


Housing Ministry, Polaris Capital, Sign MoU On Artisans Skills Acquisition NASAP is a nationwide intervention programme designed to train, certify, and digitally connect 100,000 artisans in priority construction trades to job opportunities across Nigeria. Speaking at the signing ceremony, the Permanent Secretary Dr. Shuaib Belgore, informed that the Ministry, under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, is set to embark on the transformative initiative to bridge the nation's artisan skills gap and modernize the construction workforce. “Today's signing of the Memorandum of Understanding (MoU) with Polaris Capital Limited marks a milestone in the launch of the National Artisan Skills Acquisition Programme (NASAP)”, he remarked. He outlined some of the objectives of the programme to include strengthening the technical capacity in the housing and construction sector, creating sustainable employment pathways for Nigerian youth and artisans. Other objectives according to the Permanent Secretary include promoting inclusivity by ensuring participation of women, youth, and persons with disabilities; as well as leveraging technology through a national booking and verification system for artisans. He explained that the initiative is structured around a three-year programme with funding from federal budget allocations, private sector participation, and donor contributions, adding that the digital platform would generate revenue to ensure sustainability of the programme beyond the MoU period. Dr. Belgore further expressed joy in the partnership which is aimed at delivering affordable housing for Nigerians across the country. On their part, the CEO of the Polaris Capital Limited, Kelvin Vihishima, described the signing of the MoU as a positive initiative aimed at reducing the skills gap in the Nigerian economy. He noted that skills is the bedrock and corner stone of every economy, saying that the initiative would reduce unemployment and make skills available at the national level. He informed that the scope of the MoU is to train, certify and onboard the artisans, reducing quackery, and reforming the housing industry. Vihishima further appreciated the Ministry for taking the noble initiative and appreciating the expertise of its delivery. In his introductory remarks, the Director, Federal Public Asset Maintenance (FPAM) Department, Arc. Ibechile Egwudale said that the signing of the MoU underscores the Ministry's commitment to skills development, job creation, and sustainable urban growth, anchored on accountability, inclusivity and long-term economic impact. Dangiwa Reads Riot Act to Renewed Hope Housing Developers * Warns of blacklisting non-performing contractors and demolition of substandard works The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has issued a stern warning to developers handling Renewed Hope Housing Projects across the country, urging them to ensure timely delivery and strict adherence to quality standards. Speaking during a status review meeting with developers on ongoing housing projects in several states, the Minister made it clear that the Federal Government will not tolerate negligence, substandard execution, or delays in project delivery. “This administration is committed to doing things differently. Do not assume it’s business as usual. It is not. If you signed a contract with the government, you must deliver accordingly,” the Minister stated emphatically. Arc. Dangiwa declared that non-performing contractors risk being blacklisted—not just from future housing projects with the Ministry, but from all Federal Government housing and infrastructure contracts. He also warned that any substandard structures discovered on project sites will be demolished and the responsible contractors sanctioned. “We are not just building houses, we are building homes. If you collect government funds, you must deliver results. We will not fold our arms and allow incompetence or bad faith to derail the Renewed Hope Agenda,” he said. While expressing appreciation for developers who have shown commitment and professionalism, the Minister reaffirmed the Ministry’s determination to honour all contractual obligations—provided that quality and timelines are respected. In a related directive, Arc. Dangiwa tasked Federal Controllers of Housing in the states to intensify monitoring and supervision efforts on all project sites. He urged them to provide consistent guidance and ensure that construction activities proceed smoothly and in compliance with specifications. DANGIWA REAFFIRMS COMMITMENT TO SUPPORTING QUANTITY SURVEYORS REGISTRATION BOARD * says board's expertise in cost control, contract administration, procurement auditing, more critical than ever Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has reaffirmed the commitment of the Ministry to supporting the Quantity Surveyors Registration Board of Nigeria (QSRBN,) in order to effectively fulfill its statutory functions. The Minister made this known, Tuesday, 15th April, 2025, when the members of the Quantity Surveyors