Housing Council Critical Avenue To Reposition Built Environment  - Belgore 

 

Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore has stated that the National Council on Lands, Housing and Urban Development is a forum that provides a strategic platform for aligning federal and state policies and accelerating reforms in the housing and urban development sector.

 
“The National Council Meeting remains a critical avenue for strengthening intergovernmental collaboration, reviewing sectoral policies, and evolving practical solutions that will fast-track the delivery of affordable housing and sustainable urban development across the country,” Belgore said.

 

Belgore spoke in his office in Abuja on the importance of the annual meeting of the national council on Lands, Housing and Urban Development scheduled  to hold in Ilorin, Kwara State beginning on the 19th January, 2026.

 

The housing council meeting which is the 14th in the series will be held under the theme: “ Achieving Housing Delivery and Sustainable Cities Through Effective Land Management, Urban Renewal, Promotion of Local Building Materials, and Public-Private Partnership in Nigeria.” 

 

The meeting, a statutory forum for policy harmonisation between the Federal and State Governments, will bring together relevant stakeholders in the built environment to brainstorm, deliberate, share ideas and profer solutions on policy and regulatory matters in order to move the sector forward.

 

Participants at the meeting include; States’ Commissioners, Permanent Secretaries, Directors in charge of Lands, Housing and Urban Development, Chief Executives of Housing Corporations, Surveyor-Generals, professional bodies, and other key stakeholders in the built environment sector.

 

Hosted by the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, the council meeting will deliberate on critical issues bordering on effective land management, housing delivery, urban renewal, promotion of local building materials, and the expansion of public-private partnerships as drivers of sustainable and inclusive cities.

 

The Executive Governor of Kwara State, His Excellency Mallam AbdulRahman AbdulRazak, the host, is expected to serve as the Special Guest of Honour at the meeting, which will take place at the Kwara Innovation Hub, Ahmadu Bello Way, GRA, Ilorin, Kwara State.

Renewed Hope Medic Estates, Cities Underway - Dangiwa  *  10,000 housing units across the nation  *   Health Ministry, FMBN, REDAN, PPP involved *  Wellbeing of health care workers, a priority of Renewed Hope Agenda Ministry of Housing and Urban Development in collaboration with the Real Estate Developers Association of Nigeria (REDAN) plans to construct 10,000 housing units RENEWED HOPE MEDIC CITIES across the country in order to meet the housing needs of the Nation’s medical workers. Housing Minister,  Ahmed Dangiwa disclosed the plan during his meeting with the leadership of the Nigerian Association of Resident Doctors (NARD), Thursday,  23rd, January, 2025 in Abuja. He appreciated the commitment and sacrifices of the medical workers in saving lives even under challenging conditions, noting that their well-being which includes access to decent and affordable housing was a priority that aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR and the mandate at this Ministry. “Housing is a fundamental need that directly impacts productivity, stability, and quality of life. We recognize the difficulties many healthcare workers face in securing suitable accommodation, particularly in high-demand urban centers where medical facilities are concentrated. Addressing these challenges requires strong partnerships between the government and professional bodies like yours”, he added. Restating the objective of the Renewed Hope Housing Programme to expanding access to affordable housing for all Nigerians, Dangiwa informed the delegation that, 10,112 housing units were currently under construction in fourteen locations across the country which includes 3,112 units of Renewed Hope Cities in Karsana Abuja, 2,000 units in Lagos State, and 2,000 units in Kano State.  Accordingly, the Minister also said that there were twelve on-going Renewed Hope Estates of 250 units each in twelve States, adding that the Ministry plans to extend to the remaining 18 states in the country, “Your members can take advantage of these housing projects to own their homes”, he encouraged. On the ownership options to the housing units, the Minister informed of an Up to 30-Year National Housing Funds (NHF) Mortgage Loans, a Rent to Own option, Instalment Payment, as well as an Outright Purchase option, adding that the online portal https://renewedhopehomes.fmhud.gov.ng was created by the ministry for ease of application for the homes. The Minister further expressed the commitment of the Ministry to supporting policies and programs that uplift the living standards of Nigerians. “Your visit today strengthens our resolve to design housing interventions that serve our national heroes-those who dedicate their lives to saving others”. He said. Speaking earlier, National President, Nigerian Association of Resident Doctors, Dr. Tope Osundara, appreciated the Minister for supporting and keying into President Bola Tinubu’s Renewed Hope Agenda, by championing the Renewed Hope Housing project, and making NARD a beneficiary. Emphasizing the importance of the Resident Doctors to the Nation’s Health Care System, the NARD President appealed to the Minister to assist the association to key into the Renewed Hope Housing Agenda, pointing out that it would play a significant role in forestalling the long standing issue of Nigerian Doctors leaving the country. Dr. Osundara informed that the Association is proposing a 1000 housing unit under phase one for a start in the Federal Capital Territory (FCT), which would serve as a template and encourage other members of the association across the states to key in. He also noted the importance of building housing units for the Doctors in the hospital premises, considering that the Resident Doctors are ideally supposed to be resident within the hospital in order to enable timely attendance to emergencies. Also speaking, the representative of REDAN and a member of NARD, Dr. Suleiman Abubakar Sadiq explained that the RENEWED HOPE MEDIC CITIES project for the Health Workers would be a partnership between the Ministries of Housing and Health, Federal Mortgage Bank of Nigeria and a Public Private Partnership arrangement.   According to him, the housing construction which is expected to commence across the country between January and February 2025, aims to build 10,000 housing RENEWED HOPE MEDIC Estates and Cities across the Nation.   Dr. Sadiq expressed hope that the project would be a significant step toward,  enhancing the welfare of healthcare workers and ensuring they have access to safe and affordable housing, thereby improving morale and productivity in the health sector. ...

