The Federal Ministry of Housing and Urban Development has held its 2025 Ministerial Rewards and Recognition Award Ceremony, reaffirming its commitment to promoting excellence, integrity, and outstanding service delivery within the Civil Service. The colourful ceremony, which took place at the Ministry’s Headquarters in Abuja, brought together top management staff, directors, and employees to celebrate eleven exceptional officers whose dedication, professionalism, and performance distinguished them among their peers. The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, stated that the initiative aligns with the directive of the Head of the Civil Service of the Federation to institutionalize a culture of merit-based recognition, productivity, and excellence across Ministries, Departments, and Agencies. The Minister expressed deep appreciation to the Award Selection Committee for their diligence and transparency in the screening process, noting that their efforts ensured that only truly deserving staff were honoured. “This occasion is one of the proud moments for the Ministry. I am particularly pleased with the spread of award categories and the quality of awardees selected from across various departments,” he said. Arc. Dangiwa further emphasized the importance of mentorship in the service, urging Directors and senior officers to deliberately groom and guide younger officers before exiting the system. According to him, sustained mentorship is critical to preserving institutional knowledge and strengthening the future of the Civil Service. In his opening remarks, the Permanent Secretary, Dr. Shuaib Belgore, described the awards ceremony as a strategic initiative to motivate staff, encourage healthy competition, and reinforce a culture of excellence and accountability. He noted that the Ministry’s performance at previous national Civil Service Awards, where some staff emerged winners, has further inspired the drive to achieve greater recognition at the national level. “Our goal this year is not only to participate but to excel by winning multiple awards, including the overall best in the Civil Service category, which comes with significant incentives such as houses, vehicles, and computers,” he stated. Dr. Belgore explained that while many officers are deserving of recognition, the awardees represent the peak of performance, having emerged through a rigorous and merit-driven selection process. He added that the Ministry has institutionalized a robust recognition system, including monthly staff awards and departmental “Staff of the Month” displays, culminating in the selection of overall best performers. “Those honoured today have demonstrated consistent excellence and have earned their recognition through hard work and commitment to duty,” he added. Belgore Assures Improved Welfare for Staff, Calls for Additional Commitment To Deliver Presidential Priorities * Urges union leaders to engage, harmonize and present a unified demands for his action The Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr Shuaib Belgore has assured the staff of the ministry of improved welfare, and called for additional commitment to deliver the Presidential priorities and ministerial mandates of providing affordable housing for Nigerians Dr Belgore spoke during his interactive meeting with the staff of the ministry, saying the purpose of the meeting was to understand the concerns of staff and address them accordingly. " I am a workaholic, but I am encouraged because everyone here wants to work. The problem is job satisfaction and happiness at work. I assure you I will do everything to make your work and life easier,” he stated. On transportation difficulties, Dr. Belgore told the staff of the plan by the Ministry to procure new buses, and in the interim directed the Director of Human Resources Management to move two buses from the Lagos field office to the headquarters in Abuja to augment the existing fleet. “I have looked into the bus issue and I know the buses have run down. That is why new buses are being added to the fleet. I am hopeful these will bring some respite,” he said. On sports matters, he announced that funds had been sourced and released to enable the Ministry’s participation in the ongoing sports tournament in Adamawa state. Regarding working tools, Dr. Belgore revealed that the procurement process for computers, laptops, desktops, printers, and scanners has commenced, emphasizing that with the right tools, staff can perform optimally from any location. Accordingly, he disclosed that the ministry’s manpower challenge would soon be addressed, as the ministry is working to secure final approaval for recruitment of new officers to boost the Ministry’s workforce, which has significantly reduced due to the progressive retirement of staff from the Federal Civil Service. " Upon assumtion of duty, i observed a drastic reduction in staff strength, necessitating the recruitment of new personnel. We have written to the Head of the Civil Service of the Federation, the Chairman of the Federal Civil Service Commission, and the President, for special approval for recruitment due to our peculiar operational structure" he explained According to him, the ministry has a peculiar problem "because our field offices all over the country need staff to work there" Sharing insights into his work ethics, he noted that the commitment and positive attitude of staff motivate him to work harder, stressing that the major gaps are job satisfaction and workplace happiness, issues he pledged to address. He appealed for continued patience, dedication, and trust from staff as management works to improve conditions, and clear the backloge of outstanding liabilities as soon as its practicable. Dr Belgore directed the union leaders to engage with the Directors of Human Resource, Finance and Accounts, and Reform Coordination & Service Improvement to harmonize their demands and present a unified resolution for his action. “ Work together and come up with a consensus. Bring the resolution to me, and I assure you we will implement what is agreed. I want you to enjoy coming to work. I will do my best to make this a conducive work environment,” he concluded Earlier, the Director of Human Resources Management, Ademola Ayodele, commended the Permanent Secretary for his exemplary leadership and commitment to creating an enabling environment for optimal staff performance. The Chairman of the Staff Union, Dr. Frank Ejiofor, also commended the Permanent Secretary for convening the meeting and stressed the need for continuous motivation, support, and welfare enhancement to boost productivity amid current economic realities. Falana Applauds FG's National Land Titling, Registration