoing reform initiatives and culture re-orientation in the Public Service.

7. It will also ensure appropriate linkage of key government tools towards the attainment of national development goals and entrench a merit-based system in the Public Service. As a matter of fact, institutionalizing PMS is a cornerstone for our efforts to transform the entire Nigerian Public Service as a result-based and performing institution. PMS is an essential tool that provides a guide for the MDAs’ operations as we seek to reclaim our enviable position in delivering high-quality services to the Nigerian people.

8. The introduction of PMS has remained a timely project, and I have no doubt that it is exactly what the Federal Civil Service needs at this critical time to elevate our service delivery standards, enhance accountability, and build a positive culture of productivity, consequent management and continuous improvement in both personnel and institutional performance.

9. Today, as we launch the PMS Day in the Federal Ministry of Housing and Urban Development, we are not just institutionalizing a PMS weekly activity in the Ministry; we are reinforcing our commitment to excellence that has been the guiding ethos of the Ministry in the achievements of its deliverables of the Presidential Priorities and the implementation of the FCSSIP25 reform initiatives.

10. It is crucial to understand that the full implementation and institutionalisation of PMS is not just the responsibility of a few; it is a collective responsibility that spans all levels of our Ministry, from the most senior management cadre to the lowest-ranked officers, including security personnel and the janitorial service providers. Everyone has a vital role to play in ensuring that PMS is not just a beautiful policy on paper but a living, breathing organisational culture within the Federal Ministry of Housing and Urban Development.

11. To all Directorate level officers, you are the leaders and the vision bearers of your respective departments. As PMS supervisors, your roles in driving this initiative cannot be overstated. Your commitment to the institutionalization of PMS in your respective departments are what will inspire and motivate other staff and team members to follow suit. You are the ones who will set the tone for accountability and performance at the departmental levels, and I urge you to lead by example.

12. I commend all the Departments and Units that have cascaded signing of performance contracts with staff. We have no place to hide. We have been a performing Ministry. We are determined and we shall continue to perform because PMS has come to stay in this Ministry. To move our sector and country forward, you and I must embrace this world-best practice and your department should not be a reason for the Ministry to lose its enviable high-ranking position as one of the leading MDAs in the implementation of Federal Government reforms and programmes.

13. To our middle and junior-level officers, your dedication and hard work are the bedrock of our Ministry’s success. The PMS is designed to recognize and reward your contributions, ensuring that your efforts are aligned with our shared vision and that your professional growth is supported.

14. I encourage you to see this initiative as an opportunity to showcase your talents, sharpen your skills, and play active roles in the development of our Ministry and the nation at large.

15. It is normal for a very young Ministry like ours to face some challenges especially in a housing and urban development sector with a high level of expectations in creating possibilities for social infrastructure as enabler for growth. These have not in any way deterred the Ministry from exploring possibilities and innovative ways of bringing about possible solutions including partnering with our stakeholders to be able to deliver on the Ministry’s mandate as expected.

16. However, with the full implementation of the PMS, we have a robust framework that allows us to measure our progress, identify areas for improvement, and celebrate our successes. It is a tool that will guide our decision-making processes and ensure that every action we take contributes to the fulfillment of our mandates in formulating and implementing the policies, programmes and projects of the Federal Government of Nigeria in the Housing and Urban Development sector.

17. As we set aside every Thursday to focus and reflect on our PMS activities, let us all commit to these sessions with the seriousness they deserve. Let us use this time to evaluate our performances, identify the gaps that need addressing, and collaboratively find solutions that will drive our Ministry forward. The PMS Day is our collective space for reflection, learning, and growth.

18. In conclusion, I am confident that if we fully embrace the PMS, the Federal Ministry of Housing and Urban Development will set the benchmark for other Ministries to follow. Together, we can create a public service that is responsive, innovative, and committed to excellence.
