Dangiwa Harps On Capacity Building, Institutional Collaboration To Strengthening Surveying Practice.

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has stated that a sustained capacity building and strong institutional collaboration is a strategic pathway to strengthening surveying practice, land administration, and sustainable urban development in Nigeria.

 

The Minister made this declaration when he received the chairman and members of the Board of Fellows of the Nigerian Institution of Surveyors who paid him a courtesy visit in his office,  Thursday,  February 26th, 2026

 

Arc. Dangiwa said that the Ministry is fully prepared to partner with the Nigerian Institution of Surveyors to develop and implement structured training and professional development programmes aimed at equipping surveyors—particularly young professionals.

 

According to the Minister, capacity building remains the most sustainable mechanism for institutional strengthening and professional excellence.

 

“Capacity building is the only way to properly develop the young professionals coming on board and raise our standards and best practices. It is critical to promoting professionalism in surveying and mapping and ensuring sustainable development across the country,” he stated.

 

Dangiwa disclosed that the Ministry is currently experiencing a significant human resource gap due to large-scale retirements, revealing that over one thousand staff members have retired within the last two years.

 

This development, he explained, makes collaboration with professional institutions even more imperative, particularly in the areas of training, mentorship, and knowledge transfer to ensure continuity, institutional memory, and improved service delivery.

 

He emphasized that the Ministry houses a substantial number of surveyors in the country and provides government oversight to relevant professional bodies. As such, strengthening synergy with the Nigerian Institution of Surveyors is both strategic and necessary.

 

Arc. Dangiwa further noted that the core mandates of the Ministry - housing development, land administration, and urban development—are inherently linked to surveying and geospatial services.

 

He stressed that effective land administration cannot be achieved without close collaboration with surveyors and other land professionals within the Ministry. He also highlighted that a branch of the Office of the Surveyor-General is domiciled within the Ministry under the Cadastral Department, further reinforcing the institutional linkage between both bodies.

 

Accordingly, he described the existing relationship between the Ministry and the Nigerian Institution of Surveyors as strong and evolving, adding that the collaboration must be deepened to support ongoing reforms and infrastructure expansion initiatives in the housing sector.

 

Earlier in his remarks, the Chairman of the Board of Fellows of the Nigerian Institution of Surveyors, Surv. Alabo Charlesye David Charles, stated that the visit was aimed at strengthening institutional cooperation and exploring strategic areas of mutual interest.

 

He listed the areas of collaboration to include;

 

*  capacity building: development of tailored training and professional development programmes aligned with the Ministry’s operational needs.

 

*  Institutional collaboration by strengthening structured engagement between the NIS and the Ministry to enhance policy implementation and professional standards.

 

* geoinformatics and technical support: Leveraging surveying and geospatial technologies to advance land administration, housing development, and urban planning initiatives.

 

* enhancing national geospatial data frameworks to support housing and urban development projects across the country, and 

 

* promoting and enforcing high standards in surveying and mapping to ensure accuracy, transparency, and sustainable development outcomes.

 

Surv. Charles reaffirmed the Institution’s readiness to work closely with the Ministry in advancing professional excellence and supporting national development goals.

 

A major highlight of the visit was the conferment of the title of Honorary Fellow of the Nigerian Institution of Surveyors on the Honourable Minister in recognition of his contributions to housing and urban development and his support for professional advancement in the surveying sector.

 

The investiture ceremony is scheduled to hold on April 30, 2026. Arc. Dangiwa graciously accepted the honour and expressed appreciation to the Institution for the recognition.

 

The meeting underscored the shared commitment of both institutions to advancing professionalism, strengthening geospatial governance frameworks, and supporting Nigeria’s housing and urban development agenda through strategic collaboration, innovation, and human capital development.

 

The Federal Ministry of Housing and Urban Development remains committed to fostering partnerships that enhance technical capacity, promote best practices, and drive sustainable growth in the housing and land administration sectors.