Registration Board of Nigeria (QSRBN), paid him a courtesy visit at the Ministry’s Headquarters, in Abuja. He acknowledged the role of the QSRBN in the collective efforts to reposition Nigeria’s housing and construction sector for greater efficiency, accountability, and professional excellence, saying that the quantity surveying profession was essential to ensuring cost transparency, value for money, and fiscal discipline in the execution of construction projects. “At a time when we are pushing aggressively to deliver on the Renewed Hope Housing Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, your expertise in cost control, contract administration, and procurement auditing is more critical than ever”, he explained. While commending the Board for its professionalism, Dangiwa urged them to take their regulatory oversight role seriously by ensuring proper training and licensing of professionals to practice ethically, stating that it was a sure way of safeguarding the integrity of the profession and supporting the government’s agenda of eliminating waste, corruption, and substandard practices in the built environment. The Minister emphasized on the role of the QSRBN in contributing to the sector's development and providing procurement standards, cost estimating methodologies, and benchmarking practices that align with international best practices. “We will also count on your support in strengthening quality assurance and control on our project sites nationwide, particularly under the Renewed Hope Housing Programme, the National Urban Renewal and Slum Upgrade Programme, and the Building Materials Manufacturing Hubs we are working to establish across the six geopolitical zones”, he added. Arc. Dangiwa further encouraged the Board to work closely with the ministry to deepen collaboration, transparency and accountability in housing delivery. On concerns raised by the President of the QSRBN, the Minister gave the assurance that the issues around funding for the Board as well as recovering their hijacked plots of land would be checked and resolved. Accordingly, on the issue of establishing a Building and Engineering Construction Commission under the oversight of the Ministry, Arc. Dangiwa as well promised that it would be looked into. Speaking earlier, the President of the Quantity Surveyors Registration Board of Nigeria (QSRBN), QS. Obafemi Onashile, brought the Minister up to speed with the achievements of the Board since it’s inauguration by the Minister, such as registration of qualified quantity surveyors, organizing of 2024 annual assembly for registered Quantity Surveyors, speedy accreditation of Quantity Surveyor programs in Universities and Polytechnics, among others. He appealed for the Minister’s intervention on some challenges facing the board which includes funding, possession of the Board’s allocated plots of land, lack of coordination and cohesion in the construction industry, awaiting of the Minister’s signature for the update of the regulation of the QSRBN, and more. QS. Onashile further gave some recommendations for the construction sector such as; the establishment of a Building and Engineering Construction Commission under the Housing Ministry for effective regulation of the industry, the need for stricter controls over buildings and structures higher than nine meters. Others are the need to recognize construction health, safety, and environment as an independent qualification, complete professional documentation of all high strictures, need for government construction contracts to have adjudication as the most straightforward route for resolving disputes, among others. The QSRBN President also invited the Honourable Minister for the Board’s 2025 annual QS assembly coming up on the 14th and 15th of May, 2025, as the chairman and guest of honour to declare the Assembly open. Also present during the courtesy visit, the President of the Nigeria Institute of Quantity Surveyors (NIQS), QS. Nzekwe Kene Christopher, presented some reform recommendations that would enhance the Nigerian construction industry. The recommendations include enacting a robust legal framework for construction contracts and robust implementation, establishing specialized construction courts, reviewing of the Federal Housing Authority law for affordable housing, and creating a Construction Industry Development Board, among others. FG To Launch Renewed Hope Social Housing Programme * 100 housing units each in 774 LGAs * Programme third component of broader Renewed Hope Housing initiative of President Tinubu's administration * NSHP reflects President's commitment in ensuring even the most vulnerable Nigerian owns a livable home - Dangiwa The Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has revealed that the much- talked about Renewed Hope Social Housing Programme will soon be launched by President Bola Ahmed Tinubu as part of initiatives to address the housing needs of Nigerians, regardless of class or income level. The Minister made this known while receiving a delegation from Creative Sphere Limited at the