Promotion: Dangiwa, Ata Decorate, Congratulate Police Officers    * Urge them to rededicate to Service   Minister and Minister of State, Housing and Urban Development, Arc. Ahmed Musa Dangiwa and Yusuf Abdullahi Ata have decorated and congratulated four police officers attached to them on their promotion.   In their remarks during the decoration ceremony that took place at the Ministry's headquaeters, the Ministers urged the officers to rededicate themselves to serving the nation.    Minister Dangiwa stated that success is often accompanied by challenges, encouraging the promoted officers to rise to the new challenges that come with their elevated positions.    "Your promotions were well-deserved, You have demonstrated good conduct in the course of your respective duties,  I wish you  more promotions ahead " he said.   On his part, Minister of State, Rt. Hon. Yusif Abdullahi Ata, rejoiced with the promoted police officers and prayed for Allah's boundless guidance as they discharge their statutory duties.   Former Speaker and immidiate past Governor of Katsina State Aminu Bello Masari, who was in attendance, congratulated the officers and urged them to be thankful to God Almighty for keeping them alive to witness a milestone in their profession.   He noted that Nigeria was in dire need of the services of security officers, particularly the present times when the country is facing security challenges.   The promoted officers were; Kabir Haido, Chief Security Officer to Minister Dangiwa, who got promoted to Chief Superintendent of Police (CSP), and Jibril Kawari, the Minister's Aide-de-Camp, who was promoted to Deputy Superintendent of Police (DSP).   Others are; Jamilu Danjani, Chief Security Officer to the Minister of State, who got promoted to CSP, and Othman Umar Farouk, Aide-de-Camp to the Minister of State elevated to DSP.   ...

Budget 2025: Housing Minister Seeks Increased Funding to Deliver Affordable Housing to Nigerians   * Prioritises completion of ongoing Renewed Hope Housing Projects   * Says insufficient budgetary provisions, allocation and high cost of building materials, a challenge  The Honourable Minister of Housing and Urban Development, Arc.Ahmed Musa Dangiwa has highlighted the urgent need for increased budgetary allocation to deliver the Presidential mandate of providing affordable housing and reducing the housing deficit.   The Minister gave the higlight during the 2025 budget defence before the Senate Committee on Lands, Housing and Urban Development, and the House of Representatives Committee on Housing and Habitat respectively, Monday, 20th January,  2025.   The Senate Committee is under the Chairmanship of His Excellency Senator Aminu Waziri Tambuwal, while the House of Representatives Committee is headed by Hon Abdulmumin Jibrin.   Dangiwa, who alongside the Minister of State, Rt Hon Yusuf Abdullahi Ata led the management staff of the Ministry to the budget defence, also presented the 2023/2024  budget performance of the Ministry.   In his presentation, he highlighted the ministry's priorities for 2025, emphasizing the need to complete ongoing housing projects, slum upgrading, and urban renewal programs across the nation.   Arc Dangiwa also listed the focus areas of his ministry in the 2025 budget to include; construction of 20,000 housing units under the Renewed Hope Housing Agenda, and completion of National Housing projects in over 20 states and the FCT.   Accordingly, the Minister urged the committee to increase budget allocations in seven key areas which he said were critical to the transformative policies and programmes of Mr President to put the economy on the path of recovery and growth.   The seven key areas, he mentioned were;   - Increased funding for the completion of ongoing housing projects. - Enhanced allocation for slum upgrading and urban renewal programs. - Additional resources for the National Housing projects. - Improved funding for affordable housing initiatives. - Enhanced allocation for housing infrastructure development. - Increased support for housing research and development.  - Improved funding for housing policy and regulatory framework development.   Both committees expressed their support for the vision and commitment of the ministry to turn around the housing sector of the country and assured the Ministry of their collaboration to assist the ministry to meet it's demands and obligations    ...

