 Housing Ministry Honours Outstanding Staff at 2025 Ministerial Awards Ceremony 

 

The Federal Ministry of Housing and Urban Development has held its 2025 Ministerial Rewards and Recognition Award Ceremony, reaffirming its commitment to promoting excellence, integrity, and outstanding service delivery within the Civil Service.

 

The colourful ceremony, which took place at the Ministry’s Headquarters in Abuja, brought together top management staff, directors, and employees to celebrate eleven exceptional officers whose dedication, professionalism, and performance distinguished them among their peers. 

 

 The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, stated that the initiative aligns with the directive of the Head of the Civil Service of the Federation to institutionalize a culture of merit-based recognition, productivity, and excellence across Ministries, Departments, and Agencies.

 

The Minister expressed deep appreciation to the Award Selection Committee for their diligence and transparency in the screening process, noting that their efforts ensured that only truly deserving staff were honoured.

 

“This occasion is one of the proud moments for the Ministry. I am particularly pleased with the spread of award categories and the quality of awardees selected from across various departments,” he said.

 

Arc. Dangiwa further emphasized the importance of mentorship in the service, urging Directors and senior officers to deliberately groom and guide younger officers before exiting the system. According to him, sustained mentorship is critical to preserving institutional knowledge and strengthening the future of the Civil Service.

 

In his opening remarks, the Permanent Secretary, Dr. Shuaib Belgore, described the awards ceremony as a strategic initiative to motivate staff, encourage healthy competition, and reinforce a culture of excellence and accountability.

 

He noted that the Ministry’s performance at previous national Civil Service Awards, where some staff emerged winners, has further inspired the drive to achieve greater recognition at the national level.

 

“Our goal this year is not only to participate but to excel by winning multiple awards, including the overall best in the Civil Service category, which comes with significant incentives such as houses, vehicles, and computers,” he stated.

 

Dr. Belgore explained that while many officers are deserving of recognition, the awardees represent the peak of performance, having emerged through a rigorous and merit-driven selection process. He added that the Ministry has institutionalized a robust recognition system, including monthly staff awards and departmental “Staff of the Month” displays, culminating in the selection of overall best performers.

 

“Those honoured today have demonstrated consistent excellence and have earned their recognition through hard work and commitment to duty,” he added.

 

Earlier in his welcome address, the Director of the Special Projects Unit, Mr. Olatunde Ajayi, described the ceremony as a platform to celebrate excellence and inspire others to strive for higher standards of service delivery.

 

He assured that the selection process adopted by the Ministerial Awards Selection Committee was thorough, transparent, and strictly guided by Federal Public Service policies and guidelines. According to him, the criteria focused on measurable performance, accountability, commitment to service delivery, and continuous improvement.

 

The 2025 Ministerial Rewards and Recognition Award Ceremony underscores the Ministry’s unwavering commitment to building a motivated workforce driven by excellence, professionalism, and dedication to national development.

