


Housing Minister Inaugurates Expanded Ministerial Task Team on Building Collapse * says issues of building collapse deeply interconnected, not responsibility of any one profession Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has inaugurated an expanded Ministerial Task Team on building collapse in Nigeria, Wednesday, 18th June, 2025. The expanded Task Team comprises representatives of key Professional bodies and Regulatory agencies in the built environment, as well as professional staff of technical departments of the ministry The Professional bodies and Regulatory agencies that were included in the task team are; i) Architects Registration Council of Nigeria (ARCON) Dangiwa, in his remarks, frowned at the alarming frequency of building collapse incidents in Nigeria, describing it as unacceptable and a national embarrassment. “These avoidable tragedies have led to the painful loss of innocent lives, permanent disability for survivors, destruction of property, and irreparable psychological trauma for families”, he lamented. Expressing the eagerness of the government to end the menace, the Minister stated that, he had earlier last year approved for the constitution of a Committee on Building Collapse in Nigeria to examine the root causes of the problem and propose practical and sustainable solutions Dangiwa further informed that he subsquently directed that the committee be expanded to include key regulatory and professional bodies in the built environment, to allow for a broad-based implementation, pointing out that the issue of building collapse was not the responsibility of any one profession but a deeply interconnected challenge that cuts across architecture, engineering, quantity surveying, town planning, land surveying, among others. Underscoring the relevance of the expanded committee, the Minister stressed on the need for a holistic approach and collaborations across all professions in the building process. He remarked that Architects must ensure that designs meet safety standards, Engineers must guarantee that structural calculations are sound, Quantity surveyors must confirm that costs and material specifications align, Builders must execute construction with integrity, and more. The Terms of Reference for the reconstituted committee includes; examining the eighteen approved recommendations and advising the Ministry on phased and effective strategies for their implementation, developing a comprehensive roadmap for addressing systemic, technical, legal, and institutional challenges associated with building collapse. Others according to the Minister are; proposing a national legislation to strengthen effective oversight of the federal government on building construction, as well as designing a compliance checklist and framework for regulatory and professional bodies to enhance oversight, promote accountability, and ensure adherence to standards and ethics in building construction and approvals. Arc. Dangiwa reaffirmed the Ministry’s commitment to support the committee’s work; “I have directed the Permanent Secretary to ensure that the necessary resources and coordination mechanisms are put in place to enable you deliver on your mandate”, he said. Earlier in his welcome address, the Permanent Secretary Ministry of Housing and Urban Development, Dr. Shuaib Belgore, expressed gratitude to the committee members for honouring the call to service; acknowledging their diverse expertise and institutional experience which is crucial to achieving the Committee’s Terms of Reference. “As you are inaugurated today, we look forward to the emergence of a clear roadmap for strengthening structural integrity, enforcement, professional ethics, and accountability across the building and construction value chain. Let this Committee be remembered not just for diagnosing problems, but for driving change that saves lives and secures infrastructure”, he charged. Giving the vote of thanks on behalf of the committee members, the Chairman, Arc. Umaru Usman Karaye, FNIA, representing Architects Registration Council of Nigeria (ARCON), expressed profound gratitude for the honour of being appointed as members of the building collapse committee. He thanked the Minister for his efforts to address the long-standing, disturbing issue which the committee has been constituted to tackle, as well as the Minister of State and the Permanent Secretary for their supporting roles. Arc Usman Karaye equally appreciated the various professional regulatory bodies for nominating their members to serve, ephasising the importance and urgency of the assignment and expressing commitment to working with all stakeholders. Accordingly, he conveyed the excitement of the committee to collaborate and find a comprehensive solution to the embarrassing incidences of building collapse in the country, and looking foward to a close working collaboration with the management of the ministry to immediately address the challenge.

He informed that the committee, under the leadership of Arch. Maji Liberty Alkali submitted its report, proposing eighteen (18) key recommendations.
“Once your roadmap and action plan are submitted, I will work closely with relevant arms of government, both at the federal and subnational levels, to ensure the seamless implementation of your recommendations. We will also explore the possibility of integrating key aspects of your work into national housing and urban development policies and regulations”, he further added.