Housing Ministry Takes Delivery of Recovered Housing Estate of Former CBN Governor From EFCC   •⁠  ⁠Ministry will offer the units for sale to the public and for special government needs - Dangiwa    •⁠  We will monitor the completion and transparent disposal of the properties  - EFCC Chairman    Ministry of Housing and Urban Development has taken delivery of  the 753 Housing Units Abuja housing estate of former Central Bank Governor,  Godwin Emefiele recovered by the Economic and Financial Crimes Commission (EFCC).   The Executive Chairman of EFCC, Mr. Olanipekun Olukoyede handed over the housing estate to the Minister of Housing and Urban Development,  Arc Ahmed Dangiwa at the Ministry’s headquarters,  Mabushi, Tuesday, 20th May, 2025    Minister, Dangiwa commended the leadership of EFCC under Mr. Olanipekun Olukoyede for the sustained efforts in the fight against corruption and the recovery of public assets.   " This marks a significant milestone in our collective determination to ensure that recovered assets are put to productive use in ways that directly benefit the Nigerian people. The housing estate recovered from the former Governor of the Central Bank is a case in point" he stated    Accordingly, Dangiwa informed that, following the formal handover of the estate by the EFCC, the Federal Ministry of Housing and Urban Development will conduct a joint familiarization tour of the facility alongside efcc team to properly assess it's state.   " We intend to carry out thorough integrity and structural assessments on all buildings and associated infrastructure to confirm their safety and suitability for habitation" the minister stated    He further explained that, a comprehensive technical evaluation will be undertaken to determine the cost of completing all outstanding infrastructure and ancillary facilities, including perimeter fencing, internal roads, drainage systems, a police post, shopping areas, recreational centers, and other essential amenities.   " The Ministry will offer the units for sale both to the public and for special government needs. For the public sale component, we will adopt a transparent and competitive process. This will include nationwide advertisement and the use of the Renewed Hope Portal where interested Nigerians can submit their Expressions of Interest" he remarked    Dangiwa also stated "We are committed to making this a model of accountability and public benefit, and we look forward to working closely with the Commission to bring this effort to a successful conclusion"   In his presentation remarks, the Chairman of the Economic and Financial Crimes Commission, Mr. Olanipekun Olukoyede stated that the handing over of the forfeited properties was a demonstration of the impact of the fight against financial crimes and corruption in Nigeria as pronounced in the Renewed Hope Agenda of President Bola Ahmed Tinubu.   He recalled an investigation into the property which started last year, leading to a civil forfeiture of the asset due to the belief that no one could have owned it legitimately.   He also emphasized on the need for accountability and transparency in managing forfeited assets, informing of the directive from President Bola Tinubu to hand over the asset to the Ministry of Housing and Urban Development for completion.   “It is important for us to demonstrate to Nigerians that whatever proceed of crime that we had recovered in the course of our work, the application of that will be made transparent to Nigerians so that we will not allow looted assets to be looted again”, he said.   The EFCC Chairman informed that the Estate contained hundreds of apartment on parcel of land measuring 150,462.86 square meters and located at plot 109, cadastral zone, co9, Lokogoma district, Abuja.   Accordingly, he informed that the Commission would monitor the project completion by the Ministry for periodic reports and feedback to the President.   Mr. Olukoyede thanked President Tinubu for creating a conducive environment for the fight against corruption to thrive in Nigeria, as well as the judiciary for standing by the fight, ensuring that people don't get away with process of crime in Nigeria.   Highlight of the meeting was an official handover of document of the forfeited asset to the Honourable Minister of Housing and Urban Development by the chairman of the EFCC.   ...