Dangiwa Inaugurates New Board for  Federal Mortgage Bank of Nigeria (FMBN)   Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has formally inaugurated new Board members of the Federal Mortgage Bank of Nigeria (FMBN), charging them with the critical responsibility of repositioning the Bank as a cornerstone of Nigeria’s housing finance system under the Renewed Hope Agenda of the Tinubu Administration.   Arc Dangiwa, while emphasizing the strategic role of the FMBN in delivering affordable housing to Nigerians through the National Housing Fund (NHF) Scheme, noted that FMBN is not just a lender but a regulator, an innovator, and a builder of housing finance systems.   He said that Nigerians in both formal and informal employment across the public and private sector can access mortgage loans at rates and terms that no commercial institutions can match.   “We are talking about single digit rates of 6 to 7 percent repayment periods of up to 30 years and equity contribution as low as zero to 10 percent. In contrast, commercial banks charge 18 to24 percent interest, require percent 30 percent equity, and offer tenor of 6 to 10 year,” he explained.   The Minister charged the new Board with pursuing and achieving seven key strategic priorities:   1.   Recapitalization: Push forward the long-awaited ₦500 billion recapitalization of FMBN. 2.   Digitalization: Accelerate full digital integration of customer-facing services. 3.   Loan Performance: Improve loan recovery and audit compliance. 4.   Housing Delivery: Facilitate the development of a minimum of 5,000 new homes annually. 5.   Mortgage Access: Target 20,000 annual mortgage disbursements with faster processing. 6.   NHF Expansion: Grow the contributor base, especially in the informal and diaspora sectors. 7.   Strategic Partnerships: Strengthen ties with institutional investors and international partners.   He reminded them that they were appointed to drive reform, ensure transparency and unlock the full potential of this national institution informing them that their responsibilities and powers are clearly defined in the FMBN Establishment Act, CAP F16, Laws of the Federation of Nigeria.   “The stakes are high. Millions of Nigerians are counting on FMBN—and on your leadership—to bridge the gap between aspiration and homeownership,” the Minister emphasized.    “The era of business-as-usual is over. This is the time for delivery,” he added. Dangiwa also commended the current FMBN Management for significant strides, including the full implementation of a Core Banking Application system that now enables NHF contributors to register, make contributions, apply for loans, and monitor their accounts entirely online, saying the digital transformation has reduced transaction turnaround time by 40 percent and improved public trust.   He further lauded FMBN’s recent achievements which are disbursing over ₦73 billion in housing finance, supporting over 30,000 beneficiaries, processing ₦30.7 billion in NHF refunds, mobilizing over ₦203 billion in contributions, registering nearly 374,000 new contributors and recording a ₦11.58 billion operational surplus (unaudited) for 2024   He also applauded the Bank’s collaboration with the Ministry on the Renewed Hope Housing Programme and its introduction of a ₦100 billion Bankable Off-taker Guarantee as innovative steps toward bridging Nigeria’s housing deficit.   The Minister recalled his previous experience as Managing Director of the Bank, highlighting the structural challenges that have historically hindered its performance. He noted that, upon assuming office as Minister, he initiated a comprehensive housing sector reform, including the establishment of a Housing Institutions Reform Task Team. The Task Team’s report includes recommendations to modernize the FMBN and NHF Acts, which the Minister urged the new Board to champion.   In his address, the Permanent Secretary Ministry of Housing and Urban Development, Dr. Shuaib Belgore, expressed warm congratulations to the newly appointed members of the board, highlighting their professional achievements, integrity, and capacity to offer strategic guidance in a sector as critical as housing and urban development.   He acknowledged the FMBN as the apex institution for mortgage finance in the country, whose role includes;  custodianship of the National Housing Fund, ensuring affordable housing finance for low and middle-income Nigerians.   Belgore  also emphasized on the central role of Housing in the social and economic stability of a nation, generating employment, building communities, promoting wealth creation, and enhancing dignity.   “In Nigeria, bridging the housing gap remains a top priority. That is why we view the FMBN not just as a bank, but as a national vehicle for inclusive growth, social protection, and economic opportunity”, he said.   Belgore further expressed the Ministry’s commitment to working hand in hand with the board and management to ensure that the bank's operations are aligned with national housing priorities, as well as ensuring that shared reform efforts remain people focused, sustainable, and transformational.   Responding on behalf of the new board members, the chairman,  Board of Directors and a former deputy Governor of Kano state, His Excellency, Dr. Nasiru Yusuf Gawuna expressed gratitude to President Bola Ahmed Tinubu and the Honorable Minister for the opportunity to serve the country.   He reiterated the importance of the housing sector and the need to deliver on the mandates given by the President, giving his word on behalf of the board, that they would be found worthy.   Dr. Gawuna promised that the Board would seek guidance from the best quarters when the need arises. Housing Minister Inaugurates Ministerial Committee On 753- Unit  Recovered Housing Estate    * Charges committee to approach assignment with urgency, dedication integrity and eliminate bureaucracy    Housing and Urban Development Minister,  Arc Ahmed Musa Dangiwa has inaugurated a twelve- member ministerial committee on the 753- unit recovered Housing Estate located at Lokogoma district, Abuja, FCT.   The estate was handed over to the ministry by the Economic and Financial Crimes Commission (EFCC) last week, in line with the directive of President Bola Ahmed Tinubu, GCFR.   Dangiwa told the inspection team during the physical hand over that, he will establish a technical committe to carry out quality assessment test of the estate, as well as complete and suggest how the Federal government will dispose the houses.   The Ministerial committee has Dr. Shuaib Belgore, the Permanent Secretary as Chairman.   Other members include;  i. The Terms of Reference for the Committee are as follows; -To conduct a thorough structural and integrity test of the buildings; -To ascertain the number and status of the housing units; -To evaluate the value of existing work done through proper surveying and market valuation; -To assess the cost of completing internal roads, power, water, security infrastructure, and public amenities; -To develop standardized architectural and finishing guides for consistency and quality assurance; -To propose a clear, transparent, and inclusive strategy for the disposal and allocation of the housing units to Nigerians, special government needs based on  affordability, equity, and public access through the Renewed Hope Housing Portal; -To design a robust communication and public engagement plan that builds public confidence; -And to ensure inter-agency coordination with stakeholders like EFCC, FCTA, and utility providers, while submitting a preliminary report within four weeks from today.   " It is with a deep sense of duty and commitment to the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, that I welcome you all to this important occasion, the formal inauguration of the Ministerial Committee on the Technical Assessment, Completion Planning, and Disposal Strategy for the 753-unit Housing Estate located at the Cadastral Zone of the Federal Capital Territory" the Minister stated.   He explained that the Committee was constituted based on the vision of Mr. President and the housing reform drive of the Ministry, to ensure that the recovered property is quickly transformed into liveable, secure, and affordable homes for the benefit of Nigerians.   According to the minister, the high- level ministerial committee was carefully approved and constituted to comprise of the Management Staff and strategic officers, drawn from key departments of the Ministry to ensure bringing to bear the highest level of technical competence, integrity, and urgency.    " Your selection is a testament to the confidence the Ministry has in your capacity to drive this initiative with the seriousness and efficiency it demands" he said.   Dangiwa said to the committee "Nigerians are watching and they want to see results. They want to see homes completed and allocated transparently. They want to see government working for them"    He concluded with charging the committee to approach the assignment with urgency, dedication, and integrity, and work as a team to eliminate bureaucracy.    " Think outside the box. Be result-oriented", he charged.   In his remarks, Minister of State Ministry of Housing and Urban Development, Yusuf Abdullahi Ata, pointed out the need for the Committee to have powers to co-opt some members to assist them, giving the huge task ahead of them and the four werks timeline.    Also in this remarks and vote of thanks, the Chairman of the Committee, the Permanent Secretary of the Ministry, Dr. Shuaib Belgore stated that the committee has been tasked with ensuring that the recovered estate undergoes a thorough technical assessment, is strategically completed, and is disposed of, in a transparent andcost-effective manner, aligned with national housing delivery objectives.   He added that the successful execution of the assignment will serve as a model for converting recovered public assets into impactful infrastructure that directly benefits the people, while assuring Nigerians that the committee will carry out its duties diligently. ...

