Housing Ministry Honours Outstanding Staff at 2025 Ministerial Awards Ceremony

The Federal Ministry of Housing and Urban Development has held its 2025 Ministerial Rewards and Recognition Award Ceremony, reaffirming its commitment to promoting excellence, integrity, and outstanding service delivery within the Civil Service.

The colourful ceremony, which took place at the Ministry’s Headquarters in Abuja, brought together top management staff, directors, and employees to celebrate eleven exceptional officers whose dedication, professionalism, and performance distinguished them among their peers.

The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, stated that the initiative aligns with the directive of the Head of the Civil Service of the Federation to institutionalize a culture of merit-based recognition, productivity, and excellence across Ministries, Departments, and Agencies.

The Minister expressed deep appreciation to the Award Selection Committee for their diligence and transparency in the screening process, noting that their efforts ensured that only truly deserving staff were honoured.

“This occasion is one of the proud moments for the Ministry. I am particularly pleased with the spread of award categories and the quality of awardees selected from across various departments,” he said.

Arc. Dangiwa further emphasized the importance of mentorship in the service, urging Directors and senior officers to deliberately groom and guide younger officers before exiting the system. According to him, sustained mentorship is critical to preserving institutional knowledge and strengthening the future of the Civil Service.

In his opening remarks, the Permanent Secretary, Dr. Shuaib Belgore, described the awards ceremony as a strategic initiative to motivate staff, encourage healthy competition, and reinforce a culture of excellence and accountability.

He noted that the Ministry’s performance at previous national Civil Service Awards, where some staff emerged winners, has further inspired the drive to achieve greater recognition at the national level.

“Our goal this year is not only to participate but to excel by winning multiple awards, including the overall best in the Civil Service category, which comes with significant incentives such as houses, vehicles, and computers,” he stated.

Dr. Belgore explained that while many officers are deserving of recognition, the awardees represent the peak of performance, having emerged through a rigorous and merit-driven selection process. He added that the Ministry has institutionalized a robust recognition system, including monthly staff awards and departmental “Staff of the Month” displays, culminating in the selection of overall best performers.

“Those honoured today have demonstrated consistent excellence and have earned their recognition through hard work and commitment to duty,” he added.

Earlier in his welcome address, the Director of the Special Projects Unit, Mr. Olatunde Ajayi, described the ceremony as a platform to celebrate excellence and inspire others to strive for higher standards of service delivery.

He assured that the selection process adopted by the Ministerial Awards Selection Committee was thorough, transparent, and strictly guided by Federal Public Service policies and guidelines. According to him, the criteria focused on measurable performance, accountability, commitment to service delivery, and continuous improvement.

The 2025 Ministerial Rewards and Recognition Award Ceremony underscores the Ministry’s unwavering commitment to building a motivated workforce driven by excellence, professionalism, and dedication to national development.