NHP: FG Hands over Keys to Beneficiaries in Owerri ...... I bought my house freely, no backdoor business - Beneficiary The federal government, in Owerri, Imo State, formally handed over keys to the beneficiaries of the National Housing Programme who have met the requirements and successfully completed payment for the houses they applied. The Federal Controller of Housing Imo State, Engr Dania Denis Abu Azebokhai performed the handover event on behalf of the Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN. The ceremonial handover took place on the premises of the National Housing Estate, Avu town along Port Harcourt Road, Owerri, Wednesday 15th, 2022. In his address read by the Federal Controller Housing, the Minister reiterated the commitment of the administration of President Mohammadu Buhari to making sure that the citizens are provided with decent and affordable houses by gradually easing the housing deficit in the country. "As part of President Muhammadu Buhari’s developmental agenda of addressing Housing needs in Nigeria, the Federal Government inaugurated a pragmatic National Housing Programme (NHP) for the construction of acceptable and affordable houses nationwide. It is a Programme borne out of the present Government's desire to provide affordable housing for its citizenry" he said Fashola emphasized that the allocation of the houses is for every citizen and there is fairness and equity in its allocation as it is on first come first serve basis. The Minister stated that the end of President Muhammadu Buhari’s tenure of office has entered a season of completion and handover of keys to beneficiaries of houses in 35 States and the FCT who have successfully subscribed through the open Ministry’s website at https://nhp.worksandhousing.gov.ng/ for the sales of these completed houses. " We have therefore offered all these housing units to members of the general public in a non-discriminatory way by opening the Portal to ensure fairness and equity" he said. Fashola also encouraged all Nigerians to avail themselves with the opportunity of owning a house in the 36 States and FCT except for Lagos State. Earlier in his welcome address, the Permanent Secretary, Federal Ministry of Work and Housing, Bashir Nura Alkali who was represented by the Deputy Director, Planning Research and Statistics, Housing, Onyetenu Joseph Emeka particularly welcome the beneficiaries of the sales of the houses built under the first phase of the programme. He stated that the philosophy behind the National Housing Programme is the provision of pilot scheme that is affordable, accessible and acceptable as contained in the policy. He added that the approach to the design and use of materials takes cognizance of the cultural and climatic peculiarities of the regions, while responding also to the tenets of the Building Energy and Efficiency Code being championed by the Ministry. In her response after collecting her keys, the beneficiary, Mrs. Rosemary Onyeneke represented by Alor Aloysius appreciated the Federal Government immensely for the allocation She said “this shows that the government has the interest of the poor masses at heart. I got to know about it online and applied, I followed all the steps and approval was given to me" Mrs Rosemary urged other Nigerians to key in because it is real, pointing out that there was no backdoor business in the process. ...

The representative of the Minister at the official hand over, the Permanent Secretary of Works and Housing, Mr. Bashir Nura Alkali said “While we welcome those who can afford to pay outright, it is not a condition for eligibility and we have offered flexible payment options like Mortgages and Rent-to-Own which we encourage applicants to pursue,” he clarified. The Minister added “Some of the requirements for qualification to access these houses and to be uploaded on the web-portal includes: Current Passport Photograph in JPEG or PNG format; Most recent copy of your current tax clearance / pay slip in PDF format; Means of Identification (National ID, Driver license, International Passport) in digital JPEG format; Letter of recommendation from any Primary Mortgage (for Mortgage Subscribers) and Evidence of 10% initial payment deposit (for Mortgage Subscribers only)." In his closing remarks Fashola said, “The beneficiaries today are therefore among the first set of Nigerians other than the 1994 Super Eagles who have been handed the keys to their houses promised by the Federal Government over 28years ago.” Speaking earlier, the Permanent Secretary Federal Ministry of Works and Housing, Mr. Bashir Nura Alkali who was represented by Director Public Building and Housing Development in the Ministry, Arc. Solomon Labafilo, said, “The housing types are currently available for sale to all Nigerians through the Ministry’s web portal https://nhp.worksandhousing.gov.ng comprise of 1 Bedroom, 2 Bedroom and 3 Bedroom semi-detached bungalows and condominiums.” Alkali said, “The Philosophy behind the National Housing Programme is the provision of pilot scheme that is affordable, accessible and acceptable as contained in the National Housing Policy. He said Fagge is a mini-Nigeria in Kano State because all tribes are present here and I appreciate the Federal Government for this housing project as our Local Government is not left