and Documentation Programme Kano, Nigeria: Human rights advocate and Senior Advocate of Nigeria (SAN), Mr. Femi Falana, has commended the Federal Government for the implementation of the Nigeria Land Titling, Registration and Documentation Programme (a.k.a Land4Growth), describing it as a bold, progressive and transformative intervention that will unlock economic growth, enforce property rights and protect citizens from exploitation. Falana delivered his remarks today on Day 2 of the ongoing 30th Conference of Directors of Lands, holding in Kano, where he presented a detailed position paper on the reform of Nigeria’s land administration system. He applauded the Federal Ministry of Housing and Urban Development for championing a programme that targets increasing Nigeria’s formal land registration from less than 10% to 50% within a decade, in partnership with the World Bank. According to him, a properly executed nationwide land titling programme will mark the beginning of a new wealth creation era for millions of Nigerians and put an end to decades of informal transactions, land disputes, corruption and the harassment of citizens by illicit land operators and omo onile cartels. He stressed that over 90% of Nigerian land assets currently exist as ‘dead capital’, a condition that undermines mortgage access, hinders housing development, and limits economic participation. Falana, however, urged the government to ensure that the Land4Growth remains inclusive, accessible and free of financial burden for citizens, especially vulnerable households in rural communities. Accordingly, he called for a financing structure that places the responsibility of titling costs squarely on the government while ensuring legal enforcement and transparency at every stage of implementation. He further noted that the success of the programme must go beyond digitization and urban pilots, warning that without parallel reforms in enforcement of the Land Use Act and protection of customary rights, digitization could simply “modernize the old inequities.” He also advocated a stronger linkage between land titling and financing mechanisms under existing laws like the National Housing Fund and Federal Mortgage Bank frameworks, so that formal titles translate directly into real access to mortgages and mass housing delivery. The Senior Advocate, concluded with a strong call to action to stakeholders across government institutions, financial institutions, developers, civil society and youth to treat the Land4Growth as a national development imperative, not just a technical exercise. “ No country can develop without proper land documentation,” he declared, urging stakeholders to seize the moment to restructure Nigeria’s land sector into a transparent, equitable and economically empowering system for all citizens. ...
Housing Minister Charges States To Allocate One-to-three Percent Annual Budgets For Land Titling Programme * Says Land4Growth is Nigeria’s Surest Path to a $1 Trillion Economy The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has issued a bold call for State Governments to dedicate between 1 and 3 percent of their annual budgets to land administration and systematic land titling, declaring that credible land governance is the country’s strongest lever for building a trillion-dollar economy. Dangiwa made the call in Kano, in a keynote address at the opening of the 30th Conference of Directors of Lands in the Federal and States Ministries, Departments and Agencies, Tuesday, 25th November, 2025. " I strongly recommend and charge that Nigerian State Governments ring-fence between 1 and 3 percent of their annual budgets for land administration and systematic titling during the reform and scaling phase" he stated The theme for the 30th Conference is Nigeria Land Titling, Registration and Documentation Programme (NLTRDP): Implementation Mission Dangiwa explained that International evidence shows very clearly that Ministries responsible for land administration around the world operate on about one percent of the total public budget. He said " based on these global benchmarks and our own national realities ... a sustainable allocation of 0.5 to 1 percent will be sufficient to maintain digital registries, continue systematic documentation, and keep the cadastre up to date" The minister further stated that, half of the allocation must go directly to real service delivery- systematic titling, digitisation, modern registries, surveys and dispute-resolution-not vehicles, furniture or overheads. " If we spend on impact, not overheads, every State will unlock revenue, citizens will gain secure property rights, and land will become a true economic asset, not dead capital. And let me say this confidently: the success of the Land4Growth Programme is Nigeria’s surest bet to achieving the One Trillion Dollar Economy" he remarked Accordingly, Dangiwa stated that, land becomes bankable, when citizens can use it for credit, when investors trust the registry, and when States earn sustainable revenue from property markets, saying that ' we will unlock growth on a scale that can transform our national economy. That is how land becomes wealth, and how this sector can power Nigeria’s economic future.” he stated. The Minister further disclosed that the last World Bank Doing Business ranking on Registering Property, Nigeria performed poorly due to excessive procedures, long timelines, and high costs, this he said, creates uncertainty for investors and unnecessary hardship for citizens He noted the identical challenges across the states as; complex manual workflows, fragmented and outdated paper records, corruption risks, tenure insecurity for vulnerable groups, and very low revenue collection despite huge potential. He also told the participants that, under President Bola Ahmed Tinubu’s Renewed Hope Agenda, land administration will be treated not as routine bureaucracy but as a strategic economic reform, adding that government had begun to translate the commitment into concrete action. " I have directed the Director Lands to make sure every Director has a copy of the Concept Note and Framework. embrace it and properly guide your State Governments to adopt it and work with us at the Federal level to implement it" Dangiwa said " We are not yet where we want to be, but we are certainly not where we were last year. FMW&H Rehabilitates and Engages Facility Managers For 24 FG Secretariats Across the Country – Official
The Director, Department of Federal Public Assets Maintenance (FPAM) in the Federal Ministry of Works and Housing Arc. Tina Onokwai, said the Ministry has engaged Facility Managers for the 24 Federal Government Secretariats in the six geo-political zones.