Ministry’s headquarters in Mabushi on Wednesday, April 8, 2025. Arc. Dangiwa explained that the Renewed Hope Social Housing Programme is designed to provide homes for low-income earners, the unemployed, vulnerable groups, and Internally Displaced Persons (IDPs), covering both the formal and informal sectors. In addition, the Federal Government plans to construct 100 housing units in each of the 774 local government areas across the country, amounting to a total of 77,400 units. The construction is expected to be completed within one year from the date of launch. Describing the programme as visionary, the Minister noted that it reflects President Tinubu’s commitment to ensuring that every Nigerian has access to decent housing, saying it underscores his passion for a better Nigeria, where even the most vulnerable can own a livable home. Arc. Dangiwa further disclosed that the programme will be funded through the Renewed Hope Infrastructure Development Fund (RHIDF). On the structure of the housing estates, he stated, “Each estate will be equipped with auxiliary facilities such as recreational areas, a primary school, a police outpost, a clinic, and a shopping mall.” Regarding the allocation of the houses, the Minister explained that 80% of the houses will be sold to Nigerians living in the local government areas who earn a living wage, adding that interested individuals will be required to contribute one-third of their monthly income. “Anyone earning as low as N30,000 per month will be able to purchase a house, as they will only need to pay N10,000 monthly, which is one-third of their earnings. Similarly, someone earning N90,000 will pay N30,000.” he explained. According to the minister, the remaining 20% of the housing units will be allocated free of charge to citizens with low or no income, such as widows, orphans, and others identified as vulnerable in society. Arc. Dangiwa also highlighted that the Renewed Hope Social Housing Programme is the third component of the broader Renewed Hope Housing initiative, which includes the Renewed Hope Housing Estates and Renewed Hope Cities, bringing the total to three components. He stated that the Renewed Hope Cities are being developed in seven locations: the Federal Capital Territory (FCT), and one city in each of the six geopolitical zones—Rivers (South-South), Lagos (South-West), Enugu (South-East), Nasarawa (North-Central), Kano (North-West), and Maiduguri (North-East). These projects are under a Public-Private Partnership (PPP) arrangement. Under the Renewed Hope Estates initiative, the Federal Government plans to build 250 housing units in each of the 30 state capitals across Nigeria. “We are constructing 250 units, taking two capital cities from each geopolitical zone, making a total of twelve. These are funded through the Federal budget, and this year, we intend to expand further,” he said. In response to a partnership proposal for the upcoming Real Estate Innovation and Investment Carnival by Creative Sphere Limited, the Minister lauded the initiative. He noted that the carnival, roadshow, and award night are excellent avenues to promote the housing sector and enhance the visibility of the Ministry's programmes. Earlier in the meeting, Chairman of Creative Sphere Limited, Mr. Monday Ogedengbe, told the Minister that their visit was to seek collaboration with the Ministry for the upcoming event scheduled for later this year. He noted that Creative Sphere aims to highlight the role of real estate in national economic growth by bringing a carnival-style awareness campaign to the sector, both nationally and internationally. Ogedengbe outlined key initiatives to be launched, including the Association of Women in Real Estate, Youth Access to Homes, and a Diaspora Investment Desk, emphasizing that collaboration with the Ministry would boost public acceptance. Esteemed Guests, Honored Delegates, and Colleagues, all protocols observed,
1. It is my great pleasure to welcome you all to the Shelter Afrique Development Bank’s 43rd Annual General Meeting holding here in Kigali, the Capital of Rwanda.
2. I am especially delighted to finally see so many of you, for the first time in person. Your presence here today and in the coming days demonstrates a commitment to the growth of this bank.
3. ShafDB is Africa’s housing finance bank, the only such institution that we have. It is therefore important that we all continue to give the bank all the support that it requires to grow, scale in impact and deliver on its mandate. Particularly, this support, I believe, is critical to our efforts as Ministers of Housing to leverage private sector finance towards providing affordable, decent and quality housing to our people across Africa.
4. Before I go on, I would like to on behalf of the 42nd AGM Bureau and the Management of ShafDB, sincerely thank the President of the Republic of Rwanda, His Excellency, Paul Kagame, and the Government of Rwanda for agreeing to host this 43rd AGM. The beauty, neatness and orderliness of Kigali and its hospitality is simply breathtaking.
