Housing Ministry, Polaris Capital, Sign MoU On Artisans Skills Acquisition 


The Federal Ministry of Housing and Urban Development and Polaris Capital Limited has today September 2nd, 2025, formalized a strategic partnership with the signing of a Memorandum of Understanding (MoU), to kick-start the National Artisan Skills Acquisition Programme (NASAP).

 

NASAP is a nationwide intervention programme designed to train, certify, and digitally connect 100,000 artisans in priority construction trades to job opportunities across Nigeria.

 

Speaking at the signing ceremony, the Permanent Secretary Dr. Shuaib Belgore, informed that the Ministry, under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, is set to embark on the transformative initiative to bridge the nation's artisan skills gap and modernize the construction workforce. 

 

“Today's signing of the Memorandum of Understanding (MoU) with Polaris Capital Limited marks a milestone in the launch of the National Artisan Skills Acquisition Programme (NASAP)”, he remarked.

 

He outlined some of the objectives of the programme to include strengthening the technical capacity in the housing and construction sector, creating sustainable employment pathways for Nigerian youth and artisans.

 

Other objectives according to the Permanent Secretary include promoting inclusivity by ensuring participation of women, youth, and persons with disabilities; as well as leveraging technology through a national booking and verification system for artisans.

 

He explained that the initiative is structured around a three-year programme with funding from federal budget allocations, private sector participation, and donor contributions, adding that the digital platform would generate revenue to ensure sustainability of the programme beyond the MoU period.

 

Dr. Belgore further expressed joy in the partnership which is aimed at delivering affordable housing for Nigerians across the country.

 

On their part, the CEO of the Polaris Capital Limited, Kelvin Vihishima, described the signing of the MoU as a positive initiative aimed at reducing the skills gap in the Nigerian economy.

 

He noted that skills is the bedrock and corner stone of every economy, saying  that the initiative would reduce unemployment and make skills available at the national level.

 

He informed that the scope of the MoU is to train, certify and onboard the artisans, reducing quackery, and reforming the housing industry.

 

Vihishima further appreciated the Ministry for taking the noble initiative and appreciating the expertise of its delivery.

 

In his introductory remarks, the Director, Federal Public Asset Maintenance (FPAM) Department, Arc. Ibechile Egwudale said that the signing of the MoU underscores the Ministry's commitment to skills development, job creation, and sustainable urban growth, anchored on accountability, inclusivity and long-term economic impact. 

 

Highlight of the event was the signing of the Memorandum of Understanding by the Permanent Secretary on behalf of the Ministry, and Polaris Capital Limited.