She made this remark while presenting her departmental progress report at the Ministry’s Headquarters in Abuja this week.
The Director explained that each Facility Manager carried out the Janitorial, Security, Horticulture and Minor repair works at the Federal Government Secretariats and a total number of Fifty-Nine (59) Workers, which included Plumbers, Electrical and Mechanical Engineers, carpenters, cleaners, Security personnel, gardeners and administrative staff, were engaged by the Facility Managers.
“The 24 Federal Secretariats engaged a total of 1,416 Workers thereby socially and economically impacting the Nigerian Society, and the Gross Domestic Product index (GDP) of the country ‘’ she stated.
She added that the tools and consumables procured for the work of facility management were varied and included detergents, disinfectants, air fresheners brooms, glass wipes, industrial extension cables, scrubbing machines chemical sprayers, lawn mowers, sprinklers and hoses among others while the procurement of these items enabled the creation of wealth even at the grassroots.
According to the Director, the Ministry also carried out the rehabilitation in phases and the rehabilitation works in each Secretariat engaged 5,445 direct labour consisting of contractor and labour, 465 Suppliers and 514 food vendors, while about 6,424 employment opportunities for skilled and unskilled Nigerians, including suppliers and food vendors nationwide were granted.
The Director reiterated that the rehabilitation and facility management works on the Secretariats were in line with the National Public Buildings Maintenance Policy that provided a framework and attendant guidelines for the management and maintenance of all Federal Government-owned buildings across the country.
“The vision of the policy is that every government public building asset in the country will be maintained in an efficient and sustainable manner to preserve the value of the asset and achieve the purpose for which it was built” she maintained.
She expressed delight that the Economic empowerment derived from these programmes drives, which according to her, drives the purchasing power of market men and women as they engage in economic activities such as shopping for food stuffs, clothing, undertaking healthcare, paying rent or school fees and so on improved within the period.
”This process positively drives money circulation in the economy from one economic sector to the other and on the side of the Federal Government, the economic impact is to: Improve the Asset value and preservation of Public Buildings,’’ She said , adding that aside ensuring better returns on investment , the process optimizes the asset utilization and Promotes efficiency of operations especially among the staff thereby supporting the growth of a Maintenance Economy.
Minister Of State Works And Housing Sympathizes With Traders Over Potiskum Market Fire
The Minister of State for Works and Housing, Engineer Abubakar D. Aliyu, has sympathized with traders who lost their goods at the Saturday fire that razed most parts of the Potiskum Central Market in Yobe State.
The minister, in a statement on Sunday, extended his heartfelt sympathy to all the traders affected by the fire incident, praying to Almighty Allah (SWT) to replace their monumental loss.
The Potiskum market fire occurred on March 6, 2021, and razed down shops majorly around Layin Masko, thereby destroying goods worth millions of naira, according to eye witnesses.
Engineer Aliyu said: “It is with heavy heart that I extend my sympathy to the traders of Potiskum Central Market who lost their property in the tragic fire incident that occurred Saturday night, March 6, 2021.
“I prayed to Almighty Allah (SWT) to console the traders who lost multi-million naira goods in the tragedy. I also prayed to Almighty Allah to replenish their wealth once again.”
The minister said the tragedy has not affected only the traders who lost their property, but the entire good people of Potiskum and Yobe state in general.

Today, we convene under the timely theme “Housing the future: Affordable Housing for Economic Growth, Climate Resilient and Urban Development”. This year’s Council meeting promises to be pivotal, as we delve into eight (8) critical sub-themes, each accompanied by comprehensive memoranda for vigorous deliberation. Over the next few days, we will engage in insightful discussions, share expert expertise and forge innovative solutions to propel our Nation’s housing sector forward.

As you are aware, the National Council is the highest body that deals with the initiating of policy formulation, adoption and ensuring the implementation of the key decision of the Council Meeting. Also, we recognize the significance of this document in shaping the future of our housing sector and today, we have an opportunity to review and provide input on this critical document.

