Housing Ministry Honours Outstanding Staff at 2025 Ministerial Awards Ceremony

The Federal Ministry of Housing and Urban Development has held its 2025 Ministerial Rewards and Recognition Award Ceremony, reaffirming its commitment to promoting excellence, integrity, and outstanding service delivery within the Civil Service.

The colourful ceremony, which took place at the Ministry’s Headquarters in Abuja, brought together top management staff, directors, and employees to celebrate eleven exceptional officers whose dedication, professionalism, and performance distinguished them among their peers.

The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, stated that the initiative aligns with the directive of the Head of the Civil Service of the Federation to institutionalize a culture of merit-based recognition, productivity, and excellence across Ministries, Departments, and Agencies.

The Minister expressed deep appreciation to the Award Selection Committee for their diligence and transparency in the screening process, noting that their efforts ensured that only truly deserving staff were honoured.

“This occasion is one of the proud moments for the Ministry. I am particularly pleased with the spread of award categories and the quality of awardees selected from across various departments,” he said.

Arc. Dangiwa further emphasized the importance of mentorship in the service, urging Directors and senior officers to deliberately groom and guide younger officers before exiting the system. According to him, sustained mentorship is critical to preserving institutional knowledge and strengthening the future of the Civil Service.

In his opening remarks, the Permanent Secretary, Dr. Shuaib Belgore, described the awards ceremony as a strategic initiative to motivate staff, encourage healthy competition, and reinforce a culture of excellence and accountability.

He noted that the Ministry’s performance at previous national Civil Service Awards, where some staff emerged winners, has further inspired the drive to achieve greater recognition at the national level.

“Our goal this year is not only to participate but to excel by winning multiple awards, including the overall best in the Civil Service category, which comes with significant incentives such as houses, vehicles, and computers,” he stated.

Dr. Belgore explained that while many officers are deserving of recognition, the awardees represent the peak of performance, having emerged through a rigorous and merit-driven selection process. He added that the Ministry has institutionalized a robust recognition system, including monthly staff awards and departmental “Staff of the Month” displays, culminating in the selection of overall best performers.

“Those honoured today have demonstrated consistent excellence and have earned their recognition through hard work and commitment to duty,” he added.

Earlier in his welcome address, the Director of the Special Projects Unit, Mr. Olatunde Ajayi, described the ceremony as a platform to celebrate excellence and inspire others to strive for higher standards of service delivery.

He assured that the selection process adopted by the Ministerial Awards Selection Committee was thorough, transparent, and strictly guided by Federal Public Service policies and guidelines. According to him, the criteria focused on measurable performance, accountability, commitment to service delivery, and continuous improvement.

The 2025 Ministerial Rewards and Recognition Award Ceremony underscores the Ministry’s unwavering commitment to building a motivated workforce driven by excellence, professionalism, and dedication to national development.

