Housing Council Critical Avenue To Reposition Built Environment - Belgore Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore has stated that the National Council on Lands, Housing and Urban Development is a forum that provides a strategic platform for aligning federal and state policies and accelerating reforms in the housing and urban development sector. Belgore spoke in his office in Abuja on the importance of the annual meeting of the national council on Lands, Housing and Urban Development scheduled to hold in Ilorin, Kwara State beginning on the 19th January, 2026. The housing council meeting which is the 14th in the series will be held under the theme: “ Achieving Housing Delivery and Sustainable Cities Through Effective Land Management, Urban Renewal, Promotion of Local Building Materials, and Public-Private Partnership in Nigeria.” The meeting, a statutory forum for policy harmonisation between the Federal and State Governments, will bring together relevant stakeholders in the built environment to brainstorm, deliberate, share ideas and profer solutions on policy and regulatory matters in order to move the sector forward. Participants at the meeting include; States’ Commissioners, Permanent Secretaries, Directors in charge of Lands, Housing and Urban Development, Chief Executives of Housing Corporations, Surveyor-Generals, professional bodies, and other key stakeholders in the built environment sector. Hosted by the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, the council meeting will deliberate on critical issues bordering on effective land management, housing delivery, urban renewal, promotion of local building materials, and the expansion of public-private partnerships as drivers of sustainable and inclusive cities. The Executive Governor of Kwara State, His Excellency Mallam AbdulRahman AbdulRazak, the host, is expected to serve as the Special Guest of Honour at the meeting, which will take place at the Kwara Innovation Hub, Ahmadu Bello Way, GRA, Ilorin, Kwara State.
“The National Council Meeting remains a critical avenue for strengthening intergovernmental collaboration, reviewing sectoral policies, and evolving practical solutions that will fast-track the delivery of affordable housing and sustainable urban development across the country,” Belgore said.
Dangiwa Marks 2 Years in Office * Bold Reforms, Tackling Systemic Housing and Urban Development Challenges The Federal Ministry of Housing and Urban Development today marks the second anniversary of the Honourable Minister, Arc. Ahmed Musa Dangiwa, in office. Since his appointment by President Bola Ahmed Tinubu, GCFR, on August 22, 2023, Arc. Dangiwa has in line with the Renewed Hope Agenda led a historic reset of Nigeria’s housing and urban development sector, rolling out bold reforms and practical solutions that are directly tackling systemic challenges and delivering results in record time. One of the most pressing problems has been Nigeria’s housing deficit, conservatively estimated at over 17 million units. In response, the Ministry launched the Renewed Hope Housing Programme (REHHP), a three-tier model comprising Cities, Estates, and Social Housing. In just two years, over 10,000 housing units have been commenced across 14 states and the FCT—an unprecedented pace compared to the 3,500 units delivered in the eight years before this administration. Flagship projects include a 3,112-unit Renewed Hope City in Karsana, Abuja; a 2,000-unit City in Ibeju-Lekki, Lagos; a 1,500-unit City in Kano with an additional 500-unit estate; and 250-unit estates in twelve states ranging from Osun and Delta to Katsina and Nasarawa. Linked to the housing deficit is the challenge of deteriorating slums and decaying urban infrastructure. To reverse decades of neglect, the Ministry has implemented the National Urban Renewal and Slum Upgrade Programme (NURSUP), which has already transformed more than 150 communities nationwide with rehabilitated roads, drainages, clean water, solar electricity, schools, and healthcare centres. Another obstacle has been the weakness of Nigeria’s mortgage and housing finance system, which for decades made homeownership unaffordable for most Nigerians. Under President Tinubu’s directive, reforms of the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA) have strengthened and expanded single-digit mortgages, zero-down-payment rent-to-own schemes, and innovative public-private partnership models that have mobilised over ₦70 billion in private capital for housing delivery. For low-income and vulnerable Nigerians, who have historically been excluded from the housing market, the Ministry’s proposed Renewed Hope Social Housing Programme represents a bold new response. Its target is to deliver 77,400 affordable homes—100 in each of the 774 Local Government Areas of Nigeria with an affordability based pricing model. Beyond shelter, this initiative is expected to generate over 2 million jobs, empower local economies, and spread development beyond major cities into rural and peri-urban communities. But building homes is not enough without secure access to land. Today, over 96% of land in Nigeria remains untitled and undocumented, locking away billions in potential wealth as “dead capital.” To address this, the Ministry is working with stakeholders to implement the Nigeria Land Titling, Registration and Documentation Programme (Land4Growth), which will digitise registries, streamline approvals, and unlock more than $300 billion in dormant assets. This represents the most strategic and impactful initiative that would accelerate the actualization of the Renewed Hope Target of a $1Trillion Dollar GDP for the country. Another gap that long constrained effective housing delivery in Nigeria was the absence of credible, reliable data. Planning and investment decisions were often made in the dark. To fix this, the Ministry led efforts with industry stakeholders to establish the National Housing Data Centre (NHDC) Project —a centralised digital repository of housing, land, and urban development data. The NHDC is at advanced stage of providing real-time, evidence-based insights to guide government policy, attract private sector investment, and support international partners. For the first time, Nigeria is building a modern, data-driven housing ecosystem where progress can be tracked transparently and decisions made on solid evidence Equally critical has been the spiralling cost of building materials, which