SPEECH BY THE HON. MINISTER OF WORKS AND HOUSING AT THE FORMAL HANDOVER OF KEYS TO BENEFICIARIES OF THE SALES OF NATIONAL HOUSING PROGRAMME HOUSES PHASE 1 IN OSUN STATE ON WEDNESDAY, 29TH JUNE, 2022.

PROTOCOL

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring glad tidings and best wishes to the people and Government of Osun State.
We gather together to harvest the fruit of our investment and to commemorate the formal handover of keys to first set of beneficiaries on the sales of completed Phase 1 of the National Housing Programme which was commissioned on Monday, 14th March, 2022 by Mr. President.

As we head towards the end of President Muhammadu Buhari’s tenure of office, I am happy to also say that we have entered a season of completion and Handover of keys to beneficiaries in 35-States and the FCT to Nigerians who have successfully subscribed through the open Ministry’s website at https://nhp.worksandhousing.gov.ng/ for the sales of these completed houses. We have therefore offered all these housing units to members of the general public in a non-discriminatory way by opening the Portal to ensure that those interested are not inhibited by any artificial obstacles and allocations will be made on the basis of those who apply and pay on a first come, first served basis. While we welcome those who can afford to pay outright, it is not a condition for eligibility and we have offered flexible payment options like Mortgages and Rent-to-Own which we encourage applicants to pursue.

It may interest to know that the web-portal was launched on 12th November, 2021 and has received 12,387 applications from Nigerians who have created personal account profile on the website, out of which 694 Subscribers’ applications have been approved by the Ministry.

In Osun today, we have four (4) Nigerians who have fully paid for the houses of their choice within the estate comprising 68-Units of One (1) Bedroom, Two (2) Bedroom and Three (3) Bedroom. Nigerians and Osun State indigenes are therefore encouraged to leverage on the very many units yet to be sold.

May I reiterate and further call on all Nigerians to avail themselves with the opportunity of owning a house in the 35-States and FCT that have been completed except for Lagos State through an open access on the Ministry website. Some of the requirements for qualification to access these houses and to be uploaded on the web-portal includes:

Current Passport Photograph in JPEG or PNG format;

Most recent copy of your current tax clearance / pay slip in PDF format;

Means of Identification (National ID, Driver license, International Passport) in digital JPEG format;

Letter of recommendation from any Primary Mortgage (for Mortgage Subscribers);

Evidence of 10% initial payment deposit (for Mortgage Subscribers only).

The advantages of owning a house in our NHP Estates includes the well-spaced sizes such as one-bedroom units is about 60-70 sq. metres, Two-bedroom units 76 – 103 sq. metres and Three Bedroom Units 110 – 137 sq. metres.  These are extremely generous spaces compared to what is commonly available in the market.

The beneficiary today is therefore among the first set of Nigerians other than the 1994 Super Eagles who have been handed the keys to their houses promised by the Federal Government over 28years ago. 

I will now conclude by handing over key to the beneficiary of the sales to Nigerians in Osun State who have fully paid for his house on behalf of Mr. President, this day, Wednesday, 29th June, 2022 to the Glory of God and the benefit of Mankind.

REMARKS BY H.E. BABATUNDE RAJI FASHOLA, SAN AT THE INAUGURATION OF THE BOARD AND MANAGEMENT OF FEDERAL MORTGAGE BANK OF NIGERIA (FMBN) ON THURSDAY, 21ST APRIL, 2022

When the founders of the Federal Mortgage Bank of Nigeria (FMBN) conceived of it in the 1970s, they were clear in their minds of a few things.

One of the things was that they were creating a Bank, in every sense of the word, and that they were creating a specialized Bank, which they intended to do only one thing – to provide Mortgage Banking services.

All of these are self-evident from Section 1(i) where it was provided that:

i. There is hereby established a Mortgage Bank to be known as the Federal Mortgage Bank of Nigeria (in this Act referred to as “the Mortgage Bank”)

In Section 5 of the Act the functions of the Mortgage Bank are set out clearly as follows:

“The functions of the Mortgage Bank shall be to:

a. provide long-term credit facilities to mortgage institutions in Nigeria at such rates and such terms as may be determined by the Board in accordance with the policy by the Federal Government, being rates and terms designed to enable the mortgage institutions to grant comparable facilities to Nigerian individuals desiring to acquire houses of their own;

b. license and encourage the emergence and growth of the required number of viable secondary mortgage institutions to service the need of housing delivery in all parts of Nigeria;

c. encourage and promote the development of mortgage institutions at rural, Local, State and Federal levels;

d. supervise and control the activities of mortgage institutions in Nigeria;

e. collect, manage and administer the National Housing Fund in accordance with the provisions of the National Housing Fund Act; and

f. do anything and enter into any transaction which in the opinion of the Board is necessary to ensure the proper performance of its functions under this Act.