Housing Minister Declares Open 19th Africa International Housing Show Unceils New State by State Housing Campain * Says FG to convene States Housing Roundtables * To embed Housing Reform Champions in State Governments Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, officially declared open the 19th Edition of the Africa International Housing Show (AIHS), reaffirming the commitment of the Federal Government under the Renewed Hope Agenda of President Bola Ahmed Tinubu to bridge Nigeria’s housing gap through bold, inclusive, and innovative reforms. Delivering his opening address at the Transcorp Hilton, Abuja, before an audience of Ministers, Members of Parliament, Ambassadors, development partners, housing professionals, financial institutions, and private sector leaders from across Africa and beyond, Arc. Dangiwa stressed that affordability remains the biggest barrier to homeownership on the continent, despite growing housing supply efforts. “Across Africa, millions of families still cannot afford decent homes even when they are available. This administration is not just building houses; we are fixing the structural and macroeconomic foundations that will make housing truly affordable and sustainable for Nigerians today and in the future,” the Minister said. He highlighted the Federal Government’s three-tier Renewed Hope Housing Programme - comprising Renewed Hope Cities, Renewed Hope Estates, and Renewed Hope Social Housing Estates - as the blueprint for delivering affordable homes nationwide. To date, over ₦70 billion in private capital has been mobilized under Public-Private Partnerships (PPPs) to drive large-scale urban housing developments. The Minister also spotlighted key interventions by the Federal Mortgage Bank of Nigeria (FMBN), including the Rent-to-Own Scheme and Rental Assistance Product, designed to ease housing pressure on urban workers and young families, as well as the upcoming MOFI Real Estate Investment Fund (MREIF) to expand access to long-term mortgage loans at affordable rates. In a major announcement, Arc. Dangiwa unveiled plans for a State-by-State Homeownership and Housing Development Campaign, a collaborative initiative with State Governments, private developers, and development partners aimed at bridging policy execution gaps at sub-national levels. “We will embed Housing Reform Champions in State Governments, convene State Housing Roundtables, and provide hands-on support to structure viable housing projects and unlock financing opportunities,” the Minister explained. He further reiterated the commitment of the Ministry to urban renewal and slum upgrades, aligning with the UN-Habitat Global Action Plan and the Addis Declaration on Inclusive Urban Development to ensure that “no one and no place is left behind.” Arc. Dangiwa called on development finance institutions, donor agencies, and the private sector to partner with the Federal Government in transforming shared knowledge from forums like AIHS into tangible results for Nigerians. “Housing is not a privilege. Housing Minister Assures Contractors of Payments, Urges them Not to Despair Minister of Housing and Urban Development, Arc. Ahmed Dangiwa has assured the contractors of the ongoing Renewed Hope Estates nationwide of their payments as soon as practicable. The Minister spoke in Kano, Friday, July 25th, 2025 during an inspection of the ongoing construction of the Renewed Hope City and Estate in Lambu, Kano State. Arc. Dangiwa was responding to the complaints of non payments by the contractors handling the Renewed Hope Estate project in Kano, assuring them that government was working to have their payments effected as soon as practicable. “ I urge you not to despair as all your payments would be made as soon as practicable" he stated. The Minister was on the inspection along with the minister of state, Rt. Hon. Abdullahi Yusuf Ata and some Directors of the ministry. The federal government through the Ministry of Housing and Urban Development is currently constructing 250 units Renewed Hope estate in 12 states across the six geo- political zones of the country under President Bola Ahmed Tinubu’s Renewed Hope Housing Programme. Provision is also being finalized to flag off construction of the same project in the remaining 24 states in order to make affordable housing available for Nigerians. Government is also constructing seven Renewed Hope Cities, one in each geo-political zone and FCT, with the Kano, Lagos and FCT cities in advanced stage, while the take off in the remaining four zones of north east, north central, south south and south esat is in the offing. Arc. Dangiwa commended the contractors of the Kano renewed hope estate for the progress of work so far despite the delay in getting payments, assuring them that they will be sorted out soon. The Minister and team also inspected the site of the Kano 2000 units Renewed Hope City which is under the PPP financing arrangement, appreciated the progress of work, and charged the developers to adhere with the delivey timeline of end of August, 2025. FG To Create Two Million Jobs Through National Social Housing Programme * Housing should be considered priority sector- Dangiwa * Reps Committee will work to ensure visible, impactful result to the country- Jibrin Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has revealed the aim of the Federal government to create lots of employment for Nigerians, that will boost local economies, through the Renewed Hope Social Housing Programme. Arc. Dangiwa disclosed this during the Ministry’s engagement on its operations, with the House of Representatives Committee on Housing and Habitat, at the National Assembly Complex, Abuja. According to the Minister, the Renewed Hope Social Housing Programme was designed to provide homes for low-income earners, the unemployed, vulnerable groups, and Internally Displaced Persons, stating that 100 housing units will be constructed in each of the 774 local government areas across the country. He disclosed that over 2 million jobs will be created at 25 persons per job, 27 jobs per location, in 77,400 locations. While informing that funding of the programme would be through the Renewed Hope Infrastructure Development Fund, Dangiwa stated that the committee will be fully briefed after approval of the NSHP documents by President Bola Tinubu, GCFR. “After the take off of the project, we are going to bring a bill to the National Assembly for the project to be sustainable, so that we can have national social housing fund”, he stated. Dangiwa brought the committee up to speed with the status of ongoing projects of the Ministry, explaining that ongoing projects were carried along from the previous year and the 2022 supplementary budget during the first and second quarter of the present year, while awaiting further review of the 2025 budget from the budget office of the federation. He revealed that most of the Renewed Hope Cities and Estate projects were at advance level of completion, assuring that once monies were released, the projects would be completed and ready for commissioning, within two months. The Minister joyfully informed the committee of a recent visit to the Renewed Hope City in Karsana Abuja, with the developers and financiers, saying that the project was at a valid stage of completion and targeted to be completed by the end of August, but for the ongoing construction of access roads awarded by Minister of the FCT which would delay commissioning. Similarly, he highlighted the progress so far achieved at the Renewed Hope Cities in Kano and Lagos States, both gearing up for commissioning soon. On subscription for the houses, Arc. Dangiwa told the committee that it has commenced on all the sites, and developers already recouping their monies. Arc. Dangiwa further told the committee that the Ministry has written to Accountant General of the Federation to be considered a priority sector for the government, when funds are released. On his part, the Chairman House Committee on Housing and Habitat, Hon. Abdulmumin Jibrin Kofa, emphasized on the committee’s commitment to resolving problems effectively, assuring the Minister that all issues will be attended to. REMARKS BY THE HON. MINISTER OF HOUSING AND URBAN DEVELOPMENT AT THE FHMUD MOU SIGNING WITH CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED AND CEEZALI LIMITED ON THURSDAY, DECEMBER 21, 2023.

