Housing Council Critical Avenue To Reposition Built Environment - Belgore Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore has stated that the National Council on Lands, Housing and Urban Development is a forum that provides a strategic platform for aligning federal and state policies and accelerating reforms in the housing and urban development sector. Belgore spoke in his office in Abuja on the importance of the annual meeting of the national council on Lands, Housing and Urban Development scheduled to hold in Ilorin, Kwara State beginning on the 19th January, 2026. The housing council meeting which is the 14th in the series will be held under the theme: “ Achieving Housing Delivery and Sustainable Cities Through Effective Land Management, Urban Renewal, Promotion of Local Building Materials, and Public-Private Partnership in Nigeria.” The meeting, a statutory forum for policy harmonisation between the Federal and State Governments, will bring together relevant stakeholders in the built environment to brainstorm, deliberate, share ideas and profer solutions on policy and regulatory matters in order to move the sector forward. Participants at the meeting include; States’ Commissioners, Permanent Secretaries, Directors in charge of Lands, Housing and Urban Development, Chief Executives of Housing Corporations, Surveyor-Generals, professional bodies, and other key stakeholders in the built environment sector. Hosted by the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, the council meeting will deliberate on critical issues bordering on effective land management, housing delivery, urban renewal, promotion of local building materials, and the expansion of public-private partnerships as drivers of sustainable and inclusive cities. The Executive Governor of Kwara State, His Excellency Mallam AbdulRahman AbdulRazak, the host, is expected to serve as the Special Guest of Honour at the meeting, which will take place at the Kwara Innovation Hub, Ahmadu Bello Way, GRA, Ilorin, Kwara State.

DANGIWA REAFFIRMS COMMITMENT TO SUPPORTING QUANTITY SURVEYORS REGISTRATION BOARD * says board's expertise in cost control, contract administration, procurement auditing, more critical than ever Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has reaffirmed the commitment of the Ministry to supporting the Quantity Surveyors Registration Board of Nigeria (QSRBN,) in order to effectively fulfill its statutory functions. The Minister made this known, Tuesday, 15th April, 2025, when the members of the Quantity Surveyors Registration Board of Nigeria (QSRBN), paid him a courtesy visit at the Ministry’s Headquarters, in Abuja. He acknowledged the role of the QSRBN in the collective efforts to reposition Nigeria’s housing and construction sector for greater efficiency, accountability, and professional excellence, saying that the quantity surveying profession was essential to ensuring cost transparency, value for money, and fiscal discipline in the execution of construction projects. “At a time when we are pushing aggressively to deliver on the Renewed Hope Housing Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, your expertise in cost control, contract administration, and procurement auditing is more critical than ever”, he explained. While commending the Board for its professionalism, Dangiwa urged them to take their regulatory oversight role seriously by ensuring proper training and licensing of professionals to practice ethically, stating that it was a sure way of safeguarding the integrity of the profession and supporting the government’s agenda of eliminating waste, corruption, and substandard practices in the built environment. The Minister emphasized on the role of the QSRBN in contributing to the sector's development and providing procurement standards, cost estimating methodologies, and benchmarking practices that align with international best practices. “We will also count on your support in strengthening quality assurance and control on our project sites nationwide, particularly under the Renewed Hope Housing Programme, the National Urban Renewal and Slum Upgrade Programme, and the Building Materials Manufacturing Hubs we are working to establish across the six geopolitical zones”, he added. Arc. Dangiwa further encouraged the Board to work closely with the ministry to deepen collaboration, transparency and accountability in housing delivery. On concerns raised by the President of the QSRBN, the Minister gave the assurance that the issues around funding for the Board as well as recovering their hijacked plots of land would be checked and resolved. Accordingly, on the issue of establishing a Building and Engineering Construction Commission under the oversight of the Ministry, Arc. Dangiwa as well promised that it would be looked into. Speaking earlier, the President of the Quantity Surveyors Registration Board of Nigeria (QSRBN), QS. Obafemi Onashile, brought the Minister up to speed with the achievements of the Board since it’s inauguration by the Minister, such as registration of qualified quantity surveyors, organizing of 2024 annual assembly for registered Quantity Surveyors, speedy accreditation of Quantity Surveyor programs in Universities and Polytechnics, among others. He appealed for the Minister’s intervention on some challenges facing the board which includes funding, possession of the Board’s allocated plots of land, lack of coordination and cohesion in the construction industry, awaiting of the Minister’s signature for the update of the regulation of the QSRBN, and more. QS. Onashile further gave some recommendations for