Minister Atah Salutes Valuers on International Estate Valuation Day   Minister of State for Housing and Urban Development, Rt. Hon. Abdullahi Yusuf Atah, has extended warm felicitations to estate surveyors and valuers across the country as they commemorate International Estate Valuation Day.   Addressing  the members of the Nigerian Institution of Estate Surveyors and Valuers  at the Federal Ministry of Housing and Urban Development (FMHUD) headquarters, the Minister praised the critical contributions of valuation professionals to Nigeria’s real estate and economic landscape.   Minister Atah emphasized the pivotal role of estate valuers in promoting sustainable urban development.    He acknowledged their expertise in property assessment, investment evaluation, and guiding economic policy through accurate asset valuation.   The event was marked by a vibrant atmosphere, as participants donned branded green golf shirts and caps bearing the celebration’s logo, symbolizing unity and pride in the profession.   Minister Atah urged valuers to remain committed to professionalism and innovation, underscoring the government’s readiness to collaborate with stakeholders in the real estate sector to achieve national housing and development objectives.   This year’s celebration, themed “Transform, Invest, Thrive: Optimizing Real Estate Asset Finance and Taxation,” includes a week-long conference aimed at enhancing the skills and proficiency of estate valuers.   The programme focuses on refreshing practitioners on the evolving role of valuation in diverse sectors, from financial planning to real estate investment and taxation.   International Estate Valuation Day, especially significant to members of the Nigerian Institution of Estate Surveyors and Valuers (NIESV), highlights the indispensable role of valuers in driving economic stability through precise property assessments.    The day also serves as a platform for public advocacy, educating citizens on the professional and statutory responsibilities of estate valuers in national development.   Earlier in the celebration, ESV Rashidat Folake Odusiga, Chairman of NIESV’s Abuja branch, led a sensitization tour across the Federal Capital Territory.    She noted the impressive turnout and professionalism displayed by members, stressing the importance of public awareness on the value and impact of accurate property valuation. ...

Nigeria Set to Present Renewed Hope Agenda for Land Administration at 2025 World Bank Land Conference, Washington DC, USA    The Federal Government of Nigeria will be presenting its bold and transformative Renewed Hope Agenda for Land Administration at the 2025 World Bank Land Conference scheduled to hold from May 5–8, 2025, in Washington, D.C., United States.   Leading the Nigerian delegation is the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, alongside the Permanent Secretary, Dr. Shuaib Belgore, and key Directors of the Ministry. Their participation reflects Nigeria’s strong commitment to modernizing land governance as a critical enabler of economic development, housing delivery, climate resilience, and poverty reduction.   The conference, with the theme “Securing Land Tenure and Access for Climate Action: From Awareness to Action,” convenes global experts and government leaders to explore innovations that ensure equitable land access and secure tenure in the face of climate challenges.   On Tuesday, May 7, Arc. Dangiwa will speak at a high-level panel session titled “Global Land Governance and Tenure: A Call to Action.” He will share Nigeria’s plans to roll out a National Land Titling, Registration, and Documentation Programme that integrates existing state-level initiatives into a unified national framework. The programme aims to digitize land records, reduce transaction costs, expand tenure security, and unlock over ₦300 billion in dormant land assets across the country.   “Through the Renewed Hope Agenda, we are repositioning land as a tool for empowerment, investment, and national prosperity,” said Minister Dangiwa. “Our goal is simple - ensure every Nigerian, especially in underserved communities, can access secure land titles and use them as a platform for growth.”   In addition to panel engagements, the Ministry’s team will use the conference to strengthen partnerships with global institutions, explore digital solutions for land management, and learn from other countries’ success stories.   The World Bank Land Conference 2025 is expected to attract over 1,000 participants from across the globe, offering a unique platform for Nigeria to showcase its leadership in land sector reform and commitment to building a more inclusive and economically vibrant future.     ...

WELCOME ADDRESS BY THE HONOURABLE MINISTER, FEDERAL MINISTRY OF HOUSING AND URBAN DEVELOPMENT, ARC. AHMED M. DANGIWA FNIA, FCIB, AT THE OPENING CEREMONY OF THE 28TH CONFERENCE OF DIRECTORS OF LANDS IN THE FEDERAL AND STATE MINISTRIES, DEPARTMENTS AND AGENCIES HOLDING AT MARCELINA’S PLACE, IKEJA, LAGOS, ON 15TH - 16TH NOVEMBER 2023