Good morning, ladies, and gentlemen.
1.   I am really excited because after several months of strategic planning, engagements and hard work we are today set to record a significant milestone in our quest to deliver on the Renewed Hope Vision of His Excellency, President Bola Ahmed Tinubu for Housing and Urban Development.
2.   In a short moment we will be signing a Memorandum of Understanding with a consortium comprising CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED and CEEZALI LIMITED for the delivery of 100,000 housing units across Nigeria.
3.   The housing units are to be delivered under a Strategic Public Private Partnership (PPP) as part of our Renewed Hope Cities and Estates Program. Under the terms of this partnership the consortium will be the ones to provide construction finance and build the housing units to completion based on agreed housing designs and prices.
4.   The Federal Ministry of Housing and Urban Development on its side will facilitate provision of affordable mortgage loans to offtakers through the Federal Mortgage Bank of Nigeria (FMBN), facilitate the approval and the grant of all legal titles in select lands for the projects as part of its efforts to create an enabling environment for private sector investment in the housing sector.
5.   Target beneficiaries are Nigerians in both the formal and informal sectors of the economy that contribute to the National Housing Fund (NHF) Scheme.
6.   The 100,000-housing Renewed Hope Housing Project is to be implemented in two phases. Phase One will deliver 20,000 in the Federal Capital Territory (FCT) while Phase Two will deliver 60,000 houses in select locations across the six geopolitical zones of the Federal Republic of Nigeria.
7.   At 25 jobs per unit, this PPP will create 2,500,000 direct and indirect helping to achieve His Excellency, President Bola Ahmed Tinubu’s target to lift 100million Nigerians out of poverty.
8.   The housing problem that Nigeria faces is massive, and I sincerely believe that the task of developing Nigeria’s housing sector, ensuring increased access to decent and affordable housing is a collective endeavor. It is a patriotic job that requires the contribution, and active participation of all stakeholders across the entire housing value chain - from developers, mortgage bankers, development finance institutions, and government-owned housing institutions. We are all part of the housing eco-system and all that we do in our various spaces and areas of responsibilities impact positively or negatively on our collective desire to build a better and functional housing system that works for Nigerians.
9.   We recognize that we cannot tackle Nigeria’s housing problem from budgetary allocation. So, we have prioritized Public Private Partnerships as effective tools for complementing government efforts to bridge the housing deficit.
10.   And we aim to do it right. That is why we have developed a robust framework to ensure that each one that we as a Ministry enters is structured to succeed. Our PPP model involves transparent agreements, clear roles and responsibilities, and risk-sharing mechanisms to ensure accountability, fairness, and long-term sustainability.
11.   These partnerships enable leveraging the strengths of both the public and private sectors, fostering innovation, efficiency, and increased access to funding. By combining the resources, expertise, and creativity of both sectors, we plan to facilitate the development of affordable housing, infrastructure, and sustainable communities that align with the diverse needs of our populace. Our long-term goal is to address the housing shortage and enhance the quality of life for our citizens.
12.   I would like to commend the leadership of the consortium CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED and CEEZALI LIMITED for their passion for this project. And I look forward to working with them towards ensuring that we deliver as spelt out in the MoU.
13.   With this MoU Signing, we are ending the year 2023 on a very strong note and setting a solid foundation for a strong start for the new year 2024.