Housing Ministry Goes Digital With ECM System September 30th, 2025 * ECM, a technology-driven system to reduce paper work and improve service delivery The Federal Ministry of Housing and Urban Development will officially go live with its Electronic Content Management (ECM) System, on 30th September, 2025. ECM is a system introduced to digitalize records management and streamline all official correspondences, thereby reducing paperwork and improving service delivery. This development is in line with the directives of the Head of the Civil Service of the Federation, aimed at strengthening efficiency, accountability, and transparency in the operations of Ministries, Departments and Agencies (MDAs). The Ministry is notifying that all external correspondences with the Ministry, henceforth shall be conducted exclusively through its official email platforms listed below: hmregistry@fmhud.gov.ng hmsregistry@fmhud.gov.ng psregistry@fmhud.gov.ng Furthermore, the Ministry will deploy its official website and social media platforms to publicize this initiative and ensure that stakeholders and the wider public are well informed. The Deputy Director and head of the ICT Department of the ministry, Dr. Marcus Amiolemen appreciates the Permanent Secretary, Dr. Shuaib Belgore for providing all the necessary supports and approval for the ECM system to come on stream in the Ministry. The Ministry assures all partners, stakeholders, and members of the public of its commitment to leveraging technology-driven systems to deliver better services in line with global best practices. It could be recalled that the Bureau of Public Service Reforms (BPSR), had last year in October named the Federal Ministry of Housing and Urban Development as the ' Best MDA in Innovative Use of Technology, 2024' and the Honourable Minister Arc. Ahmed Dangiwa honoured with the Award of "Distinguished GovTech Trailblazer". The Director General BPSR, Dr. Dasuku Arabi, stated that the awards were in recognition of the Ministry’s “outstanding leadership in advancing technology initiatives and digitization programmes that contribute to the digital transformation agenda in the public sector and enhance service delivery.” Specifically, BPSR highlighted the launch and efficient operation of the innovative Online Renewed Hope Housing Portal (www.renewedhopehomes.fmhud.gov.ng), by the Ministry, which has made it easier and more convenient for Nigerians to own homes under the Renewed Hope Cities and Estates Programme. The Bureau had also cited the Ministry’s Electronic Certificate of Occupancy Technology System, which has simplified the process of signing and issuing titles for federal real estate, making it faster, easier, transparent, and secure as another breakthrough innovation by the ministry of housing under Arc. Housing Ministry Sensitizes Staff On Innovative Ideas, Creativity. * New ideas improve service efficiency, make work more enjoyable - Belgore Ministry of Housing and Urban Development has organised a one day sensitization programme for management and staff, aimed at encouraging innovation; creativity, and continuous improvement in service delivery. The programme, anchored by the Reform Coordination and Service Improvement was ‎in line with the Government's vision to foster a culture of innovation across all public institutions. It is under the pillar of the Federal Civil Service Strategy and Implementation Plan (FCSSIP 25). ‎In his remarks the Permanent Secretary Dr. Shuaib Belgore emphasized on the importance of innovation in a work environment, noting that it has not received the attention it deserves. ‎He highlighted the need for new ideas to improve service efficiency and make work more enjoyable; “When we have new ideas, we get new energy, we are able to perform better, and also able to satisfy our charter of service to Nigerians”, he stated ‎While restating the Ministry’s primary objectives of providing affordable housing to Nigerians, Dr. Belgore noted that the Ministry also engages in land administration, urban renewal, roads, water, electricity, and other forms of lighting. ‎He expressed delight in flagging off the program, saying that it would enable staff cultivate ideas towards producing innovative ways of addressing service, not limited to the Ministry’s mandate, but ideas that would improve service delivery generally. ‎The Permanent Secretary recalled the innovation challenges conducted by the Head of Service over some years which has generated many ideas across different ministries, with awards for the best ideas. ‎He cited specific examples of innovative ideas at the recent innovation award by the Head of Service to include an internet radio for civil servants and a mentorship program, with the internet radio winning as the best idea. ‎Dr. Belgore expressed confidence in the ministry's ability to produce innovative ideas and win future innovation prizes, urging participants to think of new ways to improve service efficiency. ‎He further encouraged participants to embrace technology and innovative ways of doing things, noting that the world was moving towards everything being technology-driven. ‎Earlier in her welcome remarks, the Head Reform Coordination and Service Improvement department, Ibifuro Philips- Ogoniba (mrs), informed that the third quarter sensitization program was in line with the department's work plan of 2025, and the need to create awareness on innovative principles in the ministry, as part of the federal government reforms FCSSIP 2025, pillar four. ‎She mentioned some of the purpose for the sensitization program to include enhancement of effective service delivery, promoting better attitude to work, enhancement of conducive work environment, amongst others. ‎In his presentation, the representative from the Service Innovation department of the Head of Service, Mr. Henry Nwaedo focused on Design Thinking and its application in civil service innovation. ‎He explained that Design thinking involves visualizing gaps in the environment and finding solutions to address them. ‎Nwaedo further highlighted some benefits and challenges of Design Thinking. ‎Also in his presentation, the Managing Director, Hitech Integrated Services LTD, Micheal Ojiyovwi emphasised that innovation is no longer optional but essential for effective governance and service delivery. ‎He discussed some challenges and solutions in innovation, as well as the role of Information Communication Technology (ICT), pointing out the need for better infrastructure and support for ICT within the civil service. Investment in Building Materials Aligns with FG's Manufacturing Hubs Initiative - Ata Minister of State for Housing and Urban Development, Rt Hon. Yusuf Abdullahi Ata, has commended the large scale Investments in local building materials in Nigeria, saying it gives a boost to the federal government’s building materials manufacturing hubs initiative in the six geo- political zones of the country. Ata made the commendation during his visit to Lagos and Ogun States industrial areas over the weekend. "The growth of building materials industries is a clear indication that investors have heeded the federal government's call to invest heavily in Nigeria, and this gesture is yielding fruitful outcomes." Ata said He explained that Investments in building materials would support the federal government's Renewed Hope Agenda, particularly in the housing sector and impact on the nation’s economy The minister visited Hwani Industrial complex in Shagamu and Abule Owu, Ogun State, noted that the complex's large-scale production of building materials and equipment would significantly contribute to the nation's housing needs. " The large-scale industrial complexes like Hwani would have a positive economic impact, generating revenue, creating jobs, and reducing youth restiveness" he stated He further highlighted the importance of industrial growth, and expressing satisfaction with the industry's modern machinery and manufacturing capabilities, noting that similar complexes in Nigeria's six geo-political zones would reduce unemployment, increase government revenue, and support the federal government's housing initiatives. The Minister was conducted on a tour of Hwani conglomerate, a household manufacturing industry which engages in large-scale production of household wares from foundation to finishing touches, and specializes in the large-scale production of ceramic toilet wares, fitting pipes, and wooden doors. The Managing Director of Hwani Group and Jomoo Nigeria Limited, Mr. Chen Dibau, expressed his gratitude for the Minister's visit, stating that his company is committed to producing affordable and durable household materials and equipment for Nigerians. Remarks By The Hon. Minister Of Housing And Urban Development, Arc. Ahmed Musa Dangiwa At The Ground-Breaking Of The 250-Housing Unit Renewed Hope Estate In Delta On Saturday, June 29, 2024

Distinguished Guests, Ladies and Gentlemen,

First, I would like to thank His Excellency, the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital.

Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.

Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.

With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.

As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.

This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started on Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, yesterday we were in Akwa Ibom for another 250 units and today we are happy to be here in Delta to flag off another 250 units. Next week we will proceed to Osun, Oyo, Benue, and Nasarawa states for 250 housing units in each of these states.

This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.

We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.

to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. If you collect government money, you must do the work.

We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Delta indigenes to purchase and move in.

To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.

Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Delta, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.

This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.

It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.

At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori, for promptly granting our request for the provision of land at no cost. This singular action has helped us reduce as much as 30% of the cost of the units in this estate for the benefit of potential homeowners. This is a dividend of responsible governance, and I applaud Your Excellency for this.

Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the Federal Government of Nigeria are committed to fulfilling promises and responsibilities to all Nigerians.

I want to warn in very strong terms that WE WILL NOT TOLERATE SUBSTANDARD WORK. You must be committed to delivering quality work as per the contractual terms to ensure durability.

We also want you to have this work finished within three months so that we can begin the process of getting Ebonyi indigenes to purchase and move in.

We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread. I want to assure states that have not been covered under the 2023 Supplementary Budget will be included in the Ministry’s 2024 Budget on the condition that they provide land at no cost to enhance affordability.

At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Ebonyi State, Rt. Hon.