the construction sector such as; the establishment of a Building and Engineering Construction Commission under the Housing Ministry for effective regulation of the industry, the need for stricter controls over buildings and structures higher than nine meters. Others are the need to recognize construction health, safety, and environment as an independent qualification, complete professional documentation of all high strictures, need for government construction contracts to have adjudication as the most straightforward route for resolving disputes, among others. The QSRBN President also invited the Honourable Minister for the Board’s 2025 annual QS assembly coming up on the 14th and 15th of May, 2025, as the chairman and guest of honour to declare the Assembly open. Also present during the courtesy visit, the President of the Nigeria Institute of Quantity Surveyors (NIQS), QS. Nzekwe Kene Christopher, presented some reform recommendations that would enhance the Nigerian construction industry. The recommendations include enacting a robust legal framework for construction contracts and robust implementation, establishing specialized construction courts, reviewing of the Federal Housing Authority law for affordable housing, and creating a Construction Industry Development Board, among others. FG To Launch Renewed Hope Social Housing Programme * 100 housing units each in 774 LGAs * Programme third component of broader Renewed Hope Housing initiative of President Tinubu's administration * NSHP reflects President's commitment in ensuring even the most vulnerable Nigerian owns a livable home - Dangiwa The Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has revealed that the much- talked about Renewed Hope Social Housing Programme will soon be launched by President Bola Ahmed Tinubu as part of initiatives to address the housing needs of Nigerians, regardless of class or income level. The Minister made this known while receiving a delegation from Creative Sphere Limited at the Ministry’s headquarters in Mabushi on Wednesday, April 8, 2025. Arc. Dangiwa explained that the Renewed Hope Social Housing Programme is designed to provide homes for low-income earners, the unemployed, vulnerable groups, and Internally Displaced Persons (IDPs), covering both the formal and informal sectors. In addition, the Federal Government plans to construct 100 housing units in each of the 774 local government areas across the country, amounting to a total of 77,400 units. The construction is expected to be completed within one year from the date of launch. Describing the programme as visionary, the Minister noted that it reflects President Tinubu’s commitment to ensuring that every Nigerian has access to decent housing, saying it underscores his passion for a better Nigeria, where even the most vulnerable can own a livable home. Arc. Dangiwa further disclosed that the programme will be funded through the Renewed Hope Infrastructure Development Fund (RHIDF). On the structure of the housing estates, he stated, “Each estate will be equipped with auxiliary facilities such as recreational areas, a primary school, a police outpost, a clinic, and a shopping mall.” Regarding the allocation of the houses, the Minister explained that 80% of the houses will be sold to Nigerians living in the local government areas who earn a living wage, adding that interested individuals will be required to contribute one-third of their monthly income. “Anyone earning as low as N30,000 per month will be able to purchase a house, as they will only need to pay N10,000 monthly, which is one-third of their earnings. Similarly, someone earning N90,000 will pay N30,000.” he explained. According to the minister, the remaining 20% of the housing units will be allocated free of charge to citizens with low or no income, such as widows, orphans, and others identified as vulnerable in society. Arc. Dangiwa also highlighted that the Renewed Hope Social Housing Programme is the third component of the broader Renewed Hope Housing initiative, which includes the Renewed Hope Housing Estates and Renewed Hope Cities, bringing the total to three components. He stated that the Renewed Hope Cities are being developed in seven locations: the Federal Capital Territory (FCT), and one city in each of the six geopolitical zones—Rivers (South-South), Lagos (South-West), Enugu (South-East), Nasarawa (North-Central), Kano (North-West), and Maiduguri (North-East). These projects are under a Public-Private Partnership (PPP) arrangement. Under the Renewed Hope Estates initiative, the Federal Government plans to build 250 housing units in each of the 30 state capitals across Nigeria. “We are constructing 250 units, taking two capital cities from each geopolitical zone, making a total of twelve. These are funded through the Federal budget, and this year, we intend to expand further,” he said. In response to a partnership proposal for the upcoming Real Estate Innovation and Investment Carnival by Creative Sphere Limited, the Minister lauded the initiative. He noted that the carnival, roadshow, and award night are excellent avenues to promote the housing sector and enhance the visibility of the Ministry's programmes. Earlier in the meeting, Chairman of Creative Sphere Limited, Mr. Monday Ogedengbe, told the Minister that their visit was to seek collaboration with the Ministry for the upcoming event scheduled for later this year. He noted that Creative Sphere aims to highlight the role of real estate in national economic growth by bringing a carnival-style awareness campaign to the sector, both nationally and internationally. Ogedengbe