pushes homeownership further out of reach. The Ministry’s response has been a bold plan to establish Building Materials Manufacturing Hubs in all six geo-political zones. These hubs would boost local production, reducing dependence on imports, cutting costs by up to 25%, and creating thousands of manufacturing and logistics jobs. Years of housing fraud and abandoned projects also eroded public trust in government-backed housing schemes. To restore confidence, the Ministry has finalized a Housing Fraud Reporting Platform (HFRP) to enable citizens to report fraudulent developers and schemes. In addition, the Safeguarding FG Lands Initiative, launched with the Nigeria Police, will lead to the recovery of billions of naira worth of encroached Federal Government land for redevelopment into housing and infrastructure projects. At the same time, the shortage of skilled workers in the construction sector has been a major barrier to quality and timely housing delivery. Through the National Artisan Skills Acquisition Programme (NASAP – CraftHub), thousands of young Nigerians would be trained as carpenters, plumbers, masons, and electricians and directly linked to housing projects nationwide. To sustain momentum, the Ministry has also deepened partnerships with international development finance institutions. A landmark agreement with Shelter Afrique Development Bank will finance 5,000 affordable homes, while collaborations with UN-Habitat, World Bank would see the channeling technical and financial support to scale housing and urban reforms across the country. Reflecting on this milestone, Arc. Dangiwa said: “We inherited a housing sector riddled with systemic challenges. In just two years, through the support of Mr. President and our partners, we have rolled out strategic programmes that are delivering results. We are not just building houses; we are building hope, dignity, and prosperity for millions of Nigerians. And we are only just beginning.” As the Honourable Minister marks his second year in office, the Ministry reaffirms its commitment to scaling up delivery under the Renewed Hope Agenda, ensuring that every Nigerian, regardless of income or status, can aspire to own a decent and dignified home. ...
Housing Ministry, Nigeria Police Force Establish National Task Force to Recover Encroached Federal Lands and Properties The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has announced the establishment of a National Task Force on the Recovery of Encroached Federal Government Lands and Properties in partnership with the Nigeria Police Force (NPF). Speaking during a courtesy visit to the Inspector-General of Police, Kayode Egbetokun, at the Force Headquarters, Louis Edet House, Abuja, the Minister commended the IGP for his exemplary leadership in repositioning the Force to align with the vision of President Bola Ahmed Tinubu, GCFR, to secure lives, property, and the future of Nigeria. Arc. Dangiwa, who led a delegation of the Ministry’s management including the Permanent Secretary, Dr. Shuaib Belgore, emphasized that Federal Government lands are not mere parcels of soil but national assets held in trust for all Nigerians. “They are meant to host housing estates, infrastructure, and public projects that create jobs, drive development, and expand opportunities. When they are illegally occupied, development is stalled, investments are wasted, and the collective future of Nigerians is shortchanged,” he stated. The Minister expressed appreciation to the Inspector-General of Police for approving the Ministry’s request to set up the Task Force, describing the approval as a strong signal of the Force’s readiness to protect national assets. The Task Force, which will include representatives from key Ministries, Agencies, and Security Services, will spearhead a coordinated nationwide effort to recover and safeguard Federal Government lands and properties. “With the full support of the Nigeria Police Force, I have no doubt that this initiative will succeed,” Arc. Dangiwa assured. He further emphasized that safeguarding Federal Government lands is central to the implementation of President Tinubu’s Renewed Hope Agenda, as these assets will now be better secured and put to work to advance development, empower communities, and improve lives. “Safeguarding Federal Government lands is not just about protecting property; it is about protecting the promise of a better Nigeria. In his response, Inspector-General of Police Kayode Egbetokun reaffirmed the Force’s commitment to the joint Task Force, stressing that housing is critical to the welfare of citizens. He welcomed President Tinubu’s directive for the allocation of over 1,000 housing units to Police officers, describing it as a measure that would boost their welfare and strengthen their service to the nation. DISCLAIMER 753 Houses Seized by EFCC: No Sale Rights Given to Any Company/Consultant. * Ministry warns general public not to fall victim to fraudsters, advises public to contact the Ministry’s officials directly. The Federal Ministry of Housing and Urban Development wishes to categorically inform the general public that it has not appointed or given sale rights to any company or consultant to coordinate the sale of the 753 houses seized by the Economic and Financial Crimes Commission (EFCC), linked to the former CBN governor, Godwin Emefiele. The disclaimer became necessary on the backdrop of a claim by a company named Pink Synergy Global Company Limited, that it has been appointed as official auctionaires for the sales of the 753 units houses by the Federal government. The ministry learnt that the company has written proposal and introduction letters to unsuspecting Nigerians and agencies asking them to purchase expression of interest form to purchase the houses. The copy of the Pink Synergy Global Company Limited letter sighted by the ministry has one Yashim Kejang, Chief Executive as the signatory. For the avoidance of doubt, no sales of the 753 units houses has commenced by the Ministry. The Ministry is informing the public that it will give a clear and adequate announcement regarding the sale as well as strategy outlined for the sales of the houses, as directed by His Excellency President Bola Ahmed Tinubu. The public is advised to direct all inquiries to the ministry through the departments of Public Building and Housing Development, and Press and Public Relations, for clarification before committing any resources. ...