5. I would also like to extend my profound gratitude to the ShafDB Board of Directors under the leadership of Dr. Chii Akporji for their support throughout my tenure as Chairperson of the 42nd AGM Bureau. With their support, we were able to accomplish great milestones and guide the bank towards a path of clarity and reform.
6. I must also acknowledge the exceptional efforts, drive and dynamism of our Managing Director, Thierno Habib Hann. Over the course of my time as AGM Bureau Chair, I have seen Mr. Hann demonstrate an untiring dedication, innovation and leadership that I believe is necessary to achieving the goals of a transformed ShafDB.
7. I want to acknowledge and commend the contributions of ShafDB management and staff. Their collective efforts contributed significantly to the successful transition from Shelter Afrique to Shelter Afrique Development Bank. To all of you, I extend my deepest appreciation.
8. I am pleased to inform you that during the Extraordinary General Assembly in Algiers, member States overwhelmingly supported the ratification of our new statutes. This consensus is a significant milestone in our journey to establish the Shelter Afrique Development Bank. Our discussions went beyond words. We recorded concrete measures to expedite the ratification process. It is important that we foster transparent dialogue about our current state and identify additional steps to enhance our progress.
9. Although we anticipated completing the ratification process within a few months, we find ourselves still awaiting full ratification. As of yesterday, only a few countries had ratified the Statutes. This situation poses challenges that we must quickly address.
10. Building robust alliances is essential for our success. I thank all member States for their financial contributions and support. I am proud to report that our Bank recorded a profit last year, a feat that was once considered impossible.
11. Looking ahead, it is important that we sustain and maintain a momentum of growth. I am optimistic and anticipate that the new Chair of 43rd AGM Bureau, Hon. Dr. Jimmy Gasore, possesses the capacity to effectively guide this revitalization process.
12. Our financial report highlights our unique assets, which position us for global success. The key question is how we can best leverage these resources to benefit our member States. On this too, I am confident that the new leadership will provide the management with the support they require to maximize impact.
13. During the course of the AGM, we plan to launch a Financial Caucus of African Ministers of Housing and Urban Development. I believe that this platform will help us create synergy, tap from our collective and unique strengths to fashion out innovative ways and measures to bolster housing development in our respective countries.
14. Like I said at the EGM in Algiers, the African housing problem is for Africa to solve. And we as Ministers of Housing must recognize that we are the ones responsible to providing the solutions and driving the process towards fixing Africa’s housing challenge. What this means is that we must work together. We must share experiences, challenges, lessons and solutions. We must combine efforts in our engagements with external stakeholders and maximize our engagements. We must seek to tap the immense benefits that come from working as a unified group towards solving the African housing problem. Working in silos is no longer an option. This is because as Africans, we are one. We have a common continent; we have a common destiny, and our progress or backwardness reflects on us all.
15. At the end of this AGM, we also plan to have a Kigali Declaration to signify and communicate our collective desire to Prioritize housing development and commit to taking concrete steps towards making a substantial difference. The Kigali Declaration aims to unify our voices to achieve common goals and tackle shared challenges. It seeks to highlight to the global community the urgent need for coordinated action on climate change, emphasizing its impact on Africa.
16. It is important to state that the Kigali Declaration will not just be words on paper. We have ensured that it is based on a well-prepared roadmap for "How to Finance and Deliver," leveraging the professional expertise around Shelter Afrique Development Bank. Our aim is to make a difference. Our aim is to create impact and build a new and more progressive narrative that delivers concrete results in terms of homes for our people, jobs and economic empowerment. And this, I believe is possible.
17. Importantly, with the existential threat of climate change, the housing industry serves a key lever to achieve the climate ambition and sustainability targets of the region.
18. As we deliberate during this AGM, I implore us to always strive for compromise and ensuring a commitment to upholding the laws and statutes that hold us together. As a big organization with shareholding of over 44 independent and sovereign countries, we must all commit to staying within the boundaries of what the laws state.