outlined key initiatives to be launched, including the Association of Women in Real Estate, Youth Access to Homes, and a Diaspora Investment Desk, emphasizing that collaboration with the Ministry would boost public acceptance. HOUSING MINISTRY LAUNCHES MAIDEN EDITION OF SERVICE CHARTER *Service Charter a symbol of new beginning- Minister Dangiwa In line with the mandate of the SERVICOM office to promote effective and efficient service delivery in public Institutions through service charters, the Federal Ministry of Housing and Urban Development has officially launched the maiden edition of its Service Charter, today the 9th of April, 2025. Service Charter is a document that formally outlines the commitment of the Ministry to delivering high quality Service to its customers and related matters in the discharge of its mandate. In his remarks at the launch, the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, noted that the initiative was part of a wider Civil Service transformation programme aimed at promoting greater commitment, productivity, innovation, and accountability across Ministries, Departments, and Agencies, in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu. Emphasizing on the importance of the Civil Service in driving government policies, the Minister stated that the success or failure of the policies ultimately rests on the shoulders of the civil servants who are tasked with the implementation, further pointing out the need for a competent, efficient, and forward-thinking Civil Service. He informed that Charter details the standards of service that every department, unit, and staff of the Ministry must uphold, to ensure transparency, responsiveness and accountability in the discharge of duties. Arc. Dangiwa appealed to all staff to see their roles not just as jobs, but as national service; “We are building a Ministry that is efficient, responsive, and people oriented. We cannot do this without your full cooperation, professionalism, and integrity”, he said. While acknowledging the challenges faced by civil servants, such as poor remuneration and workplace constraints, he assured of the President’s commitment to ensuring fair and decent wages for their labour and sacrifice. Accordingly, the Minister encouraged staff to give their best in service to the country, as well as to the service charter as a culture that guides daily operations and interactions with citizens and stakeholders. Dangiwa further Highlighted the importance of timely service delivery, with a commitment on behalf of the Ministry, to respond to emails within 14 days of receipt and maintain a 72-hour waiting time for feedback. “As we launch this Service Charter today, let it be a symbol of a new beginning, a Ministry where transparency is standard, service is timely, responsibilities are clear, and performance is measured”, he charged. In his welcome address, the Permanent Secretary, Dr. Shuaib Belgore, said that the Service Charter represented the Ministry’s unwavering dedication to providing exceptional services; “This document is a testament to our commitment to transparent, accountable, and efficient service delivery. It outlines our vision, mission, and key deliverables, serving as both a guide and a pledge to our stakeholders,” he added. Dr. Belgore disclosed that to ensure the effective implementation of the Charter, the Ministry has developed an actionable plan, which includes robust monitoring and evaluation mechanisms to track progress and impact. Earlier in her keynote address, the National Coordinator of SERVICOM, Mrs. Nnenna Akajemeli, informed that a Service Charter is an MDA’s operational and performance enhancement tool that enshrines the trust between service providers and service takers, containing realistic and measurable standards in specific key services and standards of the MDA. She highlighted some benefits of the Charter to include; indication of commitment at highest level, raising of expectations among customers and staff, guiding of the activities of service provision and delivery, among others. To achieve implementation of the Service Charter, the Mrs. Akajemeli spoke on the importance of ensuring wide publicity of the Charter amongst staff and different customer groups, training and sensitizing members of the SERVICOM Unit and frontline staff at all levels, on the concept and on their roles and responsibilities in the implementation of the Charter; to mention a few. The Servicom coordinator, further advised that Management of the Ministry gives more support to the SERVICOM Unit by ensuring that service delivery gaps are rectified, recommendations are implemented, reported upon, published and reviewed for continuous improvement of services. Also in her remarks, the Director in charge of the department of Reform Coordination and Service Improvement, Mrs. O.I. Philips, described the Service Charter as a comprehensive guide that details the roles and services of the Ministry’s departments, units, and agencies; “This maiden edition is aimed at educating staff, customers, and stakeholders on the Ministry’s operations and commitment to service excellence,” she said. She emphasized on the role of SERVICOM, as a bridge between the Ministry and the public, ensuring that services are people-centered and continuously improved upon; “It will coordinate the development, review, and dissemination of service charters across the Ministry and its agencies,” she added. 1. First, I would like to thank the Board of Governor led by Mr. U.K. Eke, MFR, FIoD of the IoD Center for Corporate Governance for paying me this courtesy visit.