Housing Minister Inaugurates Ministerial Committee On 753- Unit  Recovered Housing Estate    * Charges committee to approach assignment with urgency, dedication integrity and eliminate bureaucracy    Housing and Urban Development Minister,  Arc Ahmed Musa Dangiwa has inaugurated a twelve- member ministerial committee on the 753- unit recovered Housing Estate located at Lokogoma district, Abuja, FCT.   The estate was handed over to the ministry by the Economic and Financial Crimes Commission (EFCC) last week, in line with the directive of President Bola Ahmed Tinubu, GCFR.   Dangiwa told the inspection team during the physical hand over that, he will establish a technical committe to carry out quality assessment test of the estate, as well as complete and suggest how the Federal government will dispose the houses.   The Ministerial committee has Dr. Shuaib Belgore, the Permanent Secretary as Chairman.   Other members include;  i. Mr. Funsho Alabi, Director office of the Permanent Secretary – Alternate Chairman. iii.    QS Temitope Pemi, Director Public Building and Housing Development – Secretary. iv.    ESV Collins Alabi, Director Lands and Housing Development – Member iv.    Engr. The Terms of Reference for the Committee are as follows; -To conduct a thorough structural and integrity test of the buildings; -To ascertain the number and status of the housing units; -To evaluate the value of existing work done through proper surveying and market valuation; -To assess the cost of completing internal roads, power, water, security infrastructure, and public amenities; -To develop standardized architectural and finishing guides for consistency and quality assurance; -To propose a clear, transparent, and inclusive strategy for the disposal and allocation of the housing units to Nigerians, special government needs based on  affordability, equity, and public access through the Renewed Hope Housing Portal; -To design a robust communication and public engagement plan that builds public confidence; -And to ensure inter-agency coordination with stakeholders like EFCC, FCTA, and utility providers, while submitting a preliminary report within four weeks from today.   " It is with a deep sense of duty and commitment to the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, that I welcome you all to this important occasion, the formal inauguration of the Ministerial Committee on the Technical Assessment, Completion Planning, and Disposal Strategy for the 753-unit Housing Estate located at the Cadastral Zone of the Federal Capital Territory" the Minister stated.   He explained that the Committee was constituted based on the vision of Mr. President and the housing reform drive of the Ministry, to ensure that the recovered property is quickly transformed into liveable, secure, and affordable homes for the benefit of Nigerians.   According to the minister, the high- level ministerial committee was carefully approved and constituted to comprise of the Management Staff and strategic officers, drawn from key departments of the Ministry to ensure bringing to bear the highest level of technical competence, integrity, and urgency.    " Your selection is a testament to the confidence the Ministry has in your capacity to drive this initiative with the seriousness and efficiency it demands" he said.   Dangiwa said to the committee "Nigerians are watching and they want to see results. They want to see homes completed and allocated transparently. They want to see government working for them"    He concluded with charging the committee to approach the assignment with urgency, dedication, and integrity, and work as a team to eliminate bureaucracy.    " Think outside the box. Be result-oriented", he charged.   In his remarks, Minister of State Ministry of Housing and Urban Development, Yusuf Abdullahi Ata, pointed out the need for the Committee to have powers to co-opt some members to assist them, giving the huge task ahead of them and the four werks timeline.    Also in this remarks and vote of thanks, the Chairman of the Committee, the Permanent Secretary of the Ministry, Dr. Shuaib Belgore stated that the committee has been tasked with ensuring that the recovered estate undergoes a thorough technical assessment, is strategically completed, and is disposed of, in a transparent andcost-effective manner, aligned with national housing delivery objectives.   He added that the successful execution of the assignment will serve as a model for converting recovered public assets into impactful infrastructure that directly benefits the people, while assuring Nigerians that the committee will carry out its duties diligently. ...

Confiscated 753 - Unit Housing Estate Not on Sale Yet, Beware of Scammers   *  No sale process started by the housing ministry yet.   *  Housing Minister to set up committee to carry out technical assessment, quality test, completion and suggest disposal strategy.    The Ministry of Housing and Urban Development wishes to alert the general public that it has not yet commenced any process for the sale of the 753 - unit housing estate linked to former CBN Governor, Godwin Emefiele which it has taken custody of from the EFCC, a few days ago.   This clarification became necessary as reports reaching the Ministry indicated that scammers were already on the move to defraud Nigerians, claiming they have slots  from the housing ministry to sell the houses, asking for N500,000 for purchase of non existent expression of interest form.   For avoidance of doubt, the Ministry has just taken over the estate from the EFCC as directed by Mr. President, the houses will be completed by the ministry and all the necessary infrastructure will be provided before offering to the public for sale and for special needs of the government.    The Hon Minister, Arc. Ahmed Musa Dangiwa had in that regard announced that the Ministry would set up a technical comittee to carry out physical assessment of the facility, conduct integrity test of the buidings and assertain the infrastructure needs that will make the estate habitable and finally come up with the disposal strategy.   The public is hereby informed that the Ministry will give a clear and adequate announcement, as well as strategy outlined for the sales of the houses, as directed by His Excellency President Bola Ahmed Tinubu, GCFR.   Accordingly, the general public is therefore warned not to fall victim to fraudsters, and are advised to directly contact the ministry's officials through the departments of Public Building and Housing Development, and the Press and Public Relations for clarification before they commit any resource as regards to the purchase of the houses.   The Ministry remains committed to ensuring that the process is guided by transparency, public accountability, and inclusivity, while delivering on the Renewed Hope Agenda in the housing sector.    We urge all Nigerians to remain vigilant and rely only on official communications from the Ministry.   ...