19. Before I conclude, I want to express my gratitude to all those who continue to participate in our collaborative efforts, despite occasional disagreements about our direction. Your commitment strengthens us and propels us forward.
20. Our achievements over the past year underscore the importance of strategic planning and building strong connections. Perseverance through challenges and setbacks is crucial. This year, we have reached several objectives we can be proud of.
21. Despite our successes, we must remain vigilant and not rest on our laurels. New and existing challenges will continue to emerge. It is vital to sustain our current relationships and cultivate new ones.
22. Regardless of the decisions we make, I am confident that we will make them together, as a united body.

Distinguished Guests, Ladies and Gentlemen,
1. First, I would like to thank His Excellency, the Executive Governor of Yobe State, Mai Mala Buni CON, for honoring our invitation to be a part of today’s event.
2. I am very excited to be here as the Hon. Minister of State representing the Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa to perform the groundbreaking for a 250-housing unit Renewed Hope Estate.
3. The Renewed Hope Estate in Yobe comprises of 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
4. We have designed these housing units in a way that makes it easy and affordable for people to offtake. We have used organic designs to allow for future expansion as the income of beneficiaries increases. What this means is that the 1-bedroom can be expanded to 2 bedrooms and a 2-bedroom expandable to 3 bedrooms as the owner’s financial situation improves or he grows in service.
5. As we break the ground on this project, I want to charge the developers, Messrs. Katalyst Dynamics & Contracting Co. Ltd, Jikantiti Nigeria Limited, MB Yalwa Contractors Ltd, and 2 Horses Ventures Limited to ensure that they build according to specifications. I expect you to deliver a quality job because we will not tolerate substandard. We also want you to have this work finished within the next three months so that we can begin the process of getting Yobe indigenes to purchase and move in.
6. We have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans with up to 30-year terms provided by the Federal Mortgage Bank of Nigeria, Rent-to-Own schemes, and Outright Purchase options for those who can afford to pay upfront.
7. I want to state that today's groundbreaking event is part of a larger vision of His Excellency, President Bola Ahmed Tinubu, GCFR, when he launched the Renewed Hope Cities and Estates project with a 3,112-housing unit project in Karsana, Abuja, earlier this year.
8. Under Phase One, we plan to deliver a total of 50,000 housing units across Nigeria. The cities will have between 500 - 1,000 housing units per site in one location in each of the six geopolitical zones in the country and the FCT, while the estates will have 250 units per site in the remaining thirty (30) states.
9. With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives and boost economic development. Statistics show that construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units we are hoping to create jobs for over 6,500 people. This is besides the economic activities including persons selling food, supplying blocks, building materials and the likes. The value chain effect is big and creates positive economic impact.
10. Nationwide, we currently have estates in 12 States and Cities in 3 States. The estates are sited in Katsina, Yobe, Gombe, Abia, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Oyo, and Osun. The cities are in Abuja, Kano and Lagos.
11. This exercise started on Wednesday with the groundbreaking for a 250-housing unit Renewed Hope Estate in Katsina, followed by the groundbreaking for a 500-housing unit Renewed Hope City in Kano yesterday. After here, we will be proceeding to Gombe for the groundbreaking of a 250-housing unit Renewed Hope Estate. In total, we are breaking ground for 1,250 housing units across four states in Northern Nigeria.
12. Under the Renewed Hope Agenda of His Excellency, we are particular about giving Nigerians value for money. The funding for these projects come from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development. We have already awarded contracts for 3,500 housing units in those 13 States. States that have not been covered under the 2023 Supplementary Budget will be included in the 2024 Budget, and I urge all State Governments who are yet to provide land for these projects to do so promptly.
13. At this juncture, I also want to appreciate and thank His Excellency, the Executive Governor of Yobe State, His Excellency Mai Mala Buni CON for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this.
14. Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremony today in Yobe state and tomorrow in Gombe state is a testament that Mr. President and indeed the Federal Government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.