PROTOCOLS:
1.    It is my pleasure to welcome you all to the 28th Conference of Directors of Lands in Federal and State Ministries, Departments and Agencies in Nigeria.
2.    As most of you are already aware, this Conference was conceived over 28 years as part of efforts to promote effective land administration in our country.  
3.    Each year the Conference provides a platform for Directors of Lands at Ministry of Housing and Urban Development, State Ministries, Departments and Agencies in Nigeria to gather, network, share experiences, discuss sector challenges to produce clear recommendations that border on promoting effective land administration in the country.
4.    The Conference objective remains noble, progressive, and relevant today, as it was back then when the Conference was conceived. So, as we begin this 2023 edition, the 28th one in a series, we must do so in full recognition of the current in-efficient and challenges-full state of land administration in our country today.
5.    To do this means asking ourselves some tough questions to bring us to reality and confronting the answers.
6.    First, can we say that the sum of annual gatherings and conversations over the close to three (3) decades of this conference are helping us make progress in fixing the many issues in land administration in our dear country?
7.    How many of the issues that we discuss each year at this Conference end up tackled and solved? How many of the recommendations that the Conference produces end up implemented? Or are we simply moving around in circles and turning the conference into an annual bazaar of some sort. Do we even have a tracking mechanism to monitor whether we are making progress or not?
8.    We must confront these questions and be humbled by the answers. It is only by doing this reality check that we can find the inspiration, encouragement and resolve to work harder and differently in our respective offices as Directors and stakeholders towards achieving the noble goals with which this Conference was established.
9.    As the Minister of Housing and Urban Development, I must say that I am honestly not happy with the current state of land administration in the country. And the reasons are obvious. The same issues that were there decades ago are still there today with us today.
10.    This includes inadequate land information systems, complex land tenure systems, cumbersome and time-consuming land registration processes that contribute to delays and corruption in the system; the lack of a streamlined and transparent registration process that discourages investment and hinders economic development; inadequate urban planning which lead to informal settlements; congestion, and improper land use, inadequate legal and regulatory frameworks which results in legal uncertainties, making it difficult for individuals and businesses to navigate the land administration system with confidence. These are all problems that we all must fix. No one will do it for us.
11.    I must acknowledge that some of these problems are beyond the capacity of the Conference and Directors to resolve. Indeed, the most fundamental ones such as the Land Use Act 1978 require legislative amendments and national government policy interventions. However, there is a lot of room for innovation to circumvent the limitations posed by some of these barriers. We have seen in States such as Kaduna, Kano, where innovative leaders have found ways to implement reforms that have helped them ease land administration by introducing efficiencies in land titling and property registration despite the limitations of the Land Use Act. These states deserve our commendation.
12.    And my charge to all of you attending this 2023 Conference is that we must do likewise. We must think out of the box, innovate, and learn to do things differently. That will help us make progress and change the narrative going forward.
13.    The theme of this year’s Conference — "Improving Land-Based Revenue of the Federating Units in Nigeria through Efficient and Effective Land Administration" — speaks directly to the core of our national progress.
14.    As you are all aware, land, is an economic resource that holds immense potential for revenue generation and sustainable development. However, to harness this potential, we must address the challenges within our land administration systems and strive for efficiency and effectiveness.
15.        I am happy to inform you that His Excellency, President Bola Ahmed Tinubu, GCFR, is set to tackle the systemic challenges that have hindered effective land administration. Mr. President has a bold vision for the sector and is committed to backing it up with the necessary political will to break down all barriers to unlock the revenue earning potential of land.
16.    As the Minister of Housing and Urban Development, we have taken Mr. President’s vision and are running with it. Our aim is to implement the most historic land reforms the country has ever witnessed to make it easier, safer, and more profitable for the private sector to invest in the sector and make good returns.
17.    A notable part of our broad housing sector reforms includes the implementation of comprehensive land reforms towards streamlining land administration and ensuring easy, cost effective and efficient access to land in our country.
18.    Currently, we have a situation where the Land Use Act was enacted in 1978 but there was no complementary institution set up alongside it to provide the necessary framework, guidelines, and regulations for operationalizing it. We are working to establish a National Land Commission that would fix this gap and chart a new way forward for effective land administration in the country.
19.    This will improve land titling and boost Nigeria’s ranking on the World Bank Ease of Doing Business where we currently rank 186th out of 190 countries on the World Bank Ease of Doing Business index in terms of ease of registering properties. Last week I met with the leadership of the Presidential Technical Committee on Land Reforms, Prof. Peter O. Adeniyi, where we agreed to incorporate the extensive work that they have done over 14 years in our land reform strategy. As the renowned land reform scholar said, experience shows that a nation can never develop if it does not conduct land reform. It will also help to boost revenues that States and Federal Government can earn from land.
20.    The second related reform is the nationwide adoption of the Model Mortgage Foreclosure Law. The Model Mortgage Foreclosure Law (MMFL) is a housing industry stakeholder initiative and part of the Renewed Hope Agenda of His Excellency President Bola Ahmed Tinubu, GCFR that is focused on establishing an enabling environment for investment in real estate and the growth of mortgages in a state. It provides contemporary provisions on the creation, registration, and enforcement of mortgages, along with remedies like foreclosure and the enforcement of mortgages on real properties and related purposes in Nigeria.
21.    As of date, the Model Mortgage Foreclosure Law (MMFL) has been passed in four (4) states, including Lagos, Kaduna, Ekiti, and Nasarawa States. We aim to drive its passage in all the states of the federation as part of our efforts to ensure that investments in the housing and mortgage sector are protected.
22.    The Federal Ministry of Housing and Urban Development, through the Lands and Housing Development Departments, made great strides in improving land-based revenue generation for the Federal Government by way of income from fees charged on both primary and secondary transactions. These are statutory fees demanded for use of Federal Government lands.
23.    As you deliberate on land and land related issues for the next two days, I urge you to critically examine measures that you can act on in the interim such issues as digitization of land titling process to improve ease of doing business, fostering synergy between public and private investors in housing delivery, checking the trend of double titling and multiple charges on Federal Government properties in the states, all of which is aimed at improving land based revenue in the tiers of government. At the end of your deliberations, it is hoped that you will come up with meaningful and workable solution to most of the problems confronting land administration and management at the various tiers of Government.
24.    Knowing fully well that the outcome of this conference will form part of input/proposals to the National Council on Lands and Housing to be held next year. It is, therefore, with all seriousness of purpose that I enjoin you to be sincere and meticulous in your deliberations, putting the interests of the Country and complexity of interests in land in focus, in addressing issues hindering efficient land administration and management in Nigeria with a view to improving land-based revenue for sustainable development in the country.
25.    On this note, it is now my special pleasure and privilege to declare the 28th Conference of Directors of Lands in Federal and State Ministries, Departments and Agencies open.