2. I am a very proud member of the Center, so I know and acknowledge the good and important work that you are doing in promoting good governance practices in Nigerian companies and the Public Sector.
3. The ideals that the Center promotes align seamlessly with the fundamental principles that underpin effective and responsible leadership. This includes Integrity, Meritocracy, Professionalism, Accountability and Probity, Customer Centricity and Teamwork.
4. I recall that as the Managing Director/Chief Executive of the Federal Mortgage Bank of Nigeria (FMBN) IoD was a strong partner and insightful resource during the series of Board/Management Retreats and Capacity Building/Training programs that we carried out.
5. During these sessions we sought to build a new culture of high performance that delivers results even while confronting systemic and institutional bottlenecks.
6. I believe that the robust contributions and input from IoD helped to bring clarity to our initiatives and increase staff capacity. All these resulted in the historic performance that I was able to lead the Management to record within our five years at the Bank.
7. I am proud to say that what we achieved in five years at FMBN was far more than what previous managements had achieved in 25 years before we came on board.
8. As the Minister of Housing and Urban Development, I plan to continue this collaboration with IoD.
9. Fortunately, the FMBN is under the supervision of our Ministry, so we are going to promote and encourage that engagement. We will do the same for the Federal Housing Authority.
10. We would leverage your capacities and resources to boost professionalism and effective leadership at all levels within the Ministry and Agencies towards powering our Action Plan for Housing and Urban Development.
11. We hope that we can do this through periodic retreats, seminars, brainstorming sessions to empower our professionals with the right leadership techniques.
12. In line with the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we intend to build a Ministry of Housing and Urban Development that embraces the performance-driven culture of the private sector so that we can more effectively deliver homes and livable communities for Nigerians.
13. I acknowledge the challenges and past failed attempts in the housing sector. But I am hopeful that by leveraging the wealth of expertise of groups such as the IoD Center for Corporate Governance, and the cooperation of our Directors and Ministry staff, we shall deliver the Renewed Hope vision of His Excellency, President Bola Ahmed Tinubu, GCFR, for the housing and urban development sectors.

REMARKS BY THE HONOURABLE MINISTER OF HOUSING AND URBAN DEVELOPMENT ON THE GOLDEN JUBILEE CELEBRATION OF FEDERAL HOUSING AUTHORITY AT THE INTERNATIONAL CONFERENCE CENTRE ABUJA ON 23RD NOVEMBER 2023.
Protocols
1. I would like to start by congratulating the Federal Housing Authority (FHA), Nigeria’s oldest housing institution, on this occasion of its 50th anniversary celebration.
2. I also want to congratulate the Management and staff – retired and present – of FHA for keeping the fire of its mandate burning through these 50 years despite systemic, human-made and macroeconomic challenges.
3. While we mark 50 years it is important for us to confront the truth of its history to learn the lessons from there. It is only based on this basis that we can begin the process of building a new FHA that delivers on its mandate.
4. In 1973, the Federal Housing Authority was created with the mandate to provide housing to low- and medium-income earners nationwide. These functions were further expanded under the 2012 National Housing Policy to include the following key provisions.
• To develop and manage real estate on a commercial basis in all states of the Federation and the Federal Capital Territory (FCT).
• To provide sites and services for all income groups.
• To execute housing programmes in the public interest as may be approved by the Federal Government and
• To mobilize offshore funding for housing development.
5. Pursuant to the re-defined roles, the National Council on Privatization in May 2013, approved FHA’s commercialization. The aim was to reduce the magnitude and scope of financial support of the Federal Government and allow the Authority to adapt to changing business requirements. At this time FHA had only managed to deliver 37,000 houses in its 40 years of existence.
6. Now, ten years after commercialization, records show that FHA has only delivered a cumulative of just over 50,000 housing units. That shows an average of 1,000 houses per year in 50 years. This is clearly not acceptable, especially from Nigeria’s foremost housing agency that has so many institutional advantages that it can leverage to deliver more results. This includes free access to land from the federal government in all layouts and new districts, relationships with other government entities like the Federal Capital Development Authority (FCDA) and strategic positioning to engage in Public Private Partnerships (PPPs) with reputable developers given its name recognition as a government agency.