The powers of the mortgage Bank are set out in Section 6 as follows:

i. Without prejudice to the generality of section 5 of this Act, the Mortgage Bank shall have power to:

a. accept deposits and savings from mortgage institutions and other institutional depositors;

b. issue its own securities, including debentures and bonds under Federal Government guarantees and issue promissory notes and other bills of exchange for the purpose of raising funds from financial institutions;

c. establish a sinking fund for the redemption of securities by the Mortgage Bank and provide for contributions by it to the sinking fund;

d. carry out research aimed at improving housing patterns and standards in both urban and rural areas of Nigeria; and

e. carry out research on mortgage finance activities and the building construction industry in Nigeria;

f. provide and operate, in collaboration with reputable insurance companies, a mortgage protection system designed to guarantee liquidity to mortgage institutions as well as afford them the opportunity of having liberal premium terms; and

g. do anything and enter into any transaction which in its opinion is necessary to ensure the proper performance of its functions under the Act.

Ladies and Gentlemen, I have taken time to address the Law setting up the institution you have been appointed to administer, so as to leave you in no doubt whatsoever, as to what your mandate and purpose is.

As a creature of Law, you are forbidden from making the Bank do anything that the Law does not authorize it to do, and you can become individually and corporately liable for non-compliance with the Law.

This has become the important starting point for my inauguration remarks because in the tenure of previous Boards and Managements before this Administration, the Bank has been made to do things the Law did not contemplate and this has resulted in hobbling liabilities which I regret to inform you that you must now confront and resolve.

In addition I expect this Management and Board to bring to a Lawful end, all other ventures into which the Bank has dabbled which are not supported by Law.

I expect this to happen through due process, supported by Legal consultations, Board debates and decisions and Ministerial or Presidential approvals as may be necessary.

Your primary mandate is to re-position this Mortgage Bank as the pre-eminent Mortgage Bank for Nigeria as envisioned by the founders.

This is why you will see that majority of the Members of the Board are either Bankers by training or Bankers by work experience spanning several decades.

The reason is clear, all the regulatory obligations that the Bank has to the Central Bank of Nigeria (CBN) must be complied with.

I would advise that the Board and Management should at the earliest opportunity engage with the CBN and agree a Schedule of Compliance and Implementation of all reform initiatives including the computerization of the operations of the Bank which has begun.

As you will see, not only is there a prevalence of Bankers amongst your ranks, there is diversity of ethnicity, gender and religion.  Every Zone of the 6 Zones in Nigeria is represented and from 1 female member, we now have 3 female members of the Board.

Please let me be also very clear that this is a huge privilege for you as it has been for me, to be amongst the few Nigerians involved in the public service of our country.

It is not an opportunity for self-help but an opportunity to help others, especially to own a home, by rendering selfless service.

Therefore, I will share with you the advice I have shared recently with an institution I inaugurated last week.

We are not in our homes; we are in a public space, where we have to work with others in a team to achieve results.  Those other people may not speak like us or dress like us, or even eat what we eat or pray like us.  But they are part of us, a part of the diversity that we have been enriched with.

If we manage our ego, we will realize that they are not different from us and we have a lot in common and we can learn a lot from each other.

Remember as Ryan Holiday said in his book, “ego is the enemy.”

Please manage your individual ego and help us to solve the problem of access to housing and do not become the problem.

Let me be clear that the Ministry will give you every reasonable and lawful support but we will not hesitate this time to recommend to Mr. President, the removal of any nominee who falls short of the standards, or becomes a problem.

In other words, your tenure of 4 years on the Board and 5 years on the Management Committee are not guaranteed but subject to performance.

In addition to all your responsibilities, I expect you to quickly advert your attention to the completion of the over 2,000 Housing Units at various levels of completion under the Ministerial Pilot Housing Scheme.

I cannot end my remarks without a word of gratitude to the immediate past Board and Management for their service which is deeply appreciated and will not be forgotten.

On behalf of President Muhammadu Buhari, it is my honour and pleasure to inaugurate the Board and Management of the Federal Mortgage Bank of Nigeria as now reconstituted.

I wish you a successful tenure of service.