Housing Minister, EFCC Chairman Inspect Recovered 753-Unit Housing Estate from Former CBN Governor   Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, alongside the Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Olanipekun Olukoyede, today led a joint team on a physical site inspection of a confiscated housing estate comprising 753 housing units.   The estate, previously linked to former Central Bank of Nigeria (CBN) Governor, Mr. Godwin Emefiele, was recovered by the EFCC and officially handed over to the Federal Ministry of Housing and Urban Development following a directive by His Excellency, President Bola Ahmed Tinubu.   During the inspection, Arc. Dangiwa announced that the Ministry would immediately commence its technical assessments by conducting integrity tests on the buildings. Upon successful evaluation, the structures will be completed and made available for sale to Nigerians through the Renewed Hope Portal, which is already operational.   The Minister emphasized the Federal Government’s commitment to transparency and accountability, calling on public office holders to steer clear of corrupt practices. "The government of the day is serious about fighting corruption," he stated, while commending the EFCC and its leadership for what he described as a landmark recovery—one of the most significant in the nation’s history within such a short span of time.   Arc. Dangiwa also urged Nigerians to maintain trust in the EFCC and support its efforts toward achieving more recoveries for the benefit of the public.   Speaking at the event, EFCC Chairman Olanipekun Olukoyede clarified that what Nigerians had previously seen on television was merely an aerial view of the estate. “The essence of this visit is to show that it is real,” he said, underscoring the transparency and accountability that guide the commission’s actions.   The site visit marks a pivotal step in integrating the recovered estate into the Federal Government’s National Social Housing Programme, aligning with President Tinubu’s vision of affordable housing and good governance.   ...

Remarks By The Hon. Minister Of Housing And Urban Development, Arc. Ahmed Musa Dangiwa, At The Ground-Breaking Of The 250-Housing Unit Renewed Hope Estate In Osun On Tuesday, July 2, 2024

Distinguished Guests, Ladies and Gentlemen,


First, I would like to thank His Excellency, the Executive Governor of Osun State, Sen. Ademola Adeleke for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital. 


Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.


Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.


With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.


As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started last week Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, Friday we were in Akwa Ibom for another 250 units, Saturday we were in Delta State for another 250 units, and today we are happy to be here in Osun to flag off another 250 units. The next stop from here will be Benue, then Nasarawa after which we shall be in Oyo to complete this 2nd leg. 


This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.


We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.


As we perform this groundbreaking, I want to charge the contractors

to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. IF YOU COLLECT GOVERNMENT MONEY, YOU MUST DO THE WORK.


We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Osun indigenes to purchase and move in.


To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.


Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Osun, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at other project sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.


This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.


It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.


At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Osun State, His Excellency Sen. Ademola Adeleke for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this. 


Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the federal government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.

Your Excellencies, Distinguished Guests, Ladies and Gentlemen. 

 

I want to begin my remarks by specially welcoming the Executive Governor of Osun State, His Excellency, Sen. Ademola Adeleke. We are happy to have you here with us today.

 

It is indeed my pleasure to welcome you all, on behalf of the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, to the groundbreaking ceremony for the 250-housing unit Renewed Hope Estate.

 

This project is part of a Nationwide Renewed Hope Cities and Estates Programme of the Ministry, which His Excellency President Bola Ahmed Tinubu officially launched earlier this year in Abuja, under which we plan to deliver 50,000 housing units in phase one.

 

Our broad aim through this programme is to TURN THE COUNTRY INTO A HUGE CONSTRUCTION SITE, unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy. 

 

This 250-housing units Estate project will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, and suppliers of building materials.

 

We look forward to quality construction work and a timely completion of the project.