FG To Erring Contractors, Up Your Games Or Face Sanctions
The Zonal Director of the National Housing Programme in the North- West, Federal Ministry of Power, Works and Housing, Architect Joseph Toluhi, has urged erring contractors handling the on going construction of housing project in Kebbi State to step up their games or face necessary sanctions.
He noted that contractors, who fails to perform diligently on the job will have to give way for others to be engaged, adding that relevant clauses in the contract agreement can be invoke for appropriate sanctions.
This was contained in a statement by the Zonal Director on Wednesday in Biriin Kebbi during the North-West inspection tour to the project site.
Toluhi stated that the federal government is committed to provide decent and affordable housing to its teeming population and reduce the housing deficit in the country, adding that the NHP project is designed for the medium income earners who have the affordable means to acquire these houses across the nation.
The National Housing Programme, Kebbi State consist of 76 housing units of 1bedroom, 2 bedrooms and 3 bedrooms semi-detached bungalows, are being handled by 19 indigenous contractors.
In a similar development, the zonal inspection team led by Toluhi also visited the National Housing Programme site in Sokoto State to have on-the-spot assessment of the on going construction works which has reached 95 per cent completion stage.
“I must say that I am pleased and happy with the level of progress of work on this site because we have a very high level of competition. Most of the building here have been completed”. He noted that out of 20 contractors engaged, 12 of them have already been completed while four are yet to be roofed.
According to him, “this means, we are ready to move into these buildings. The infrastructure such as water supply, road arterial and water supply have reached a very high level of completion”.
The Team Leader in Sokoto State, Mr lliya Kastuda also confirmed that construction work has reached 95 percent completion, adding that there is provision of worship centers, school, market to give necessary comfort and police post to ensure adequate security within the housing estate.
The zonal Director and other officials of the Ministry inspected a similar project in Gusau, Zamfara State, which is put at 65% completion stage. He however expressed disappointment in the poor quality of job done, stressing that government will not tolerate sub-standard jobs from any contractor.
Minster Calls For Price Reduction For The Sale Of Houses In Nigeria
The Minister of State I for Power, Works and Housing, Hon. Mustapha Baba Shehuri has urged all stakeholders in the building and construction industry, especially in the housing sector, to relatively reduce the price tag for the sale and purchase of houses so that the poor and low income earners, who formed the majority of our larger population could afford to earn a decent living.
Baba Shehuri made the call recently in his Mabushi office when he received in audience the officials of Housing Africa Co-operation (HAC)who came to collaborate with his Ministry, in order to provide affordable and decent housing accommodation for the Civil Servants in particular and Nigerians at large.
He disclosed that the potentials in the housing industry in Nigeria is quite huge, which businessmen ought to tactfully embrace, bearing in mind the accruing profits and quick turnover, stressing that with considerable prices, Civil Servants and low income earners will no doubt have a roof over their heads.
The Minister however charged the Management of Federal Housing Authority (FHA), and the Federal Mortgage Bank of Nigeria (FMBN) to create time out of their busy schedule and critically look into possible ways to partner with HAC in order to solve the problem of accommodation bedeviling Nigeria.
Earlier, the Chief Executive Officer, HAC, Mr. Stephen Duggan stated that his mission in the Ministry was to see how to partner with Federal Government of Nigeria in order to improve the standard of living of Nigerians through the provision of decent and affordable accommodation.
He maintained that the materials for the building construction will be sourced locally and with labour made up of Nigerians within and around the local communities.

Distinguished Guests, Ladies and Gentlemen,
First, I would like to thank His Excellency, the Executive Governor of Nasarawa State, Engr. Abdullahi Sule for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital.
Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.
As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started last week Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, Friday we were in Akwa Ibom for another 250 units, Saturday we were in Delta State for another 250 units. This week Monday we were in in Osun State to flag off 250 units, yesterday we were in Benue and today, we are happy to be here in Nasarawa to flag off another 250 units. The next stop from here will be in Oyo to complete this 2nd leg.
This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.
As we perform this groundbreaking, I want to charge the contractors
1. Messrs ISKAT DESIGN LTD
2. Messrs. SAN AFRAH NIG. LTD and
3. Messrs. AL-YUMA VENTURE AND INVESTMENT LTD
to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. IF YOU COLLECT GOVERNMENT MONEY, YOU MUST DO THE WORK.
We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Nasarawa indigenes to purchase and move in.
To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Nasarawa, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at other project sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.
It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Nasarawa State, His Excellency Engr. Abdullahi Sule for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the federal government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.

Our broad aim through this programme is to TURN THE COUNTRY INTO A HUGE CONSTRUCTION SITE, unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy.
This 250-housing units Estate project will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, and suppliers of building materials.