I am pleased to welcome you to the 12th meeting of the National Council on Lands, Housing And Urban Development holding at Kaduna, Kaduna State.

 

2.    As you are aware, the theme of this year’s National Council Meeting is “Harnessing Local and International Credit Scheme as a panacea for Housing Infrastructure Development under the Renewed Hope Mantra”. The theme is apt and timely, considering the Renewed Hope Agenda and drive toward addressing housing deficit and maximizing available opportunities in ensuring that a greater number of Nigerians have a place to call a home. As a collective resolve to address this perennial challenge in Housing infrastructure development, exploring both Local and International prospects is inevitable.

 

3.     In order to ensure that housing challenges are addressed, it has become necessary for all the crucial stakeholders to consider and provide contemprorary policies that will support the exploration and assessment of Local and International funds.

 

4.      It is quite instructive that the theme was carefully chosen to ensure that both Local and International Credit are assessed to complement direct Government effort in providing Housing for Nigerians.

 

5.      The Meeting is significant as it will afford us the desired opportunity to identify some of the challenges in assessing Local and International credits for Housing Infrastructure and discuss strategies towards addressing them. We are required to look at the best ways to explore and assess funds needed for massive deployment of housing infrastructure so as to galvanize national growth and sustainable Development Goals which focuses on restoring economic growth, mass housing, investing in our people and creating a people friendly economy. The achievement of these objectives largely lies on the availability of affordable and sustainable Housing across the country.

 

6.     Distinguished delegates and officials, the timing of this meeting, therefore, is very significant as it provides a variable platform for us heads of Bureaucracy in our various States to think through and make necessary provisions for Housing in our various Budgets for the year 2024 and beyond as well as developing frameworks for harnessing Local and International funds for mass and affordable Housing which will impact positively on Nigerians and the economy.

 

7.    On this note, I once again, welcome you all to this 12th Meeting of the National Council on Lands, Housing and Urban Develeopment and wish you fruitful deliberations.