Confiscated 753 - Unit Housing Estate Not on Sale Yet, Beware of Scammers   *  No sale process started by the housing ministry yet.   *  Housing Minister to set up committee to carry out technical assessment, quality test, completion and suggest disposal strategy.    The Ministry of Housing and Urban Development wishes to alert the general public that it has not yet commenced any process for the sale of the 753 - unit housing estate linked to former CBN Governor, Godwin Emefiele which it has taken custody of from the EFCC, a few days ago.   This clarification became necessary as reports reaching the Ministry indicated that scammers were already on the move to defraud Nigerians, claiming they have slots  from the housing ministry to sell the houses, asking for N500,000 for purchase of non existent expression of interest form.   For avoidance of doubt, the Ministry has just taken over the estate from the EFCC as directed by Mr. President, the houses will be completed by the ministry and all the necessary infrastructure will be provided before offering to the public for sale and for special needs of the government.    The Hon Minister, Arc. Ahmed Musa Dangiwa had in that regard announced that the Ministry would set up a technical comittee to carry out physical assessment of the facility, conduct integrity test of the buidings and assertain the infrastructure needs that will make the estate habitable and finally come up with the disposal strategy.   The public is hereby informed that the Ministry will give a clear and adequate announcement, as well as strategy outlined for the sales of the houses, as directed by His Excellency President Bola Ahmed Tinubu, GCFR.   Accordingly, the general public is therefore warned not to fall victim to fraudsters, and are advised to directly contact the ministry's officials through the departments of Public Building and Housing Development, and the Press and Public Relations for clarification before they commit any resource as regards to the purchase of the houses.   The Ministry remains committed to ensuring that the process is guided by transparency, public accountability, and inclusivity, while delivering on the Renewed Hope Agenda in the housing sector.    We urge all Nigerians to remain vigilant and rely only on official communications from the Ministry.   ...