Last month, during the Shelter Afrique EGM in Algeria, I discovered from my engagements with the Algerian Government that an Agency like the FHA delivers between 400,000 and 1m houses annually. In fact, in a particular year, that Agency delivered 1,060,000 houses. This underscores the need for FHA to aggressively upscale its delivery capacity.
7. I am also pained to say that analysis of all the PPPs that the FHA has entered into over the years have delivered little or no value to the country. This is also not acceptable. FHA needs to wake up to its responsibilities.
8. We have a serious housing crisis and current efforts; speed of delivery and strategies must be increased to meet the challenge. FHA must see this 50 years anniversary as a moment of soul-searching and resolve that the next 50 years will tell a different story. Like they say, we cannot change the past, but we can shape the future by doing things differently.
9. What we need at FHA is leadership that is visionary and can innovate, think outside the box, while tackling problems. We can see this from the progressive, agenda setting and performance-driven leadership style of His Excellency, President Bola Ahmed Tinubu, GCFR.
10. His leadership is gradually re-setting Nigeria on the path of sustainable growth and economic prosperity. It is this sort of leadership that Mr. President demands for the housing and urban development sector, which we must all collectively provide.
11. So, today, we are celebrating the Renewed Hope for the Federal Housing Authority. The fact that FHA is marking its 50th anniversary just six months into the administration of His Excellency, President Bola Ahmed Tinubu, is not only a pleasant coincidence, but a golden opportunity for us to begin the process of writing a different, more progressive story for the next 50-years of the institution.
12. Under the Renewed Hope Vision of His Excellency, President Bola Ahmed Tinubu, GCFR, we want to see a reformed, more efficient, and capable Federal Housing Authority (FHA) that would have the financial strength to deliver more on its mandate.
13. FHA is the one agency that has the license to play in all income segments, so the ministry expects the FHA to make judicious use of this advantage in the broad strategy of the government to deliver housing to Nigerians. I want to see the FHA go to the capital market, issue bonds, and raise funding to deliver mass housing projects across the country, market them, payback the loans, and declare profit. In the next fifty years, we expect that FHA would be celebrating millions of homes built and successfully delivered to Nigerians.
14. As the Minister of Housing and Urban Development, I am ready to provide the necessary leadership that is required to move FHA forward. This includes granting the necessary Ministerial support for FHA to access funding from international development finance institutions such as Shelter Afrique.
15. We can do this because we have a President who is a gamechanger. He has the political will to break all systemic barriers that have prevented government agencies such as FHA from delivering on their mandates and playing their role in moving Nigeria forward.
16. As part of our plans to ensure that housing agencies under the supervision of the Ministry are optimized to deliver on our target of providing affordable homes to Nigerians, we have composed a Housing Reform Team of experts, stakeholders, agency representatives, professional bodies, and academia to develop a robust framework for reform of the housing sector including thorough review of relevant laws and facilitation of necessary legislative amendments. This includes the following:
a. The Land Use Act, 1978
b. National Housing Fund (NHF) Act,1992
c. Federal Mortgage Bank of Nigeria (FMBN) Establishment Act, 1993
d. Federal Housing Authority (FHA) Act,1973
e. PenCom Act to allow for increased investment in housing.
f. Driving Nationwide adoption and passage of the foreclosure law in states.
17. We have secured the Presidential consent and will be inaugurating the Team within the next two weeks with a mandate to deliver their reports within two months. It is important to say that we are not trying to re-invent the wheel but to build on the existing body of industry knowledge. What we have lacked over the years is the POLITICAL WILL to implement them, which we now have in President Bola Ahmed Tinubu.
18. I believe that the reforms and legislative amendments that the Housing Reform Team will execute in collaboration with stakeholders and the National Assembly will be the most comprehensive set ever done in the history of housing and urban development in Nigeria. This will give birth to a new FHA and other housing agencies that are fully empowered with the legal and financial capacity to deliver on their mandates.
19. We are also working to implement the much-needed reforms that will ensure quick, easy, and efficient access to land. We have composed and secured Presidential consent to inaugurate a land reforms committee comprising state governments, traditional rulers, relevant agencies, professional bodies, academia, stakeholders to ensure buy-in and inclusivity.
20. With their recommendations we will draft an Executive Bill and proceed to the National Assembly for the amendment of the obsolete Land Use Act 1978 that has hindered the development of the housing sector.