It is with immense pride and a deep sense of responsibility that I am with you today to officially launch the weekly Performance Management System (PMS) Day in our esteemed Ministry.
2. This is the beginning of a transformative journey for us as we heed the directive from the Office of the Head of the Civil Service of the Federation, which mandates every Thursday to be set aside for activities related to Performance Management System in the Federal Ministries, Departments and Agencies and be christened “PMS Day”.
3. This directive is not just a routine exercise; it is a call to action for all of us to fully embrace the vision of an efficient, effective, responsive and performance-based Federal Civil Service.
4. Performance Management System is a tool for goal and target setting, appraisal and monitoring of employee performance and the delivery of institutional mandates. It provides a systematic process of planning work, setting targets, providing support to employees and measuring results.
5. It also provides the framework for continuous tracking of employees’ performance in a manner that is consistent and measurable, for developing and improving their capacities to perform on their jobs and for motivating them for increased productivity.
6. The institutionalization of a functional performance management system being one of the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025, (FCSSIP25) will improve efficiency and productivity in the public service and is key to achievement of the objectives of the ongoing reform initiatives and culture re-orientation in the Public Service.
7. It will also ensure appropriate linkage of key government tools towards the attainment of national development goals and entrench a merit-based system in the Public Service. As a matter of fact, institutionalizing PMS is a cornerstone for our efforts to transform the entire Nigerian Public Service as a result-based and performing institution. PMS is an essential tool that provides a guide for the MDAs’ operations as we seek to reclaim our enviable position in delivering high-quality services to the Nigerian people.
8. The introduction of PMS has remained a timely project, and I have no doubt that it is exactly what the Federal Civil Service needs at this critical time to elevate our service delivery standards, enhance accountability, and build a positive culture of productivity, consequent management and continuous improvement in both personnel and institutional performance.
9. Today, as we launch the PMS Day in the Federal Ministry of Housing and Urban Development, we are not just institutionalizing a PMS weekly activity in the Ministry; we are reinforcing our commitment to excellence that has been the guiding ethos of the Ministry in the achievements of its deliverables of the Presidential Priorities and the implementation of the FCSSIP25 reform initiatives.

It is crucial to understand that the full implementation and institutionalisation of PMS is not just the responsibility of a few; it is a collective responsibility that spans all levels of our Ministry, from the most senior management cadre to the lowest-ranked officers, including security personnel and the janitorial service providers. Everyone has a vital role to play in ensuring that PMS is not just a beautiful policy on paper but a living, breathing organisational culture within the Federal Ministry of Housing and Urban Development.
11. To all Directorate level officers, you are the leaders and the vision bearers of your respective departments. As PMS supervisors, your roles in driving this initiative cannot be overstated. Your commitment to the institutionalization of PMS in your respective departments are what will inspire and motivate other staff and team members to follow suit. You are the ones who will set the tone for accountability and performance at the departmental levels, and I urge you to lead by example.
12. I commend all the Departments and Units that have cascaded signing of performance contracts with staff. We have no place to hide. We have been a performing Ministry. We are determined and we shall continue to perform because PMS has come to stay in this Ministry. To move our sector and country forward, you and I must embrace this world-best practice and your department should not be a reason for the Ministry to lose its enviable high-ranking position as one of the leading MDAs in the implementation of Federal Government reforms and programmes.
13. To our middle and junior-level officers, your dedication and hard work are the bedrock of our Ministry’s success. The PMS is designed to recognize and reward your contributions, ensuring that your efforts are aligned with our shared vision and that your professional growth is supported.
14. I encourage you to see this initiative as an opportunity to showcase your talents, sharpen your skills, and play active roles in the development of our Ministry and the nation at large.
15. It is normal for a very young Ministry like ours to face some challenges especially in a housing and urban development sector with a high level of expectations in creating possibilities for social infrastructure as enabler for growth. These have not in any way deterred the Ministry from exploring possibilities and innovative ways of bringing about possible solutions including partnering with our stakeholders to be able to deliver on the Ministry’s mandate as expected.
16. However, with the full implementation of the PMS, we have a robust framework that allows us to measure our progress, identify areas for improvement, and celebrate our successes. It is a tool that will guide our decision-making processes and ensure that every action we take contributes to the fulfillment of our mandates in formulating and implementing the policies, programmes and projects of the Federal Government of Nigeria in the Housing and Urban Development sector.
17. As we set aside every Thursday to focus and reflect on our PMS activities, let us all commit to these sessions with the seriousness they deserve. Let us use this time to evaluate our performances, identify the gaps that need addressing, and collaboratively find solutions that will drive our Ministry forward. The PMS Day is our collective space for reflection, learning, and growth.