WELCOME ADDRESS BY THE HONOURABLE MINISTER, FEDERAL MINISTRY OF HOUSING AND URBAN DEVELOPMENT, ARC. AHMED M. DANGIWA FNIA, FCIB, AT THE OPENING CEREMONY OF THE 28TH CONFERENCE OF DIRECTORS OF LANDS IN THE FEDERAL AND STATE MINISTRIES, DEPARTMENTS AND AGENCIES HOLDING AT MARCELINA’S PLACE, IKEJA, LAGOS, ON 15TH - 16TH NOVEMBER 2023

PROTOCOLS:
1.    It is my pleasure to welcome you all to the 28th Conference of Directors of Lands in Federal and State Ministries, Departments and Agencies in Nigeria.
2.    As most of you are already aware, this Conference was conceived over 28 years as part of efforts to promote effective land administration in our country.  
3.    Each year the Conference provides a platform for Directors of Lands at Ministry of Housing and Urban Development, State Ministries, Departments and Agencies in Nigeria to gather, network, share experiences, discuss sector challenges to produce clear recommendations that border on promoting effective land administration in the country.
4.    The Conference objective remains noble, progressive, and relevant today, as it was back then when the Conference was conceived. So, as we begin this 2023 edition, the 28th one in a series, we must do so in full recognition of the current in-efficient and challenges-full state of land administration in our country today.
5.    To do this means asking ourselves some tough questions to bring us to reality and confronting the answers.
6.    First, can we say that the sum of annual gatherings and conversations over the close to three (3) decades of this conference are helping us make progress in fixing the many issues in land administration in our dear country?
7.    How many of the issues that we discuss each year at this Conference end up tackled and solved? How many of the recommendations that the Conference produces end up implemented? Or are we simply moving around in circles and turning the conference into an annual bazaar of some sort. Do we even have a tracking mechanism to monitor whether we are making progress or not?
8.    We must confront these questions and be humbled by the answers. It is only by doing this reality check that we can find the inspiration, encouragement and resolve to work harder and differently in our respective offices as Directors and stakeholders towards achieving the noble goals with which this Conference was established.
9.    As the Minister of Housing and Urban Development, I must say that I am honestly not happy with the current state of land administration in the country. And the reasons are obvious. The same issues that were there decades ago are still there today with us today.
10.    This includes inadequate land information systems, complex land tenure systems, cumbersome and time-consuming land registration processes that contribute to delays and corruption in the system; the lack of a streamlined and transparent registration process that discourages investment and hinders economic development; inadequate urban planning which lead to informal settlements; congestion, and improper land use, inadequate legal and regulatory frameworks which results in legal uncertainties, making it difficult for individuals and businesses to navigate the land administration system with confidence. These are all problems that we all must fix. No one will do it for us.
11.    I must acknowledge that some of these problems are beyond the capacity of the Conference and Directors to resolve. Indeed, the most fundamental ones such as the Land Use Act 1978 require legislative amendments and national government policy interventions. However, there is a lot of room for innovation to circumvent the limitations posed by some of these barriers. We have seen in States such as Kaduna, Kano, where innovative leaders have found ways to implement reforms that have helped them ease land administration by introducing efficiencies in land titling and property registration despite the limitations of the Land Use Act. These states deserve our commendation.
12.    And my charge to all of you attending this 2023 Conference is that we must do likewise. We must think out of the box, innovate, and learn to do things differently. That will help us make progress and change the narrative going forward.
13.    The theme of this year’s Conference — "Improving Land-Based Revenue of the Federating Units in Nigeria through Efficient and Effective Land Administration" — speaks directly to the core of our national progress.
14.    As you are all aware, land, is an economic resource that holds immense potential for revenue generation and sustainable development. However, to harness this potential, we must address the challenges within our land administration systems and strive for efficiency and effectiveness.
15.        I am happy to inform you that His Excellency, President Bola Ahmed Tinubu, GCFR, is set to tackle the systemic challenges that have hindered effective land administration. Mr. President has a bold vision for the sector and is committed to backing it up with the necessary political will to break down all barriers to unlock the revenue earning potential of land.
16.    As the Minister of Housing and Urban Development, we have taken Mr. President’s vision and are running with it. Our aim is to implement the most historic land reforms the country has ever witnessed to make it easier, safer, and more profitable for the private sector to invest in the sector and make good returns.
17.    A notable part of our broad housing sector reforms includes the implementation of comprehensive land reforms towards streamlining land administration and ensuring easy, cost effective and efficient access to land in our country.
18.    Currently, we have a situation where the Land Use Act was enacted in 1978 but there was no complementary institution set up alongside it to provide the necessary framework, guidelines, and regulations for operationalizing it. We are working to establish a National Land Commission that would fix this gap and chart a new way forward for effective land administration in the country.
19.    This will improve land titling and boost Nigeria’s ranking on the World Bank Ease of Doing Business where we currently rank 186th out of 190 countries on the World Bank Ease of Doing Business index in terms of ease of registering properties. Last week I met with the leadership of the Presidential Technical Committee on Land Reforms, Prof. Peter O. Adeniyi, where we agreed to incorporate the extensive work that they have done over 14 years in our land reform strategy. As the renowned land reform scholar said, experience shows that a nation can never develop if it does not conduct land reform. It will also help to boost revenues that States and Federal Government can earn from land.
20.    The second related reform is the nationwide adoption of the Model Mortgage Foreclosure Law. The Model Mortgage Foreclosure Law (MMFL) is a housing industry stakeholder initiative and part of the Renewed Hope Agenda of His Excellency President Bola Ahmed Tinubu, GCFR that is focused on establishing an enabling environment for investment in real estate and the growth of mortgages in a state. It provides contemporary provisions on the creation, registration, and enforcement of mortgages, along with remedies like foreclosure and the enforcement of mortgages on real properties and related purposes in Nigeria.
21.    As of date, the Model Mortgage Foreclosure Law (MMFL) has been passed in four (4) states, including Lagos, Kaduna, Ekiti, and Nasarawa States. We aim to drive its passage in all the states of the federation as part of our efforts to ensure that investments in the housing and mortgage sector are protected.
22.    The Federal Ministry of Housing and Urban Development, through the Lands and Housing Development Departments, made great strides in improving land-based revenue generation for the Federal Government by way of income from fees charged on both primary and secondary transactions. These are statutory fees demanded for use of Federal Government lands.
23.    As you deliberate on land and land related issues for the next two days, I urge you to critically examine measures that you can act on in the interim such issues as digitization of land titling process to improve ease of doing business, fostering synergy between public and private investors in housing delivery, checking the trend of double titling and multiple charges on Federal Government properties in the states, all of which is aimed at improving land based revenue in the tiers of government. At the end of your deliberations, it is hoped that you will come up with meaningful and workable solution to most of the problems confronting land administration and management at the various tiers of Government.
24.    Knowing fully well that the outcome of this conference will form part of input/proposals to the National Council on Lands and Housing to be held next year. It is, therefore, with all seriousness of purpose that I enjoin you to be sincere and meticulous in your deliberations, putting the interests of the Country and complexity of interests in land in focus, in addressing issues hindering efficient land administration and management in Nigeria with a view to improving land-based revenue for sustainable development in the country.