3.   Your presence here today symbolizes the unity and collective dedication towards the advancement of the built environment in Nigeria. The collaboration and synergy between the government and professional regulatory bodies plays an integral role in steering our nation's housing and urban development agenda forward.
4.   As stakeholders in the built environment sector, your respective organizations play a pivotal role in ensuring professionalism, adherence to standards, and the promotion of sustainable development practices. 6.   As the Minister of Housing and Urban Development, I want to assure you all of my commitment to implementing historic reforms that will reset the housing and urban landscape of the country.
7.   His Excellency, President Bola Ahmed Tinubu, GCFR, has a bold vision for the sector and is committed to backing it up with the necessary political will to break down all barriers that discourage investment in the sector.
8.   At the Ministry, I have taken Mr. President’s vision and am determined to actualize it. We want to drive through initiatives that will create an enabling environment for easier, safer, and profitable private sector investments in the sectors.
9.   Top on our agenda is establishing credible, scientific, and reliable housing data for planning and policy formulation.
10.   For years, our nation has grappled with conflicting and unsubstantiated figures regarding this crisis. The range of estimates, varying from 17 million to 28 million, has not only been a source of embarrassment but also a hindrance to effective policymaking and strategic planning.
11.   We plan to fix this national embarrassment by developing and implementing a mechanism to deliver reliable housing data to guide policy formulation. We have begun a strategic collaboration with the National Population Commission on housing data. The plan is to work with the Commission to design and implement survey instruments specifically tailored to address housing-related questions to arrive at the actual housing deficit during their upcoming population and housing census exercise.
12.   We understand clearly that the housing deficit is not solely about the quantity of structures but also about the quality of living conditions. So, we want to know whether the homes that Nigerians live in provide access to good sanitation, proper toilets, sufficient living spaces, a healthy environment, and other essential amenities.
13.   To ensure that housing agencies under the supervision of the Ministry are optimized to deliver on your target of providing affordable homes to Nigerians, we have composed a Housing Reform Team of experts, stakeholders, agency representatives, professional bodies and academia to develop a robust framework for reform of the housing sector including thorough review of relevant laws and facilitation of necessary legislative amendments.
14.   This includes the Land Use Act of 1978, National Housing Fund (NHF) Act 1992, Federal Mortgage Bank of Nigeria (FMBN) Establishment Act 1993, Federal Housing Authority (FHA) Act 1973, PenCom Act to allow for increased investment in housing and the nationwide adoption and passage of the foreclosure law in states.
15.   The reforms and legislative amendments that the Reform Team will execute in collaboration with stakeholders and the National Assembly will be the most comprehensive set ever done in the history of housing and urban development in Nigeria.
16.   We have also composed a Multi-Agency Project Delivery Team that will ensure that all housing agencies work collaboratively together towards optimizing their strengths to deliver decent and affordable housing to Nigerians.
17.   In line with the Renewed Hope vision, we are also leading the much-needed reforms to ensure quick, easy, and efficient access to land, we have defined a framework for implementing historic land reforms that would unlock estimated $300bn in dead capital. Our aim is to ensure that Nigerians have legal titles over their land so they can use it to access credit for their business. Over 97% of land in Nigeria do not have titles thereby limiting its potential as an economic resource. We have engaged the Presidential Technical Committee on Land Reforms (PTCLR) and committed to reviewing and incorporating relevant recommendations.
18.   A key part of this includes the establishment of a National Land Commission. The Commission will provide the guidelines and regulations for operationalizing the Land Use Act 1978. This will help streamline land administration.
19.   To drive this process, we have composed a land reforms team comprising state governments, traditional rulers, relevant agencies, professional bodies, academia, stakeholders to ensure buy-in and inclusivity. With their recommendations we will draft an Executive Bill and proceed to the National Assembly for the amendment of the obsolete provisions in Land Use Act 1978.
20.   In line with the Renewed Hope Vision to ensure that all Nigerians including the NO INCOME, vulnerable and underprivileged groups have access to decent and dignified accommodation, we are creating the framework for the establishment of a National Social Housing Fund (NSHF) for your consideration and approval. We believe that access to decent housing is a human right, and all Nigerians deserve access to quality shelter.
21.   We also plan to boost building materials manufacturing in the country towards ensuring economic growth, creating jobs, reducing dependency on imports, and lowering the cost of construction materials and housing delivery.
22.   Our plan is to build six (1) Building Materials Hubs in each geo-political zone in the country. The hubs will be provided with relevant facilities, including access roads, electricity, fit for purpose housing and relevant linkages for manufacturers to site their firms and operate.
23.   To this end we have already composed a Building Materials Manufacturing Task Team comprising of experts and representatives from relevant government agencies, academia, professional bodies, and industry associations. Primarily, their job is to conduct a thorough assessment of the current state of the building materials manufacturing sector and produce a strategic plan for reforming the sector for implementation. We have already identified a set of consultants for prototype design of the hubs to be located one in each geo-political zone.
24.   In doing all these, we recognize the indispensable role of all professional bodies in the built environment and requested that you send representatives in those reform teams. Our partnership with the professionals will remain steadfast as we work hand in hand to devise innovative solutions, implement policies that promote sustainable development, and create environments that enhance the quality of life for all citizens.
25.   I assure you of my ministry's unwavering support in creating an enabling environment that fosters growth and development within the built environment sector. We are committed to working hand in hand with your esteemed organizations to formulate policies that are responsive to the evolving needs of our nation and its citizens.