behind.” One of the beneficiaries a retired civil servant, Mr.Farouk Adamu who spoke on behalf of others said, “ I thank the Federal Government. The process of acquiring these houses is easy and simple. Anyone who says that he has used influence to obtain the house I will tell him it is not true. We applied through the portal that the Ministry opened. We were lucky to be selected.” “This is what Nigerians are waiting to see, especially the less privilege citizens to get things without lobby or having to know “one big man ", he commented. Another beneficiary, the Manager of Spraywell & Finch Solutions Ltd, Mr. Henry Obi was happy to say, ‘’ there was no human interference in the process of getting selected. You only get your confirmation via email and the infrastructure in the estate is qualitative with expected finishing of the buildings in order. The building is worth the money paid for it. Architects Are Vital in Developing Nigeria’s Infrastructure – Fashola ...Urges members to resolve the petitions and court cases hindering inauguration of the Council Minister of Works and Housing, Mr. Babatunde Fashola, SAN, Tuesday solicited the help of the country’s Architects in the Federal Government’s bid to order the developmental path of the nation, saying the Architects are vital to the infrastructure development of the country. Fashola who spoke when a delegation of the Architect Registration Council of Nigeria, ARCON, paid him a courtesy visit in his office in Abuja, told the delegation, “You have a very very big role to play in helping to order the developmental path of Nigeria,” adding that the government’s commitment to infrastructure development would be difficult if not impossible to achieve without the important contributions of the architects. The Minister said, in response to the Council’s plea for inauguration, that the only impediment to the constitution of the Council was the court cases by members of the profession, pointing out that the delay in the constitution of the Council was not the fault of his Ministry. “The President has approved many months ago that the Council be inaugurated but members are petitioning, cross- petitioning, litigating, cross- litigating. So, we are waiting until when all these cases are resolved, the Minister said. He added that “when the cases are resolved, we will constitute the Council because we can’t be aware that there is a case in court and then take an action that can undermine the Council.” Regarding the financial request made by the President of the Council in respect to rehabilitation and funding of Architects Registration Council offices in Lagos and Abuja, the Minister who was elated at the progress made so far by the Council advised them to submit a proposal that could be valued, specifying areas they need help and funding. On the school in Kuje, Fashola suggested that the best way to approach the issue was to submit a valued proposition, adding “We are undertaking some basic repairs here and there in the school from what I see in the records; you need to be able to tell us what you want to do differently.” Speaking earlier, the leader of the delegation and ARCON President, Arc. Dipo Ajayi, informed the Minister that they were in the Ministry among other things to invite him for the forthcoming 2022 Architect Colloquium scheduled to hold in May, 2022. Soliciting for collaboration of the Ministry in the upliftment of the Ministry’s Training Centre in Kuje, Arc. Ajayi, informed the Minister that the Council had submitted a proposal on the need to collaborate with the Ministry in the use of the Kuje Training Centre to train artisans who are to service the built environment. “A situation where the country relies heavily on artisans from neighboring countries because of the dearth of qualified personnel needs to be addressed,” the ARCON boss said, adding that the Council considered it expedient to put the centre to use for the training of the required manpower to raise the standards of architectural technicians in Nigeria and as a way to stimulate growth of the economy in the retention of funds expended in this sector in Nigeria.” The ARCON President also informed the Minister on the outcome of the reconciliation meeting between the Nigerian Institute of Architects (NIA) and the Association of Nigerian Chartered Architects (ANCA), saying the bodies arrived at: i. The harmonization of a single Professional Competency Evaluation Programme as a path way to licensure which was agreed upon by both Councils of ARCON and NIA to replace the Professional Practice Examinations. This was done because of the appeal from the NIA to step into the issue when it was obvious that they had challenges, ii. Memorandum of understanding between ARCON and holders of the Higher National Diploma Certificate in the Architectural family. Appealing to the Minister to inaugurate the Council, Ajayi said it would enable the Council to have a potpourri of ideas to tackle the daunting mandate of a regulator of the profession of Architecture in Nigeria. There have been lingering differences among ARCON, NIA and ANCA which are the regulatory bodies overseeing the architectural family. These irreconcilable differences have led to the delay in constituting the council, though President Buhari has since given the approval for the inauguration. ...