REMARKS BY THE PERMANENT SECETARY, FEDERAL MINISTRY OF WORKS AND HOUSING, MAHMUD MAMMAN AT THE 12TH MEETING OF THE NATIONAL COUNCIL ON LANDS, HOUSING AND URBAN DEVELOPMENT HOLDING AT UMARU MUSA YAR’ADUA CONFERENCE CENTRE, KADUNA, KADUNA STATE FROM MONDAY 13TH TO FRIDAY, 17TH NOVEMBER,2023.

I am pleased to welcome you to the 12th meeting of the National Council on Lands, Housing And Urban Development holding at Kaduna, Kaduna State.

 

2.    As you are aware, the theme of this year’s National Council Meeting is “Harnessing Local and International Credit Scheme as a panacea for Housing Infrastructure Development under the Renewed Hope Mantra”. The theme is apt and timely, considering the Renewed Hope Agenda and drive toward addressing housing deficit and maximizing available opportunities in ensuring that a greater number of Nigerians have a place to call a home. As a collective resolve to address this perennial challenge in Housing infrastructure development, exploring both Local and International prospects is inevitable.

 

3.     In order to ensure that housing challenges are addressed, it has become necessary for all the crucial stakeholders to consider and provide contemprorary policies that will support the exploration and assessment of Local and International funds.

 

4.      It is quite instructive that the theme was carefully chosen to ensure that both Local and International Credit are assessed to complement direct Government effort in providing Housing for Nigerians.

 

5.      The Meeting is significant as it will afford us the desired opportunity to identify some of the challenges in assessing Local and International credits for Housing Infrastructure and discuss strategies towards addressing them. We are required to look at the best ways to explore and assess funds needed for massive deployment of housing infrastructure so as to galvanize national growth and sustainable Development Goals which focuses on restoring economic growth, mass housing, investing in our people and creating a people friendly economy. The achievement of these objectives largely lies on the availability of affordable and sustainable Housing across the country.

 

6.     Distinguished delegates and officials, the timing of this meeting, therefore, is very significant as it provides a variable platform for us heads of Bureaucracy in our various States to think through and make necessary provisions for Housing in our various Budgets for the year 2024 and beyond as well as developing frameworks for harnessing Local and International funds for mass and affordable Housing which will impact positively on Nigerians and the economy.

 

7.    On this note, I once again, welcome you all to this 12th Meeting of the National Council on Lands, Housing and Urban Develeopment and wish you fruitful deliberations.