21. In line with our policy of building on existing knowledge so we can move at a faster pace to deliver value, we invited and met with the Presidential Technical Committee on Land Reforms. And I must say that it was a wise decision to do so. This is because we now have access to the comprehensive work they have done over the past 14 years on Land Reforms in our country. Immediately after the meeting we set up an Internal Ministerial Committee to review and recommend for inclusion in our land reforms strategy relevant parts of their recommendations. Part of this will be the establishment of the National Land Commission to spell out the guidelines and regulations for operationalizing the Land Use Act, 1978.
22. On policy implementation we have called up and met with the FMDQs on the National Housing Strategy (NHS) that was launched in May this year. We have reviewed the document thoroughly towards identifying initiatives for inclusion in our plans for implementation.
23. In line with the Renewed Hope plan to ensure that all Nigerians including the NO INCOME, vulnerable and underprivileged groups have access to decent and dignified accommodation, we are also creating the framework for the establishment of a National Social Housing Fund (NSHF). This is because we believe that access to decent shelter is a not only a necessity but a human right and that all Nigerians across all income segments deserve a decent home to live and grow.
24. We have also prioritized building materials manufacturing in the country. This will ensure economic growth, create jobs, and reduce dependency on imports. To ensure success, we have composed a Building Materials Manufacturing Task Team comprising of experts and representatives from relevant government agencies, academia, professional bodies, and industry associations. They will conduct a thorough assessment of the current state of the building materials manufacturing sector and produce a strategic plan for reforming the sector for implementation. We plan to inaugurate the Team very soon. Our plan is to build six (6) building materials manufacturing hubs, one in each of the six (6) regions of the country.
25. To increase the stock of housing supply, we have also composed and will inaugurate a Multi-Agency Project Delivery Team. The Team will ensure that all housing agencies including FHA work together towards optimizing their strengths to increase the stock of quality houses to Nigerians. The Team comprises highly qualified and experienced professionals with expertise in housing development, urban planning, infrastructure, finance, and project management.
26. FHA will also play a key role in our New City Development Plan. Here the Ministry plans to lead partnerships with the private sector, local and international investors, towards redefining the concept of cities in Nigeria and decongesting city centers and state capitals in line with the Renewed Hope Agenda of Mr. President.
27. The first phase of the New City Development Plan aims to deliver Renewed Hope Cities ranging from 1,000 housing units per site in one location in each of the six geo-political zones of the country and FCT namely: Abuja, Lagos, Kano, Borno, Nasarawa, Rivers, and Enugu States, while the remaining thirty (30) States will have Renewed Hope Estates each with a minimum of 500 housing units.
28. The Renewed Hope Cities will have inclusivity at their core: They will include Multi-Level Flats to cater to low-medium income earners; Terrace and Detached Bungalows and Duplexes for the high-income earners. The Renewed Hope Estates will have 1,2- and 3-bedroom affordable bungalows.
29. Overall, we aim to deliver under this phase 1, a total of 40,000 homes from a mix of sponsors comprising the Federal Ministry of Housing and Urban Development’s budgetary allocation, the Federal Mortgage Bank of Nigeria (FMBN), and through Public Private Partnerships with reputable developers in the delivery of the new cities.
30. Ownership Options include Mortgage Loans, Rent-to-Own and Outright Purchase.
31. At 25 jobs per unit, the first phase of the project will create direct and indirect 1,000,000 jobs helping to achieve the target to lift 1million Nigerians out of poverty.
32. Under Phase 1 of the Slum Upgrading Programme, the Ministry plans a total of 26 sites nationwide. This includes four (4) sites in each of the six regions of the country totaling twenty-four (24) and two (2) in the FCT. The key services to be provided at the identified sites will include water supply, solar streetlights, rehabilitation of access roads, construction of drainages and waste management and sanitation services amongst others.
33. The Federal Housing Authority has a major role to play in our ‘Renewed Hope Agenda’ for housing and urban development. So, getting FHA to fulfill its mandate is a priority to us. We will encourage the Authority to operate optimally. We will drive the process for the release of the Take- off grant proposed for the Authority prior to its partial commercialization.
34. As an agency that is not on the budget, we will strengthen FHA to be able to source private sector funds -locally and internationally – to drive its operations. What I want the FHA to know is that being partially commercialized and not being on the budget is a good thing. It gives you the latitude to become more creative and innovative in tapping financing for your activities.
35. On this note, once again, I thank you all for joining us to mark the 50th Anniversary of Nigeria’s oldest housing institution and to celebrate the Renewed Hope for a more impactful and progressive FHA. It’s the Renewed Hope Era and all federal agencies must be primed to fire on all cylinders towards meeting Nigeria’s housing needs.
